HomeMy WebLinkAbout02-16-2016 Regular MeetingMinutes of Fairhope Airport Authority February 16, 2016 The Fairhope Airport Authority met February 16, 2016 at 4:30PM in the Delchamps Suite, Room 1, in the Civic Center at 161 N Section St. Present: Joe McEnerney, Chairman, Pam Caudill, Ray Hix, Tom Scheck, Vince Boothe, and Chip Groner. Jack Burrell was unable to attend but listened to the meeting by phone conference. He did not vote on any agenda items and was not counted for the purposes of establishing a quorum. Also present was Josh Myrick, attorney. Cynthia A Boothe took the minutes. The minutes of the January 19, 2016 meeting were considered and approved on a motion by Chip Groner, second by Vince Boothe and unanimously carried. Update on the development of a marketing plan/website for the Fairhope Airport: Pam Caudill stated that she had met with Hummingbird and has scheduled meetings with two other firms to get proposals to bring to the next meeting. Update `on 2015=2016 AIP projects: Joe McEnerney stated that the east sideearth work is finished and'the west side drainage improvements are nearly finished. Update'on'2016-2017 AIP funding: Joe McEnerney stated that he had received word that the Airport Authority should receive approximately $2.7 million dollars for the 2016-2017 AIP grant which should go 'a: long way toward'' -finishing the east side project. He will be meeting with Volkert`to decide how to program out the money when it is received. Annual inspection of the Fairhope Airport by the Alabama Aeronautics Bureau: The Fairhope Airport had its annual inspection on January 5, 2016. A few Airport maintenance items were noted in the inspection but all items have been addressed. Update on the construction of the commercial hangars: Chip Groner stated that Cedar Creek LLC (a ground lease tenant) wants to relocate their fuel farm to the southeast corner of their lot and to extend their lease twenty feet to the east to accommodate their plane as it is pulled out of the,hangar. Vince Boothe stated that the board may want to extend the lease lines between both hangars to help avoid any fire rating issues. Development of a drone policy for the Fairhope Airport: Joe McEnerney stated that he attended a meeting in Montgomery recently where the FAA said they will be coming out with a drone policy probably by October of this year. Ray Hix stated that FAA guidelines should be followed until the City comes out with their own guidelines. Pam Caudill stated that the City of Fairhope should have a drone policy in order to have enforcement power. Update on the development of the west side of the airport: Joe McEnerney stated that the development of the west side of the airport will be based on a commercial tenant locating on the west side. Lee Lawson with the Baldwin County Economic Development Authority has some ideas as to the direction of that development. Mr. Lawson was invited to attend the meeting but was unable to attend so a discussion of this this item was postponed. Report of Lawsuit -Faye Wyatt versus Continental Motors/Fairhope Airport Authority: Josh Myrick stated that he was notified of the lawsuit that resulted from an injury due to a fall by Ms. Wyatt on the Continental Motors premises. The lawsuit is being handled by the Continental Motor's attorney and Mr. Myrick will assist their attorney as needed. Annual insurance review: Joe McEnerney stated that the Airport Authority's insurance policies are up for review and he, Chip Groner, and Josh Myrick will review the Airport's insurance needs and work to determine if any changes in the Authority's insurance coverage need to be made. Treasurer's report: Ray Hix stated that the financials are in good shape and Joe McEnerney Went over the large miscellaneous expenses for January. After the'agenda items several visitors in the audience expressed concern about the numbers of military flights and the noise they cause. Joe McEnerney stated that he would ask officials from the Navy to attend the Authority's March meeting to further explore the issue. There being no further business the meeting was adjourned at 5:30PM.
