HomeMy WebLinkAbout08-16-2016 Regular MeetingMinutes of Fairhope Airport Authority August 16, 2016 The Fairhope Airport Authority met August 16, 2016 at 4:30PM in the Delchamps Suite Room 1, in the Civic Center at 161 N Section Street. Present: Joe McEnerney, Chairman, Pam Caudill, Tom Scheck, Chip Groner, Jack Burrell and Vince Boothe. Ray Hix was absent. Also present was Josh Myrick, attorney. Cynthia A Boothe took the minutes. The Minutes of the July 19, 2016 meeting were considered and approved on a motion by Pam Caudill, second by Chip Groner and unanimously passed. Update on obtaining the required wetlands disturbance approval for the east side construction project: Joe McEnerney stated that the wetlands mitigation process for the east side construction project has been completed and the wetlands disturbance permits have been approved and issued. Approval to make application for FAA and ALDOT for AIP 2016 grant: Joe McEnerney stated that he had heard from Bobby Odom at Volkert and that the FAA is still working on getting additional funds for the grant and he feels that all the paperwork should be completed by September 15tn Selection of Committee to nominate the Authority's Officer's slate for 2016. Pam Caudill ask that Chip Groner, Tom Scheck and Vince Boothe serve as the nominating committee and they will present a slate of officers to the Board for review and approval at the September 19t" meeting. The nomination will then lay over until the October 17t" meeting for final approval. Discussion and approval of the Authority making application to host the spring 2018 AOPA Fly -in: Pam Caudill stated that after she and Joe McEnerney met with City and Eastern Shore Chamber of Commerce officials to discuss making application for a March 2018 AOPA Fly -in. The date of the Fly -in will coincide with the City of Fairhope's Mardi Gras. Bill Stromberg stated that there would be a need for parking of 500 airplanes and 1,000 cars at the Airport and that he expected more than 2,500 people would attend the event. He also stated that the cost of the event usually runs about $160,000 but is offset by donations from vendors who provide products and services free of charge. Pam Caudill stated that Dr. Eagerton said that the event would fall under the grant program for promotion of aviation in Alabama and will be sending her the paperwork for the grant application. Treasurer's Report: In Ray Hix's absence Joe McEnerney went over the financials and the Fairhope Airport Authority's proposed budget for 2016-2017. After a group discussiona motion was made by Vince Boothe to accept the proposed budget, second by Chip Groner and was unanimously passed. Other Business: Pam Caudill stated that the website is still progressing and has a few more corrections to make but will probably be ready to go live by September V. Joe McEnerney reported that he and Jack Burrell will be attending the NASAO convention in San Antonio, Texas on September 12t". The NASAO convention in 2017 will be held in Fairhope at the Marriott Grand Hotel. Christina Hellmich of the Eastern Shore Chamber of Commerce will also be attending to help market the Airport and the Eastern Shore area. Joe stated that the Airport Authority will help with her expenses up to $700. Joe McEnerney stated that the request for rezoning and annexation of all the airport property to M-1, light industrial, will be on the City Council agenda for August 22"d and he anticipates there will no problem in its approval. There being no further business the meeting was adjourned. RESOLUTION AND CERTIFICATION FOR FY 2016 AIP GRANT On September 7, 2016 the Fairhope Airport Authority hereby Resolves and Certifies 1. That the Fairhope Airport Authority in a properly advertised specially -called meeting authorized its Chairman, Joe McEnemey to make applications for grant funding for its FY2016 AIP Project 3-01-0029-017-2016; described as "construct apron and taxiway" (referred to as the "east side project"), Phase 3 at the H. L. "Sonny" Callahan Airport in Fairhope, Total project cost is expected to be $3,154,876.00. Funding assistance of $2,839,388.00 (90.0%) shall be requested from the Federal Aviation Administration; funding assistance of $$157,774.00 (a 5.0% match) shall be requested from the State of Alabama Department of Transportation; and funding of $157,774.00 (a 5.0% match) shall be provided by the Fairhope Airport Authority. 2. That the Fairhope Airport Authority has already accumulated and set aside its local matching share of funds amounting to $157,774.00 (the 5.0% match) required for this agreement. 3. That the Chairman of the Fairhope Airport Authority is authorized to sign any related forms or documents for this project on behalf of the H. L. "Sonny" Callahan Airport. 4. That the Fairhope Airport Authority is authorized to enter into an airport improvement funding agreement with the State of Alabama, acting by and through the Alabama Department of Transportation, for the purpose of undertaking a project to make improvements at the H. L. "Sonny" Callahan Airport, with partial funding provided by the State of Alabama. 5. That any agreements be executed in the name of the Fairhope Airport Authority, shall be attested by the Attorney of the Fairhope Airport Authority, and the seal of the Fairhope Airport Authority affixed thereto. 6. That the authority of the Fairhope Airport Authority to enter into contracts with the State of Alabama, including, without limitation, the express grants of authority set forth in § 4-3-47, Ala. Code 1975, has been reviewed by the Attorney of the Fairhope Airport Authority, and in his opinion, the Fairhope Airport Authority is duly authorized to commit the Fairhope Airport Authority to an agreement with the Alabama Department of Transportation.
