We, the undersigned members of the Fairhope City Council,
do hereby waive notice of a special called meeting to be held
6 April 1981 at 7:00 pm, City Administration Building, 387
Fairhope Avenue, Fairhope, Alabama, for the purpose of
holding a Public Hearing on the public's interest in a
paving assessments project on all unpaved City Streets.

STATE OF ALABAMA
COUNTY OF BALDWIN
The City Council, City of Fairhope, met in special session
at 7:00 pm, City Administration Building, 387 Fairhope Avenue,
Fairhope, Alabama 36532, on Monday, 6 April 1981.
The purpose of this meeting was to hold a Public Hearing
to determine the public's interest in a paving assessments
project.
Present were Mayor James P. Nix; Councilmembers Trisha
Nelson, C. 0. McCawley, Roy C. White, and David Ed Bishop; and
City Clerk Evelyn Phillips. Councilman Sam Box was out of town.
A large group of interested property owners was present.
Mayor Nix explained the Council was seeking information as to
their feelings on having the unpaved streets fronting their
property paved by an Assessments program. It was explained
how an assessments program works. A general discussion was
then held on each street with the following results:
Bon Secour - Approximately 1150 feet on each side.(230.0')
Five property owners, representing 1304 feet,voted NO.
Lincoln - Approximately 700 feet on each side. (1400')
Two property owners, representing 1000 feet, voted YES.
CENTRAL - Approximately 650 feet on each side. (1300')
Several property owners were present and stated they
represented their neighbors. The vote was NO.
Westley - Approximately 600 feet on each side. (1200')
Three property owners, representing all the property,
voted NO.
Mershon - No one present.
Fairland - All property owned by Single Tax Corporation. No
one was present to speak.
Kumquat - Approximately 195 feet each side. (390')
Two property owners, representing all the property,
voted NO.
Pomelo - No one present.

Oswalt - Approximately 300 feet on each side. (600')
Four property owners, representing 451 feet, voted NO.
Middle - Approximately 1275 feet on each side. (2550')
One property owner, representing 600 feet, voted YES.
School - No one present.
Wisteria - No one present.
Horne Lane - Approximately 1275 feet on each side. (2550')
No one present, but a petition had.been sent in voting YES.
Liberty - Approximately 600 feet on each side. (1200')
Five property owners present, 250 feet voted NO, 775 feet
voted YES plus one man who did not know how many feet
he had voted Yes.
Property Owners on KIRKMAN LANE between Liberty & Summit asked
that their street be included. Property owners on MILLER Street
seemed to be half -for and half -against being included. The
engineer will explore this further to decide whether or not to
include Miller Street.
Councilman Bishop moved to drop Bon Secour, Central,
Westley, Kumquat, and Oswalt from consideration. Seconded by
Councilman White, motion passed unanimously.
Mayor Nix thanked the people for attending and explained
that this meeting was for information only. The engineering
firm will now do further field work -and another.informati6nal
hearing on the public's interest in sewer lines and curb &
gutter will be held, before any further steps are made toward
a Public Improvements Assessments Project.
Councilman McCawley moved to hold the next Public Hearing
on April 20th at 5:30, at City Hall. Seconded by Councilwoman
Nelson, motion passed unanimously.
