HomeMy WebLinkAbout10-12-1981 Regular Meeting320 STATE OF ALABAMA COUNTY OF BALDWIN The City Council, City of Fairhope, met in regular session at 5:30.p.m. City Administration Building, 387 Fairhope Avenue, Fairhope, Alabama, on Monday, 12 October 1981. Present were Mayor James P. Nix; Councilmembers C.O. McCawley, Sam E. Box, Trisha Nelson, Roy C. White, and David Ed Bishop; City Attorney Jim Reid and City Clerk Evelyn Phillips. Minutes of the 28 September regular session were duly approved. The following bids on utility poles for the electric department were opened: 10 Class #2, 70' poles: Baldwin Pole & Piling $620.00 each American Cresote Works 685.15 ea Ala. Wood Treating Corp490.72 ea Councilman Bishop moved to accept the low bid, provided all spec- ifications are met. Seconded by Councilwoman Nelson, motion passed unanimously. No bids were received on the salvage items from Del -Fair which were offered for sale by advertisement. Councilwoman Nelson asked Council to consider placing a police crossing guard at the Middle School intersection(Bishop Road & Fairhope Avenue) during morning and afternoon school traffic time, even though this is outside the city limits. Councilman Box said he felt this should be done by the School Board or by the County. Councilman White said it would set a precedent which would soon be followed by other schools in the surrounding area. Council asked Mayor Nix to discuss this with the School Board and bring back a recommendation before any action is taken. Mr. Larry Chason, of the Jubilee Optimist Club, addressed the Council regarding a recent decision to turn the Fourth of July celebration over to a committee chaired by Councilman McCaw - ley beginning with next July 4th. Mr. Chason said the Fourth is their club's main fund raising project since they were placed in charge of the activities three years ago. They wished to continue coordinating and planning the Fourth if at all possible. After some discussion, Mr. Chason was advised that the Council would take his remarks under consideration and he would be given an answer in 30 days. Mayor Nix presented Council with the proposed 1981-82 City Budget and a hearing was held. The budget showed all revenue sharing funds($49,079) would be used to support the Fairhope Public Library appropriation($70,000). No one present had any (10/12/81) 321 other suggestions or comments regarding this use of these funds. The entire proposed budget showed the following projected totals of income and expenditure: REVENUES: General Fund $ 1,652,874 Electric Fund 3,770,200 Gas Fund 2,573,000 Water & Sewer Fund 767,000 $8,763,074 EXPENDITURES: General Fund Electric Fund Gas Fund Water & Sewer Fund $ 1,637,408 3525,260 2:488,234 766,024 $8,416,926 346,148 After some discussion, Councilman McCawley introduced, and moved for the adoption of, the following resolution. Seconded by Cotmcil- man Box, motion passed by the following vote: AYE - McCawley, Box, Nelson, and White. NAY - none. ABSTAIN - Bishop. Councilman Bishop abstained due to his position on the Library Board: RESOLUTION NO. 19-81 BE IT RESOLVED by the Mayor and Council of the City of Fairhope Alabama, that the proposed Budget presented and reviewed -this 12th day of October, 1981, be hereby approved and adopted for Fiscal Year 1981-1982; and BE IT FURTHER RESOLVED that Mayor James P. Nix is appointed Superintendent of Utilities at an annual salary of $7,200.00; payable $200.00 each month from the Electric Fund, $200.00 each month from the Gas Fund, and $200.00 each month from the Water and Sewer Fund; and BE IT FURTHER RESOLVED that the Annual Salaries of City Personnel shall be as shown an list entitled "Annual Salaries of all City Personnel - Resolution No. 19-81"; said list filed in Office of the Mayor, of the City Clerk, and of the Personnel Director; and BE IT FURTHER RESOLVED that employees receiving less than a total of eight percent(8%) increase may be increased up to eight percent 0%) upon the recommendation of their superintendent provided their performance has improved to justify the increase. ADOPTED THIS 12th DAY C (10/12/81) 322 Councilman Bishop moved to pay bills as presented. Seconded by Councilman White, motion passed unanimously.
