Section St., Fairhope, AL.) • Next regular meeting: Tuesday , December 18 , 20 12 Minutes of the Fairhope Airport Authority November 20, 2012 The Fairhope Airport Authority met Tuesday, November 20, 2012, at 4:30 p.m. in the Oelchamps Room, City Administration Building, 161 N. Section Street. Present : Chuck Zunk, Chairman. Members: Rod Platt, Pam Caudill, Joe McEnerney, Howard Hadley, Jack Burrell. Also attending: Rich Mueller, City Council member and David Bagwell, Attorney. Gayle Fogarty, City Executive Assistant took the minutes. Charlie Bassett was absent. The minutes of the September 18 meeting were considered and approved on a motion 1st by Rod Platt, 2nd by Howard Hadley and unanimously carried. Resolution to update financial accounts signature authority-Pam Caudill made a motion to update the signature authority for the financial accounts of the Authority [resolutions appended to end of Minutes], 2nd by Jack Burrell, and unanimously carried . Update on Aviation Training Center-Chairman Zunk updated the group on the training center. A Memorandum of Understanding and a Pre-construction Agreement was provided previously to each member. Chairman Zunk, Charlie Bassett and David Bagwell are working on a draft for a long-term lease (15 -20 year) and will provide to the School Board and to the December Airport Authority meeting for approval. Chairman Zunk and Joe McEnerney have met with several banks to confirm that funding is available for this project. Jack Burrell asked how the financing would be completed . Would the Airport Authority borrow the money and the City of Fairhope be ultimately responsible? Chairman Zunk stated that the price charged to the Board of Education will be equal to what we pay the bank. The Airport Authority will be receiving money and spending money in equal proportions. The Board of Education will send students from the high schools, while Enterprise and Faulkner will provide the instructors and administrative functions. High School & College students will receive credit hours and FAA credits, depending on the course. Rod Platt made a motion to approve the Memorandum of Understanding and the Pre-construction Agreement [both attached to the end of these Minutes along with the actual Resolution], 2nd by Joe McEnerney, and unanimously carried. Airbus Meeting • Rod Platt gave an update on the Airbus meeting held on November 1, 2012. He stated the meeting covered how the plant will be constructed, labor and suppl_y opportunities. Rod added that Airbus does not have enough certified employees in the area to hire, as they need 1,500. Rod noted that this is a great time for the Aviation Training Center to be developed. Update and discussion of recent meetings with FAA and AL Aeronautics Bureau (state component of ALDOT)-Chairman Zunk noted that most construction projects at the Airport are funded between FAA (90%}, ALDOT (5%} and Airport Authority Matching Fund (5%). FAA and AL Aeronautics Bureau provide funding and guidance to the Airport Authority. FAA and AL Aeronautics Bureau regulate security, land uses, grant requirements, etc. Update on grant status for East Side expansion-Phase 3 -Chairman Zunk updated the members on this project, stating that 50-60 acres will be developed over the next three years. Estimated cost for the total is 10 Million Dollars-not including buildings. FAA and Al Aeronautics Bureau are willing to fund this project over a period of years. The Airport Authority has already received and spent grant funding ($300,000) for construction drawings and environmental surveys to develop the East Side. Resolution to authorize signature authority for east side expansion-Phase 3 -FAA and Al Aeronautics Bureau are now prepared for the Airport Authority to submit a $1 .2 Million grant for FY2013, for the first phase of construction and third phase of what has already been completed on the East Side . A resolution [appended to the end of these Minutes] was made by Howard Hadley and 2nd by Pam Caudill, and unanimously approved. Rod Platt added that the FFA now requires the Airport Authority to match 5% rather than the previous 2.5% on projects in which they provide funding. Facility upgrades and maintenance of Public Safety Hangar-Howard Hadley reported he did not have an update on the Public Safety Hanger. He noted that has a meeting with Mayor Kant on November 21, 2012 at 2 p.m. to review some areas in need of Improvements. Status upgrades and maintenance of FBO main buildings-Howard Hadley reported that the FBO doors have been repaired and reported there are no leaks in the roof. Status of new contract with Volkert-Chairman Zunk stated that the contract has been signed . Treasure's Report-Joe McEnerney stated that current financials are available. He also mentioned that Jill Cabaniss is now preparing the financials for the City of Fairhope and currently working on the year end statement. Chairman Zunk explained to the group the process of paying bills on behalf of the Airport Authority. New Business-Rod Platt stated that ALDOT -aviation fuel tax is used to help fund projects -they benefit from most of the fuel sold . In the next Legislative Session, they stand to lose grant funding. He encouraged members to contact their legislators on this issue. There being no furtherp•• the meeting was adjourned by acclamation atS:55 p.m .
