COUNTY OF BALDWIN
We, the undersigned members of the Fairhope City Council
do hereby waive notice of a special called meeting to be held
22, October 1981 at 5:30 p.m. City Administration Building, 387
Fairhope Avenue, Fairhope, Alabama, for the purpose of engineering
report of tabulation of bids on CEI-Grant/South Section Street
Project, and advertise for bids on computer.

STATE OF ALABAMA
The City Council, City of Fairhope, met in special session at
5:30 p.m. City Administration Building, 387 Fairhope Avenue, Fairhope
Alabama, on Thursday, 22 October, 1981.
The purpose of this meeting was to hear the engineering report
on the tabulation of bids on CEIP-Grant/South Section Street Project,
and advertise for bids on computer.
Present were Mayor James P..Nix; Councilmembers David Ed Bishop
Roy C. White, Sam E. Box, and Acting City Clerk Betty Rivenbark.

Mayor Nix informed the Council he had a letter of recommendation
from Mr. Moore and a tabulation of the bids which he had studied.
The apparent low bidder being J.E. Harris & Co, Inc. out of Mobile.
Councilman White asked if we could in addition to this project
raise the road for 200 ft. adjoining this proposed project. That
the road dips badly there and there is a definite traffic problem
entering/exiting the warehouse, since we are going to be doing this
work anyway we might help alleviate it. After discussion all agreed
this could help,therefore,in accepting the low bid(who would still
be J.E. Harris & Co., Inc.) we accept the base bid of $59,402.50,
less item 7(- $4,742.50) plus Alternate #3(4,065.00) and Alternate #4
(5,400.00) for a total of $64,125.00.
Councilman Bishop introduced and moved for the adoption of the
following Resolution to include the base bid amount, less item 7 and
include alternates 3 and 4. Seconded by Councilman White, motion passed
unanimously:
RESOLUTION No. 20-81
BE IT RESOLVED BY the Governing Body of the City of Fairhope,
Alabama, that the Mayor be and hereby authorized, upon final
approval from the Office of State Planning & Federal Programs,
to execute on behalf of the City of Fairhope, Alabama a con-
struction contract in the amount of $64,125.00 by and between
the City and J.E. Harris, & Co., Inc., Contractor for the
construction of certain improvemetts to South Section Street
Drainage Project #CEIP-NA-81-AA-D-CZ622-FHP as per IPans and
specifications by Moore &negjre::ring Co. based upon that certain
bid proposal submitted by J.E. Harris & Co., Inc. dated October 16,
1981.
ADOPTED THIS THE 22nd DAY OF OCTOBER, 1981.

At this time Mayor Nix mentioned that he would like Council approval
to go out on bids for buying a computer. He reported that the system
was working well, that we had all utility bills on there now, but do
to a price increase we would come out better purchasing the computer.
Roy asked about the service contract and was told that we would probably
still have to buy that. David Ed Bishop moved that we go out an bids
for the purchase of a computer, Sam Box seconded, and motion carried
unanimously.
Meeting was duly adjourned.
