Present were Mayor James P. Nix; Councilmembers Trisha Nelson, Roy C. White, Sam E. Box, and C. 0. McCawley; City Attorney John Duck and City Clerk Evelyn Phillips. The purpose of this meeting was to further discuss the Building Permit requested by First National Bank. Mr. John Beasley, representing the Bank; Mr. Dillard March of March & March, Architects; and Mr. Tom Weeks, repre- senting the General Contractor, Ray Sumlin Construction Co.,Inc., needed some clarification of the requirements set out by the Council in special session of 12 March. They asked if their certificates of liability insurance would satisfy the Hold Harmless Agreement requirement and they also needed some time schedule as to the actual move of the Regulator Station so as to adjust their construction schedule. Gas Department Supt. Fuqua stated he hoped to have sealed bids by March 23rd. If an acceptable bid is received and the necessary equipment can be obtained, Mr. Fuqua said the whole job should be completed within 2 to 6 weeks after bid opening. The Contractors were advised that no work could be done within 10 feet of the Regulator Station, not only because we required it but also because of the Power Service Commission (State) requirements. Councilman White moved to accept the Contractor's Certificate of Insurance ($3,000,000) as meeting the Hold Harmless agreement requirement. Seconded by Councilman Box, motion passed unanimously. Mayor Nix summed up the discussion by restating the re- quirements for obtaining a Building Permit: (a) show proof of adequate insurance; (b) no work within 10 feet of building; (c) written 9/20 payment agreement from the Bank; and (d) necessary Architect certificate.
