The City Council, City of Fairhope, met in regular.session at
5:30 p.m., City Administration Building, 387 Fairhope Avenue,
Fairhope, Alabama 36532 on Monday, 28 December 1981.
Present were Councilmembers David Ed Bishop, Trisha Nelson,
Sam E. Box, Roy C. White, and C.O. McCawley; City Attorney Jim
Reid and City Clerk Evelyn Phillips. Mayor James P. Nix was
absent due to a death in his family.
Mayor Pro-Tempore David Ed Bishop presided in the absence of
Mayor Nix.
Minutes of the 14 December 1981 regular session were duly approved.
Councilman Box introduced, and moved for the adoption of, the
following Resolution. Seconded by Councilman White, motion passed
unanimously:
RESOLUTION 28-81
WHEREAS, Lt. Cecil L. Clemens, after twenty-eight
years of service on the Fairhope Police
Department, has decided to retire; and
WHEREAS, Lt. Clemens started his career in law enforce-
ment on the Fairhope Police Department when
it was in in its infancy with only three men
on the force; and
WHEREAS,. His seasoned judgment and sound counsel have
contributed greatly to the quality growth
and development of our Police Department;
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council
of the City of Fairhope, Alabama, go on record as expressing
our sincere appreciation for his valuable service and ex-
tend to him our wish for health and happiness in the
years ahead.

Councilman White moved for final adoption of Ordinance No. 685, an
ordinance pertaining to the regulation of Burglar Alarm Systems. Seconded
by Councilman Box, motion passed unanimously.
Bids on utility poles for the Electric Department were opened:

Baldwin Pole & Piling 110.97 ea. 63.40 ea. 76.38 ea.
Ala Wood Treating Co. 129.61 ea. 67.04 ea. 84.55 ea.
Councilman White moved to accept the low bid, provided all specifications
are met. Seconded by Councilman Box, motion passed unanimously.
Building Official Bob Lunsford reported to Council on a bid opening
held December 22nd on Steel re -bars and Wire mesh for the Civic Center
renovation . Only one bid was received, Baird Steel, Inc., Mobile,
in amount of $3,644.00. Councilman Box moved to accept this bid, pro-
vided all specifications are met. Seconded by Councilwoman Nelson,
motion passed unanimously.
Council discussed signs with flashing lights. Section 6.733 of
Zoning Ordinance No. 557 prohibits, in all districts, any sign which
contains flashing. or intermittent red, green, blue or amber illumina-
tions. As the City Attorney is now engaged in preparing an Ordinance
to amend the Zoning Ordinance as recommended by the Planning & Zoning
Commission, Council asked that this Section (6.733) also be amended
to read "Any sign which contains flashing or intermittent illuminations."
Mr. Ack Moore, Moore Engineering Company, reported that all plans
and specifications are now ready for a Public Improvements Project.
Mr. Moore promised to have the locations and materials -to -be -used -
descriptions delivered to the City Clerk by the next day so the Improve-
ment Ordinance can be prepared. Mr. Moore gave the City Clerk a certi-
fied list of property owners. As soon as the Ordinance is adopted and
publication requirements and notice -to -property -owners requirements are
met, the first Public Hearing or protest meeting will be held at which
time the Improvement Project will begin or will be rejected. Mr. Moore
presented an invoice in the amount of $10,217.20, however, Council re-
minded Mr. Moore that, until the protest meeting is held, the Project
is still an a contingency basis. Councilman Box moved to hold Mr. Moore's
invoice. Seconded by Councilman White, motion passed unanumusly.
Meeting was duly adjourned.
