HomeMy WebLinkAbout11-23-1981 Regular Meeting330 STATE OF ALABAMA I COUNTY OF BALDWIN I The City Council, City of Fairhope, met in regular session at 5:30 p.m. City Administration Building, 387 Fairhope Avenue, Fairhope, Alabama 36532 on Monday, 23 November 1981. Present were Mayor James P. Nix; Councilmembers Sam E. Box, Trisha Nelson, C.O. McCawley, Roy C. White, and David Ed Bishop; City Attorney Jim Reid and City Clerk Evelyn Phillips. Minutes of November 9, 1981, regular session were duly approved The following bids an pipe for the Gas Department were opened: 3/411 211 Colonial Pipe & Supply 73.00c 182.0 c Wholesale Supply 76.00c 172.00c Empire Pipe & Supply 60.00c 150.00c Consolidated Pipe 63.00c 163.00c Concol 66.00c 172.00c Councilman Box moved to accept the law bid, provided all specifications are met. Seconded by Councilman McCawley, motion passed tmaninnusly. Councilman White introduced a proposed Ordinance containing amendments to the Zoning Ordinance offered by the Planning & Zoning Commission. Council agreed to go ahead with the required publication and public hearing on these amendments setting December 28th as the hearing date. A proposed Ordinance concerning weed -cutting regulations was reviewed and taken under advisement. The committee that was to review possible -regulations on Burglar Alarm Systems offered a proposed Ordinance for study and review in 30 days. Council again discussed the City's potential liability relative to road blocks on City streets for charitable solicitations. A member of the Knights of Columbus asked that Council not prohibit the road blocks because of the good cause served by these solicitations. Several alternatives, such as waivers, control by charging fees, etc., were discussed. Councilman McCawley moved to prohibit Road Blocks. Seconded by Councilwoman Nelson, motion passed unanimously. Councilman Bishop reviewed the options of electrical service for the new water well on South Section Street, those options being (1) to be served by Riviera Utilities, or (2) to construct our own line. After some discussion, (Councilman White did not participate) Councilman Bishop moved to construct our own line, 1-1/2 miles from 'Hain Beech Road to the well on South Section. Seconded by Councilman Box, motion passed (11/23/81) 331 by the following vote: AYE -Box, Nelson, Bishop, McCawley. NAY -none. ABSTAIN - White. Supt. Phil Rutherford was asked to get some cost estimates on approximately 225 feet of paving needed at Fly Creek Fisherman's Wharf and report at the next regular session. Mayor Nix reminded Council that notice to terminate the lease between the City and the Fairhope Yacht Club(18 month notice) had been given and another aspect of the termination was an improvement buy-back clause in the lease. Mayor Nix appointed Councilman Box and all members of the Council who are not also Yacht Club members, to meet with Club officers for discussion and recommendations on this purchase. A proposed contract with the Eastern Shore Chamber of Commerce in the amount of $100.00 per month was taken under advisement. Councilman White introduced, and moved for the adoption of, the following Resolution. Seconded by Councilman McCawley, motion passed unanimously: Resolution No. 22-81 BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, that the Mayor and City Clerk are hereby authorized to arrange financing with the First National Bank of Baldwin County in Fairhope in the principal amount of THIRTY-NINE THOUSAND, FORTY-ONE DOLIAR.S($39,041.00) for the purchase of a Systems 34 IBM Computer from International Business Machines Company, Inc.; said indebtedness to be repaid over 60 monthly installments, ten percent(10%) annual interest. ADOPTED THIS 23rd DAY OF NOVEMBER, 1981. (: � 1<2, �i or Councilman Box introduced, and moved for the adoption of, the following Resolution. Seconded by Councilman Bishop, motion passed unanimously: Resolution No. 23-81 BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, that the Mayor and City Clerk are hereby authorized to arrange financing in the principal amount of SEVENTY-SIX THOUS- AND, SEVEN HUNDRED TWENTY-TWO DOLLARS($76,722.00) for the pur- chase of Gas Conversion Systems to convert municipal vehicles to natural gas fuel, said purchase to be made from responsible low -bidder Nu -Fuel Systems of America, Inc.; said financial arrangements to be between the City and the First National 332 (11/23/81) Bank of Baldwin County in Fairhope, terms to be ten (10) quarterly payments of $8,771.03 each. ADOPTED THIS 23rd DAY OF NOVEMBER, 1981. Councilman McCawley introduced, and moved for the adoption of the following Resolution. Seconded by Councilman Box, motion passed unanimously: RESOLUTION NO. 24-81 BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF FAIRHOPE ALABAMA, that the following additional Holidays be observed by all City personnel except emergency employees: November 27, 1981 - Full Holiday December 24, 1981 - Full Holiday ADOPTED THIS 23rd DAY OF NOVEMBER, 1981. 11� yor City Cl rk Meeting was duly adjourned.
