COUNTY OF BALDWIN X
The City Council, City of Fairhope, met in regular session at
7:00 p.m., City Administration Building, 387 Fairhope Avenue, Fairhope,
Alabama 36532,'on Monday, 23 June 1980.
Present were Mayor James P. Nix; Counciknennbers David Ed Bishop,
Jack A. Stipes, Trisha Nelson, Sam E. Box, -Dr., and C.O. McCawley;
City Attorney John Duck and City Clerk Evelyn Phillips.
Minutes of 9 June regular session and 12 June special session
were duly approved.
CouncihTm Box moved to appoint Councilman McCawley as a substi-
tute for the Mayor for any duties required of the Mayor relative to
the Municipal Election. Seconded by Councilman Bishop, motion passed
unanimously.
Councilman Box moved to appoint the following people to serve
as Election Officers for the Municipal Election. Seconded by Councilman
Bishop, motion passed unanimously: (list attached to minutes) ,/5a
Councilman Box moved to set the Election Officers compensation
at $3.10 per hour for a 12-hour period. Seconded by Councilman McCawley
motion passed unanimously.
Councilman Bishop moved to have the Election Officers School at the
City Administration Building on Wednesday, July 2nd at 5:00 p.m. Seconded
by Councilman Stipes, motion passed unanimously.
Councilman Stipes introduced and moved for the adoption of the
following Resolution. Seconded by Councilman Box, motion passed unanimously:
RESOLUTICN
WHEREAS, the City of Fairhope, Alabamaa recognized the need to insure
its proper and orderly development and to prevent, reduce and ameliorate
the adverse impacts of Coastal Energy activities; and,
WHEREAS, the financial resources of the City of Fairhope, Alabama
are not adequate to finance the cost of preventing and reducing these
impacts; and,
WHEREAS, the Office of State Planning and Federal Programs can assist
in obtaining Federal Coastal Energy Impact funds to aid in defraying the
cost of preventing or mitigating the impact of Coastal Energy Activities.-
NU-1 THEREFORE, BE IT RESOLVED, that the City of Fairhope, Alabama
requests the Office of State Planning and Federal Programs to subnui t an
application to the U.S. Department of Commerce, Office of Coastal Zone
11anagement for a grant in the amount of $68,944.00 to be used by the
City of Fairhope, Alabama for street and drainage improvements located
at South Section Street and Big Head Gulley drainage area.

BE IT FURTHER RESOLVED, that the City of Fairhope, Alabama will
make available the total sum of $20,000.00 to be matched by a federal
grant in the amount of $68,944.00 to cover the cost of the aforementioned
project.
I, Evelyn Phillips, City Clerk of the City of Fairhope, Alabama
do hereby certify that the foregoing resolution was passed by the Fairhope
City Council of the City of Fairhope, Alabama, at a meeting held on
June 23, 1980.
I further certify that all the necessary legal steps have been
taken that are prerequisite to the application for and receipt of a
federal or state grant and that no other known source of funds is
available.

Title
The City's $20,000.00 share is to be fill dirt.
Councilwoman Nelson moved the Ordinance to cover license fees for
the sale of Table Wine be held for further study before introduction.
CounciNoman Nelson moved to investigate the possibility of a grant
through So. Ala. Regional Planning Comnission to be used to weatherize
M-micipal Buildings. Seconded by Councilman Bishop, motion passed unan-
imously.
Councilwoman Nelson asked if Beach Funds could be used to lay out
Parking at the Beach. She and City Supt. Rutherford are to meet and
return with a Parking Plan for consideration.
Councilwoman Nelson moved to have the Faulkner State College people
and the Sr. Aides people relocated to the former Health Office space on
Church Street, provided they are in agreement, and also to use the upstairs
space for Recreation Board supplies storage. Seconded by Councilman Bishop
motion passed unanimously.

Councilman Stipes moved to give free Beach Passes to members of
Prindle Catamaran Fleet #31 for June 29th and July 27th Regattas since
these events were planned before the new beach rates went into effect.
Seconded by Councilman McCawley, motion passed unanimously.
Councilman Box moved to hear the following item not on the Agenda.
Seconded by Councilwoman Nelson, motion passed unanimously:
Councilman McCawley moved to contribute $500.00 out of Beach Funds
to pay for fireworks on July 4th. Seconded by Councilwoman Nelson,
motion passed unanimously.

Moore Engineering Company advertised for bids to be opened this date
on the sewer line extension from Pecan Street Lift Station to corner
of Church & Fels. The following bids were opened:
Fairhope Paving Co., Fairhope $33,956.00
W.R. Mitchell Co., Eight Mile $35,697.60
Valta Const., Fairhope $38,607.70
Councilman Box moved to accept Fairhope Paving Company's low bid, provided
all specifications are met. Seconded by Councilman Bishop, motion
passed unanimously.
Councilman Box moved to hear the following. Seconded by Councilwoman
Nelson, motion passed unanimously:
Councilman McCawley stated something needs to be done about the
Contractor on the linicipal Pier dumping concrete rubble in the Bay.
This is particularly bad on the south side of the Pier, where someone
might fall off and be injured. This rubble is to moved after the job
is completed but something should be done now to protect people during the
Fourth of July celebration. Also, the tables at north end of the beach
need repairs.
Councilman McCawley moved to hear the following. Seconded by'.
Councilwoman Nelson, motion passed unanimously:
Councilman Stipes said a person received a bad cut from glass on the
beach last week -end and something should be done about this, too.
