HomeMy WebLinkAbout06-21-2016 Regular MeetingMinutes of Fairhope Airport Authority June 21, 2016 The Fairhope Airport Authority met June 21, 2016 at 4:30PM in the Delchamps Suite Room 1, in the Civic Center at 161 N Section Street. Present: Joe McEnerney, Chairman, Pam Caudill, Chip Groner, Vince Boothe, and Ray Hix. Tom Scheck and Jack Burrell were absent. Also present was Josh Myrick, attorney. Cynthia A Boothe took the minutes. The minutes of the May 17, 2016 meeting were considered and approved on a motion by Vince Boothe, second by Chip Groner and unanimously passed. Update on marketing plan and website development for the Airport: Pam Caudill stated that VMR should have the content for the website completed by June 30t" and the website should be able to go live by the end of July. She also stated that work is now being done on marketing material for upcoming events. Joe McEnerney stated that the Airport now has its own phone number which is 251-929-7439. Update on the construction of the commercial hangars: Joe McEnerney stated that the Cedar Creek hangar is well underway and Ray Hix stated that after receiving comments from the building department and making revisions, the Mid - Bay Air hangar plans have now been resubmitted to the building department for approval. Discussion and approval of insurance for fuel storage tanks: Joe McEnerney stated that he looked into getting an insurance policy to cover the leaks and spills from existing fuel storage tanks. The annual premium for this insurance is $1,570.00. After a group discussion it was decided to table this item until the next meeting so more information can be gathered before making a decision. Approval to make application for FAA and ALDOT for AIP 2016 grant: Bobby Odom of Volkert & Associates, Inc attended the meeting and went over the plans for the East side Phase III construction. He stated that he had been in touch with the FAA concerning the AIP 2016 grant. The FAA asked the Authority to hold off on approval of the grant application as the FAA was trying to obtain additional grant money for the Airport in 2016. Mr. Odom was told that the FAA hopes to increase the original grant from $2.6 million to $3.1 million. He stated that with the additional grant money the Authority would be able to finish the dirt work and drainage on the East side , lay two inches of asphalt on the apron and taxiways, and finish the access road to the East side. That would leave laying the remaining six inches of asphalt and striping for next year's project. Update of BCEDA marketing of the Airport property: Joe McEnerney stated that Lee Lawson of BCEDA was scheduled to attend but was unable to and will be at the Authority's meeting in July. Mr. Lawson is helping recruit businesses to locate on the property owned by -the Authority adjacent to the Airport. Treasurer's report: Ray Hix stated that the financials are in good order and went over the miscellaneous expenses for May. He also stated that he and Joe McEnerney are still working on a plan to refinance the Airport's debt while the interest rates are still favorable. Other Business: Josh Myrick stated that some of the parcels of property owned by the Airport Authority are not zoned properly and some are within the City of Fairhope. HMR is helping to petition the city to rezone these lots to M-1 (light industrial) and to annex any that are not in the City limits. This will make all property owned by the Airport Authority zoned and annexed consistently as M-1 and inside the City of Fairhope. The petition will go before the Planning Commission on July 5, 2016, and then it will move on to the Fairhope City Council for final adoption. Public Comments: There were several visitors in the audience who expressed concerns about the noise levels from aircraft flying over the City. They were told of the new flying height regulations and assured that everything possible was being done to help with the noise levels.
