STATE OF ALABAMA
COUNTY OF BALDWIN
The City Council of the City of Fairhope met in regular
session athe City Hall, Monday, September 9, 1963 at 7:30
P.M. with the following members present: Mayor Schneider,
Councilmen: Boone, Gaston, Nelson and Poser.
The minutes of the previous regular meeting were approved.
This being date set for opening bids on proposed Street
Improvements, the following bids having been received were
read to the meeting:
Colquitt and Jackson Construction Co. $131,986.21
Alabama Asphalt Paving Company 130,084.•77
Cole Construction Company 1339487.46
Williams and Bouler Construction Co. 12g,923.19 f
Farmer Construction Company 1+5 9693•65
Motion by Councilman Poser seconded by Councilman Nelson that
the contract be awarded to the lowest bidder upon certification
of the Engineer that the bid is in order. Motion carried.
Mrs. Verda Horne, President of the Art Association, out-
lined the work of the Association and requested assistance
from the City Council.
Motion by Councilman Nelson seconded by Councilman Gaston
that the City Council Commission the Art Association to
paint and assemble Christmas decorations for the City for a sum
of $720.00., Motion carried.
The following letter of resignation from Mr., E.d E.i Schermer
was read to the Council.

Honorable Mayor and Councilmen:
This morning I received word from the Office of the Secretary
of State, (State of Alabama) to the effect that my appointment
for the unexpired term of County Commissioner for !District 3
of Baldwin County, was completed and was effective as of
September 3, 1963.
Herewith is my resignation as City Councilman for the City of
Fairhope because the law does not allow the holding of two
offices simultaneously, effective immediately.
To you, Mayor and Councilmen, it is with a keen sense of apprecia-
tion that I want to say thank you, for the many opportunities
of working together for the betterment of the City of Fairhope.
It has been a gratifying experience that shall be long cherished.

Motion by Councilman Nelson seconded by Councilman Poser
that the letter of resignation of Mr. A lton E. Schermer be
accepted with deep regrets and that he be given a vote of thanks
for his outstanding work for the City as a member of this Council
and for his continued interest in future development and growth
of the City. Motion carried.
Motion by Councilman Poser seconded by Councilman Nelson
that Attorneys for the City request of Riviera Utilities a
firm commitment with reference to new electiic contract at
their earliest convenience, not to exceed 30 days: Motion
carried.
Motion by Councilman Boone seconded by Councilman Poser that
the following REsolution be adopted:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAIRHOPE:
that Fairhope appreciates Governor Wallace's interest in the
Bridgehead-Fairhope four lane Highway and thank him for his
action in getting this project actually started.
Motion carried.,
Mr. Simon of Lane Well Co. met with the Council in
regards to an additional well for the City.
Motion by Councilman Poser seconded by Councilman Boone
that Mayor Schneider, George Dyson and Donald Mills, Engineer,
negotiate contract for,,Council's approval at their nexttregular
meeting of the Council on September 239 1963- Motion carried.
Motion by Councilman Poser seconded by Councilman Boone
that the following bills of the Fairhope Airport Board be
approved for payment: Motion carried.

Motion by Councilman Gaston seconded by Councilman Boone
that Moore Engineers be authorized to engineer curb, gutter
and paving at Stacks gullet' on Bay View; curb, gutter and
paving of fill portion on South Summit Street from Morphy
Avenue North approximately 138 feet; black top primed portion
on Summit Street North to St. James Street and the alley
between the School and Beasley Rest Home. Motion carried.
Motion by Councilman Poser seconded by Councilman Gaston
that the City take a one half page ad for celebration of
Vanity Fair opening in September 26th issue of the Fairhope
Courier, -Baldwin Times and Foley Onlooker.` Motion carried.
Motion by Councilman Poser seconded by Councilman Gaston
that the Mayor and City Clerk be authorized to execute contrae t
with Byrd L. Moore Engineering Co. for inspection and supervision
of construction and testing of materials for 1963 Street Improve-
ment. Motion carried.
Letter from Mr. Lipscomb was held for action at nexxt
regular meeting of the City Council.
The request of the Fairhope High School for permit bo
parade on September 13 and October 18 was granted by the Council.
Motion by Councilman Poser seconded by Councilman Nelson
that the following bills be approved for payment. Motion
