COUNTY OF BALDWIN
The City Council, City of Fairhope, met in regular session
at 5:30 p.m., City Administration Building, 387 Fairhope Avenue
Fairhope, Alabama 36532, on Monday, 25 May 1981.
Present were Mayor James P. Nix; Councilmembers David Ed
Bishop, Roy C. White, Trisha Nelson, Sam E. Box, and C.O. Mc -
Cawley; City Attorney John Duck and City Clerk Evelyn Phillips.
Mayor Nix read Resolution No. 9-81, honoring the Reverend
William E. Calhoun, Pastor of the Fairhope United Methodist
Church, and Resolution No. 10-81 proclaiming May 25th "Rever-
end Monsignor J. Edwin Stuardi Day" in the City of Fairhope.
Councilman Box introduced and moved for the adoption of,
these resolutions. Seconded by Councilwoman Nelson, motion
passed unanimously.

The following bids were opened on pipe for the Gas Depart-

Councilman Box moved to accept the low bid provided all specifi-
cations are met. Seconded by Councilman Bishop, motion passed
unanimously.
Councilman Bishop moved to authorize bid requests on 240'
of 36" X 58" pipe to be used on Greeno Road and Fairhope Avenue.
Seconded by Councilman White, motion passed unanimously.
Bids on providing a Trash Collection Service were requested
for this date, however, only one bid was received. Alabama
Trash Service bid $/6,000/year on a three-year contract. Mayor
Nix appointed Councilman White, General Supt. Rutherford,
and himself to study the bid and make a recommendation to Council
at the next regular session.
The Sewer Moratorium Committee reported they had not yet
had a chance to meet, but they would have a report ready for
the next regular Council session.
Councilman Box moved for final adoption of Ordinance No. 673,

an Ordinance repealing Section 5-4 of the City Code and estab-
lishing the boundaries of Fire District No. 1 in the City of
Fairhope. Seconded by Councilwoman Nelson, motion passed unan-
imously.
Councilwoman Nelson moved for final adoption of Ordinance
No. 674, an Ordinance establishing a revised schedule of Permit
Fees and repealing all previously established fee schedules.
Seconded by Councilman McCawley, motion passed unanimously.
Councilman Bishop moved for final adoption of Ordinance
No. 675, an Ordinance establishing fees for connection to.the
City's Water & Sewer Mains and repealing all previously estab-
lished fees. Seconded by Councilman Box, motion passed unan-
imously.
Mr. Jack Pope requested that his Covered Bridge Estates,
Unit 2, and Twin Echo Estates be included in the public improve-
ments project now under consideration by the City. Councilman
White so moved. Seconded by Councilman Bishop, motion passed
unanimously.
Councilman McCawley moved to authorize Moore Engineering
Company to go forward with the public improvements project
provided Moore Engineering gives the City a letter agreeing
this project is on a contingency basis until after the first
Public Hearing required by law. Seconded by Councilman White,
motion passed unanimously.
Councilman McCawley introduced, and moved for the adoption
of Resolution No. 11-81 which allows the transfer and assign-
ment of the Yardarm Restaurant & Fairhope Marina(located at
the Municipal Pier) Lease. Seconded by Councilman Box, motion
passed unanimously.
Councilwoman Nelson moved to hear the following business not
on -the Agenda. Seconded by Councilman Bishop, motion passed
unanimously:
Councilman Box moved to authorize bid requests on 3/4"
and 1" ex-tru coat pipe(1 mixed truckload) for the Gas Department.
Seconded by Councilman Bishop, motion passed unanimously.
Councilman White moved to hear the following business not on
the Agenda. Seconded by Councilman McCawley, motion passed
unanimously:
A copy of the deed on the Del -Fair Shopping Center purchase
was reviewed. Councilman White moved to accept the deed -form
and to authorize the Mayor to finalize the purchase. Seconded
by Councilwoman Nelson, motion passed unanimously.
Mr. Geoff Caln asked Council to have a study made on how
much it will cost each property owner to correct the drainage
problem.

Mr. Charles Rice asked for a dump sticker because he uses City
Gas even though he lives in Montrose. The Mayor and Council
explained the dump was for the use of Fairhope citizens only
and it was already inadequate. They could not see changing
the dump policy at this time since the City's needs were already
exceeding the dump's capacity.
Councilwoman Nelson announced that Mayor James P. Nix had been
elected Vice -President of the Alabama League of Municipalities
during last week's League Convention in Montgomery.
