HomeMy WebLinkAbout07-12-1971 Regular MeetingSTATE OF ALABAMA COUNTY OF BALDWIN The City Council of the City of Fairhope met in regular ses- sion at the Adult and Tourist Recreation Center on Morphy Ave., Monday, July 12, 1971 at 7:30 P.M., with the following members present: Mayor R. C. Macon, Councilmen: James P. Nix, John A. Robertson, Robert H. Cowen, Henry G. Bishop and Sam E. Box. Motion by Councilman Cowen seconded by Councolman Bishop that minutes of previous meeting be corrected to read as follows: "Motion by Councilman Cowen, seconded by Councilman Bishop that Larry Cawyer be employed in the Police Depart- ment at a salary of $500.00 per month under the LEPA Matching Funds, Grant No. 70-A6-30. Motion carried". Minutes of previous meeting approved as corrected. Motion by Councilman Cowen seconded by Councilman Robertson that the following Resolution be adopted: RESOLUTION WHEREAS, the City of Fairhope, Fairhope, Alabama is desirous of constructing, operating and maintaining a Muni- cipal Golf Course, and WHEREAS, the preliminary plans have been completed and the City is desirous of proceeding with the project. NOW THEREFORE, BE IT RESOLVED that the Mayor and City Council does approve of the said project, and desires to pro- ceed therewith. BE IT FURTHER RESOLVED that the Mayor and Council have de- termined that the City is financially able to carry out its part of" the obligation in constructing, Qperating and maintaining a ,.Municipal Golf Course. BE IT FURTHER RESOLVED that a copy of this Resolution be spread upon the minutes at its regulr meeting of the Mayor and City Council of the City of Fairhope as approving the said pro- ject. Motion by Councilman Box seconded by Councilman Bishop that Gas Ordinance No. 467, AN ORDINANCE AMENDING SCHEDULE OF RATE FOR GAS SERVICE FURNISHED BY THE GAS DISTRIBUTION SYSTEM, introduced at the regular meeting of June 22, 1971 be adopted as introduced. Upon being put to vote the following vote was recorded: Voting for: Mayor Macon, Councilmen Sam E. Box, H. G. Bishop and Robert H. Cowen. Voting Against: Councilmen James P. Nix and John A. Robertson. Motion carried. Motion by Councilman Box .seconded by Councilman Robertson that Mayor and City Clerk be authorized to sign lease agreement with Fairhope Volunteer Fire Department. Motion Carried. 1 This being date set for Public Hearing on rezoning from R-1 to R-3, Lots 3 through 8, Ingleside, there being no protests, the following Ordinance was introduced by Councilman Box: ORDINANCE NO. 469 AN ORDINANCE AMENDING SECTION 13, DISTRICT BOUNDARIES OF ZONING ORDINANCE NO. 295. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAIRHOPE, ALABAMA, that the following described property be rezoned from R-1 to R-3, as recommended by the Planning and Zoning Commission. Lots 1 through 8, Block 1, Ingleside Subdivision of Fairhope, recorded in Map Book 1, Page 72, Baldwin County, Alabama, records. Action on rezoning from R-1 to B-1 Greeno Road, Police Juris- diction, Clark property was held for next regular meeting of the City Council. Councilman Robertson left meeting at 8:00 P.M. Motion by Councilman Box, seconded by Councilman Cowen that Mayor and City Clerk be authorized to sign lease agreement with Fairhope Yacht Club. Motion carried. Motion by Councilman Biship seconded ey Councilman Nix that Mayor and City Clerk be authorized to cash one 1970 Street Improvemnt Savings Certificate. Motion carried. Motion by Councilman Bishop seconded by Councilman Cowen that bills be approved for payment. Motion carried. Motu on by Councilman Nix seconded by Councilman Bishop that City abandon alley from Kumquat Street east as requested. Motion car- ried. Motion by Councilman Box seconded by Councilman Cowen that City enter into three year contract with Wm. E. Bright, Inc., for map- ping gas system and necessary records to meet requirements of U.S. Department of Transportation and Alabama Public Service Commission. Motion carried. Motion by Councilman Box seconded by Councilman Cowen that City enter into Contract with Control Incorporated for Gas Leak Survey. Motion carried. Motion b-y Councilman Bishop seconded by Councilman Nix that Mayor be authorized to negotiate for loan of $80,000.00 represented in initial Engineering fee on 1971 Sever project in accordance with Contract No. 3970 and that such funds be deposited in new account at First National Bank identified with this project. Motion carried. Motion by Councilman Bishop seconded by Councilman Nix that $64,000.00 be transferred from Sewer Project Account into General Fund replac- ing funds previously paid to Moore Engineering Company under con- tract No. -3970. Motion carried. It was duly moved and seconded that the meeting adjourn. Motion carried. Based on last year's audit (1970), the City of Fairhope purchased $168,642.56 worth of gas, of which $19,108.45 was sold to the City of Daphne at our cost, leaving a total of $149,534.11. The rate increases that the City of Fairhope has received amounts to 17.82/ based on the wholesale price of $149,534.11 paid last year. This amounts to $26,661.93 per year increase.to the city. An 17.82/ increase in the consumer's rates would mean an additional revenue of $69,997.31 (based on retail gas sales in 1969 of $392,581.68) or an increase to the gas consumers of $43,335.38 more than the City of Fairhope received; plus an additional 4% to gas consumers inside the city limits and 6/ outside the city limits. This is based on 60/ of the consumers being inside and 40/ being on the outside of the city limits and is an increase of $18,843.92 making a total increase in revenue of $62,179.26 a year. Last September we passed on the same rate increase to the gas consumer that the city received. Based on an 8/o increase and the 1970 audit, this increase cost the City of Fairhope $11,962.72 per year for gas, but it cost the consumer $31,406.53 more per year. An extra income for the city of $19,443.81, plus a 501� base charge was added to every consumer. Figured on an average of 3,500 consumers amounts to $21,000 per year, for a total of $40,443.81 increase per year. This is an increase of $102,623.07 per year that has been added to the gas consumer over and above the cost to the City of Fairhope in less than a year. I want to go on record as vigorously opposing such actions.
