COUNTY OF BALDWIN I
The City Council, City of Fairhope, met in regular session at 5:30 p.m.
City Administration Building, 387 Fairhope Avenue, Fairhope, Alabama 36532,
on Monday, December 14, 1981.
Present were Mayor James P. Nix; Councilmembers C.O. McCawley, Sam E. Box,
Trisha Nelson, and Roy C. White; City Attorney Jim Reid and City Clerk Evelyn
Phillips. Councilman David Ed Bishop was absent.
Minutes of the 23 November regular session and the 7 December 1981
special session were duly approved.
Bids as follows were opened on items for the new Civic Center Complex:

Fairhope Floor Covering, Fairhope $33,995
Councilman Box moved to accept the low bid, provided all specifications
are met. Seconded by Councilman McCawley, motion passed unanimously.
Structural Steel
RW Construction Company, Mobile $154,000
J&B Construction, Mobile $138,349
Due to some confusion as to just what this bid would cover, Councilman
Box moved to take the bids under advisement until this point could be
cleared. Seconded by Councilman McCawley, motion passed unanimously.
*At the end of the meeting, Building Official Bob Lunsford explained
what steel was included. After some, discussion, Councilman Box
moved to accept the low bid, provided all specifications are met.
Seconded by Councilman McCawley, motion passed unanimously.
The Council discussed contracting with the Eastern Shore Chamber of
Commerce to provide financial assistance for various services. Councilman
McCawley presented points in favor, and Councilman Box presented points
against, this contract. Councilman McCawley moved to contract with the
Chamber on the basis of $100 per month for 9 months, 1 Jan- 30 Sept, with
a review before the next fiscal year's budget is prepared. Seconded by
Councilwoman Nelson, motion carried by the following vote: AYE - McCawley,
Nelson, White, Nix. NAY- Box. ABSTAIN-none.(ABSENT-Bishop). Upon
being reminded by Attorney Reid that a contract requries a resolution,
Councilman McCawley introduced, and moved for the adoption of, the following
resolution. Seconded by Councilwoman Nelson, motion passed unanimously:

RESOLUTION NO. 27-81
BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE,
ALABAMA, that the Mayor and City Clerk are hereby authorized
to sign a contractual agreement with the Eastern Shore Chamber of
Commerce for the following services to be rendered by said Chamber
in return for financial support in the amount of $100.00 per month
for 9 months, beginning 1 January 1982 and ending 30 September 1982:
1. Daily response to mail, personal
and telephone inquiries concerning the
City of Fairhope as a place to live.
2. Publication of Tourist Promotion
Brochures and maps.
3. Sponsorship of the Arts & Crafts Festival
4. Sponsorship of the Christmas Parade
5. Encourage tourism and visitors.
ADOPTED THIS 14th DAY OF DECEMBER, 1981.

Councilman McCawley roved that a letter of commendation be sent
to University of Alabama Coach Paul "Bear" Bryant on his being the
%rinningest football coach in history", Coach Bryant's 315th win having
occurred November 28, 1981, with a 28-17 victory over Auburn. Council-
man McCawley added that a letter could also be sent to Auburn Coach
Pat Dye, saying that a letter of commendation would be sent as soon
as he won No. 316. Councilwoman. Nelson seconded Councilman Mca wley's
motion, but not his Auburn addendum. Council voted unanimously to send
the letter to Coach Bryant.
Councilman Box moved to authorize Building Official Lunsford
to dispose of the surplus items being removed from the Civic Center
Complex "as Best he can". These items -- glass, steel, tile, fixtures,
etc. -- were advertised for sale and no bids were received. Seconded
by Councilman White, motion passed unanimously.
Councilman White roved to authorize bid requests on a load
of Utility Poles for the Electric Department. Seconded by Councilman
Box, motion passed unanimously.
Councilman Box moved to present a Christmas turkey to each
member of all City Boards, and to give each City employee a one-time
salary increase of $50.00, in observance of the season. Seconded
by Councilman. McCawley, motion passed unanimously.
Councilman White introduced an Ordinance pertaining to the
regulation of Burglar Alarm Systems.

Councilman White advised Council that the City Attorney had dis-
covered some problems with the proposed Ordinance to amend the Zoning
Ordinance, introduced at the last regular session, and that the public
hearing would not be held on 28 December. Attorney Reid will meet with
the Planning & Zoning Commission again, to discuss some changes and sugges-
tions relative to this amending ordinance, and a new public hearing date
will be set as soon as possible.
Councilman White moved to hear the following business not on the
Agenda. Seconded by Councilwoman Nelson, motion passed unanimously:
Councilman Box moved to authorize bid requests on a truck, cab &
chassis only, for the Gas Department, with #6 as a trade-in. Seconded
by Councilman McCawley, motion passed unanimously.
Councilwoman Nelson remainded everyone of a meeting with State
Highway Director Bobby Kemp to be held December 17th at City Hall
at 7:00 p.m. to discuss Scenic Route 98.
Councilman McCawley moved to pay bills as presented. Seconded by
Councilman Box, motion passed unanimously.
Meeting was duly adjourned.
