County of Baldwin
The City Council of the City of Fairhope met in regular session
at the Adult and Tourist Recreation Building, Tuesday, May 25,
1971 at 7:30 P.M. with the following members present: Mayor
R. C. Macon, Councilmen: James P. Nix, John A. Robertson, Robert
H. Cowen, Henry G. Bishop and Sam E. Boa.
Minutes of the previous regular meeting were approved.

Motion by Councilman Cowen seconded by CouncilmanTthat Mr. George
Dyson, Building Inspector, be author zed to issue sign permit at
305 No. Section Street, sign to be feet from center line.
Motion carried.
Motion by Councilman Box seconded by Councilman Nix that the
City run 6" water line from Ingleside on Evergreen Street and`
install fire hydrant. Property owner to pay pro rata share -of
6" pipe. Motion carried.
Motion by Councilman Bishop seconded by Councilman Cowen that
Ordinance No. 464 introduced at the regular meeting of May 10,
1971 be amended to read as follows and adopted as amended.
ORDINANCE N0. 464,
AN ORDINANCE PROVIDING FOR AN OFFENSE AGAINST THE CITY OF FAIRHBPE,
FOR ANY PERSON RESIDING WITHIN IT'S CITY LIMITS, OR ANY FIRM OR
CORPORATION LOCATED WITHIN THE CITY OF FAIRHOPE CITY LIMITS, TO
FAIL TO PROVIDE THE JUDGE OF PROBATE OF THE COUNTY OF BALDWIN WITH
THEIR PROPER ADDRESS WITHIN THE CITY LIMITS OF THE CITY OF FAIRHOPE
WHEN THEY ASSESS THEIR VEHICLES FOR AD VALOREM TAX PURPOSES AND
PROVIDING A PENALTY FOR VIOLATION.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAIRHOPE,
ALABAMA as follows:
SECTION 1. It shall be unlawful and an offense against the
City of Fairhope for any person residing within it's City Limits,
or any firm or corporation located within the City Limits of
the City of Fairhope to fail to provide the Judge of Probate of
the County of Baldwin with their proper address within the City
Limits of the City of Fairhope when they assess their motor vehicles
for ad valorem tax purposes.
SECTION 2. Any person, firm or corporation failing to comply.
with the provisions of this Ordinance shall, upon conviction
thereof, be fined not less than ONE ($1.00) DOLLAR nor more than
ONE HUNDRED($100.00) DOLLARS, and may be sentenced to not more
than sixty (60) days in the City Jail, in the discretion of the
Recorder or Judge hearing the case.
ADOPTED this the 2 th day of May , 1971.
Motion by Councilman Bishop seconded by Councilman Robertson that
Mayor Macon be authorised to negotiate for renewal of Pier note
in the amount of $609000.00 for a period of 90 days. Notion
carried.
Motion by Councilman Bishop seconded by Councilman Cowen that
Mr. James E. Gaston be reappointed to the Airport Board for a
two year term ending May 27, 1973. Motion carried.
The following bids were received on two new police oars:

Less Trade-in 39730.00

Less trade-in 39230.12
The following bids were received on 2" gas Pipe:
Consolidated Pipe & Supply Co. .48 ft.
L. B. Foster Co. .48 ft.
Motion by Councilman Box seconded by Councilman Cowen that the
Purchasing Agent and City Superintendent evaluate bids and accept
most feasible bid. Motion carried.
The following bids were received on 1 Ton Truck:
Steber Chevrolet Co. 29798.62
Gaston Motor Company 29776.37
Motion by Councilman Bishop seconded by Councilman Box that the
City accept low bid of Gaston Motor Company subjec* to the
approval of the Purchasing Agent and City Superintendent.
Motion carried.
The following bids were received on Truck Body:
Gulf City Body Works $ 756.71
Truck Equipment Sales, Inc. 896.40
Altee, Inc. 798.50
Motion by Councilman Box seconded by Councilman Robertson that
City accept low bid of Gulf City Body Works subject to approval
of City Superintendent and Purchasing agent. Motion carried.
The following bids were received on Transit for Street Department:
Bidgood Stationery Co. 887.65
Waller Bros. 862.00
Motion by Councilman Robertson seconded by Councilman Bishop that
City accept low bid of Waller Bros. in the amount of $862.00 to
be paid from Gasoline Tax Account. Motion carried.
Motion by Councilman Bishop seconded by Councilman Box that the
City Clerk be authorized to transfer $109000 from the Electric
Department and $6,000.00 from Gas Gross Revenue account to the
General Fund. Motion carried.
Motion by Councilman Robertson seconded by Councilman Cowen that
the following Resolution be adopted. Motion carried.
RESOLUTION FOR FAIRHOPE AVENUE WIDENING
BE IT RESOLVED that since Fairhope Avenue is presently
badly in need of widening and repair,and
WHEREAS, since the City has a construction contract with
M. C. Williams, Contractor of Mobile, Alabama, to pave certain
streets under the 1970-71 Street Improvement Project, that
Moore Engineering Co. be authorized to negotiate with said M. C.
Williams Construction for the proposed widening of FLirhope
Avenue from Section Street east to Greeno Road as follows:
1. 29200 C.Y. unel. exc. ® $1.08/C.Y
2. 1,450 C.Y. sand clay base ® 1.50/C.Y.
3. 209000 S.Y. plant mix, 2" thick ® $.90tS.Y.
4. All drainage and utility relocation shall be performed
by the City and said work shall be co-ordinated by
Moore Engineering Co. with the contractor to produce an
efficient and complete project.
Also, Whereas, said work is estimated to cost approximately
$25,000.00 and certain funds are available in the Gasoline Tax
Fund for this purpose, the City desires to use a portion of this
fund to help pay for said F-irhope Avenue widening as so designated
by the Council.
Moore Engineering Company is additionally instructed to apply to
the State of Alabama under Topics Program for 50% funds on this
project.
Mo*ion by Councilman Cowen seconded by Councilman Robertson that
the Chief of Police, Assistant Chief and City Superintendent be
given a 15% salary increase. Motion carried.

Dear Mr. Kirk:
On Aril 299 19719 I made a brief visit to Fairhope for the
purpose of observing the operation of the water supply facilities.
After stopping by City Hall, I was informed that I could contact
you at the Municipal Garage located one mile south on Section Street.
After contacting you and Mr. Mike Rejczyk a visit was made to the
water supply facilities by us.
The treatment plant was first visited. It seems that since
Mr. Joseph E. Downey, Director, Public Water Supplies, last
visited Fairhope much improvement has been made. Mr. Rejczyk
advised that the plant had been down severla days for painting and
repair. A fence had been installed around the facility for pro-
tection. The yards were being maintained in a very good manner.
On the whole the plant looked good.
Mr. Rejczyk accompanied me also on a visit to the other wells
by the plant down town. New screens had been placed on the topKof
the olad plant to prevent vandalism. Mr. Rejazyk advised that if
the proposed test wells are successful in locating water of satis-
factory quality and quantity, the old plant will be abandoned.
It was a pleasure to be in your town and find all the
facilities in good shape. The water department of Fairhope shoul d
be commended for the efforts in their work on the iron removal
plant. If the engineers of this office may be of any assistance
to you, don't hesitate to contact us.

Motion by Councilman Boa that the following Revised Subdivision
Regulations Ordinance be introduced:

Gentlemen:
I request that I be permitted to erect a sign within the city right
of way in, front of 305 North Section Street. The proposed sign is
in line with existing signs in front of the Parker House and Dixie
Drive-in and replaces one that Mr. Ed Warley had in the same location.
It in to be 341 from the center line rather than the required 551.
I agree that if I am permitted to erect the sign I will relocate it
at no expense to the city should the city need the right of way for
future use.
