COUNTY OF BALDWIN
The City Council of the City of Fairhope met in regular session
at the Adult and Tourist Recreation Building on Morphy Avenue
on Monday, December 13, 1971 at 7:30 P.M. with the following
members present: Mayor R. C. Macon, Councilmen: James P. Nix,
John A. Robertson, Robert H. Cowen, Henry G. Bishop and Sam
E. Box.
Minutes of the previous regular meeting were corrected to read
as follows:
"Motion by tiCouncilman Robertson seconded by
Councilmen Cowen that all City employees be
given a 5.5% pay increase effective December 1,
1971. Motion carried."
Minutes approved as corrected.
The Library Board and friends of the Library met with the Council.
The following letter was presented to the Mayor and Council and
read to the meeting by Mr. Jason N. Kutack, Chairman of the
Library Board:

and Fairhope City Council
Gentlemen:
The Board of Trustees of the Fairhope Public Library met at
3:00 p.m., Sunday, December 12, 1971, at the library to make a
decision relative to continuance of the operation of the library.
Messrs. Sam Box and James Nix observed the meeting.
The Board of Trustees deeply appreciates your concern and the
time and trouble you and the City Council have taken to alleviate
the library's personnel problem.
We feel optimistic that this intermim action will enable the
library to operate. However, please understand that patrons must
be patient until new staff members are hired and trained. They
must realize that proficiency takes time to acquire.
The Fairhope Public Library will not close December 15, thanks
to the combined efforts and the cooperation of the Mayor and City
Council with the Library Trustees.
We are looking forward to future library progress in Fairhope
and anticipate having economically feasible, long-range plans for
library progress ready for your early consideration. We expect
to have a workable library budget ready for your approval soon.

Mr. Mike Ford requested information on sewer line on Gayfer
Street Extension. Request referred to Moore Engineering
Company.
A group with Mr. Pace as spokesman, requested four tennis courts,
lighted and fenced, to be built at Greeno Park. Mr. Barney Shull,
Chairman of the Recreation Board, reported that plLans and spec-
ifications have been drawn and the Recreation Board has been
authorized by the City Council to ask for bids.
Letter from Mr. Ed Warley pertaining to curb and gutter on
Fairwood Blvd. was read and referred to City Superintendent for
Investigation and report to Council at their next regular meeting.
Motion by Councilman Robertson seconded by Councilman Cowen that
Garbage Ordinance No. 478, introduced at the regular meeting of
November 22, be adopted as introduced. Upon being put to vote
the following vote was recorded: Voting For: Councilmen: Robert-
son, Cowen, Bishop and Box. Voting Against: CounAlman Nix. Motion
carried.
No action taken on Parking Ordinance No. 479 at this time.
Motion by Councilman Robertson seconded by Councilman Cowen that
the final bill of M. C. Williams, Contractor, on 19?0 Street
Improvement be approved for payment in the amount of $16,2?0.39,
subject to Engineer's approval. Motion carried.
Motion by Councilman Cowen seconded by Councilman Nix that the
final bill of Moore Engineering Company on 1970 Street Improvement
in the amount of $208.28 be approved for payment. Motion carried.
Motion by Councilman Bishop seconded by Councilman Box that bills
be approved for payment as submitted. Motion carried.
Motion by Councilman Cowen seconded by Councilman Nix that City
accept offer of Bay Hill Subdivision of 50¢ on the dollar on
old account. Motion carried.
Motion by Councilman Nix seconded by Councilman Robertson that
the City Attorney retainer fee be increased to $250.00 per month
to cover all work except Court Cases and Bond Issues. Motion
carried.
Motion by Councilman Nix seconded by Councilman Cowen that the
Recorder's fee be increased to $200.00 per month. Motion carried.
The City Council agreed to dispense with the meeting of December
279 1971, the next regular meeting of the City Council will be
held on January 10, 1972.
Motion by Councilman Bishop seconded by Councilman Cowen that
the City advertise for public hearin on rezoning from R-2 to
R-3 the north 85 feet of the east 57A feet of lot 3 and the
north 85 feet of lot 4, block 13, division 4. F.S.T.C. lands,
located on the southwest corner of School and Equality Streets.
Public meeting to be held in conjunction with the regular
meeting of the Fairhope City Council.
It was duly moved and seconded that the meeting adjourn. Motion
carried.
