Minutes of the Fairhope Airport Authority
February 28, 2012
The Fairhope Airport Authority met Tuesday, February 28, 2012, at 4:30 PM in the Delchamps Room,
City Administration Building, 161 N. Section Street.
Present : Chuck Zunk, Chairman. Members: Rod Platt, Pam Caudill, Joe McEnerney, Dan Stankoski,
Howard Hadley and Attorney, David Bagwell. Gayle Fogarty, City Executive Assistant took the minutes.
Absent: Charlie Bassett and Gregg Mims, City Administrator.
The minutes of the January 17 meeting were considered and approved on a motion 1st by Howard
Hadley, 2nd by Rod Platt and unanimously carried.
Update on AIP for the West Side -Chairman Zunk reported that the engineering firm stated the
contractor has completed the asphalt work. The weekly review meeting will be Thursday, March 1 at
9 a.m., a walkthrough will be done to review the completed project; the committee is invited to attend.
Demolition of the current beacon structure will being soon and the new beacon will be installed once it
arrives.
Update on Management Services Contract for T-Hangers -Attorney David Bagwell reported that there
are no updates on this project.
Old Business of the T-Hangers -Chairman Zunk reported that starting March 1, the A irport Authority
will be renting out 13 of the 16 hangers.
Update on •Engineer of Record •-Chairman Zunk reported that he and Rod Platt have worked together
on suggestions for advertising the notice for an Engineer of Record in cities in Alabama and Mississippi.
Rod Platt provided advertisement rates and budget for publishing Engineering RFQ in regional
newspapers for the group to review and discussion -see attached. Chuck mentioned that at least six
engineering firms have expressed interest in being considered for the Engineer of Record for the Airport.
Pam caudill offered a resolution authorizing the advertisement to be run in an ad as shown and
authorizing Rod to spend up to, but not to exceed Ten Thousand Dollars ($10,000) in placing the ad and
let him make the best judgment. 2nd by Howard Hadley and unanimously carried.
Rod stated that he would like the bill be sent to the Airport Authority, Chairman Chuck confirmed this
would be correct protocol, as Rod is working on behalf of the Airport Authority to place the
advertisement., the billing address Is : Fairhope Airport Authority, P.O. Drawer 429, Fairhope, AL 36533.
Addltlon -•Modlflcatlon of a Previous Resolution" -Rod Platt made a motion to add "Modification of a
Previous Resolution" to the agenda . 2nd by Pam Caudill and unanimously carried .
The resolution to read as follows : The Fairhope Airport Authority In a resolution approved February 28,
2012 has authorized its Chairman, Charles R. Zunk, to make an application for funds of up to 10.0%
(amounting to One hundred Thousand Dollars and Zero Cents [$100,000 .001) of the project cost for

airport improvement funding assistance from the State of Alabama Department of Transportation, for
the purpose of undertaking a project to make improvements at the H.L. "Sonny" Callahan Airport, for
AIP # 3--01-0029--014-2012 "Construct East Terminal Area-Environmental Mitigation, Taxiway, and Access
Road.#
A motion was made to approve the above resolution as it is written. The motion was considered and
approved on a motion 1st by Pam caudill, 2nd by Howard Hadley and unanimously carried.
This resolution was updated due to Congress passing a multi-year funding program for the FAA. The
federal match will be reduced from 95% to 90% for all new AIP projects. ALDOT has traditionally
matched half of what the FAA did not pay for, which meant that in the past when the FAA paid 95%,
ALDOT paid 2.5% and the Airport Authority would by 2.5%. Now, with the FM paying only 90%, ALDOT
will still try to pay half of the balance now being 5%, with the Airport Authority paying the remaining 596.
ALDOT may run out of funds and that may case each airport to make a contingency plan to pay the
entire 1096 not paid by the FM.
Facility UP1rades and Maintenance of Public Safety Hanger-Howard Hadley reported that he meet
with Captain Randall Burd, Assistant Chief of the services division of AL Dept. of Public Safety. They are
ready to move forward with improving the hanger within the next 60 days. They have a few concerns
regarding the current hanger lease before moving forward. The AL Dept of Public Safety would like to
take over the entire space rather than just 2/3 of the space; also they would like a 5 year set lease,
rather than an annual lease agreement. There was discussion of current structure and quality of
building. Howard suggests redrafting the lease to accommodate revisions and then negotiate a higher
lease amount. Attorney Bagwell will work with Howard to amend the lease agreement. Chairman Zunk
mentioned that he spoke to Ken Eslava regarding some issues at the airport; there were questions from
the group as to who was responsible for repairs at the hanger, Chairman Zunk stated it depends on the
repair, it would be either, the City of Fairhope, Airport Authority or the AL Dept. of Public Safety.
Howard also noted the troopers would like for sixteen (16) parking spaces to be added to the Westside
of Hanger-Chairman Zunk requested that Howard and Charlie work together on the requested parking
improvements.
New Business-Howard Hadley reported that Jeff Snyder of Beech Talk Is hosting a Free Continental
Motors Factory Training Class and Tour for BeechTalk Members and the aircrafts will plan to use Sonny
Callahan Airport, the group expected about 15-20 attendees, but have received 80 responses, as of
February 27, 2012. They are anticipating 50-150 Beech Aircrafts, see attached information on class and
tour. Howard wanted the group to be aware of this event and will provide more Information to the
group, as it becomes available.
Report Aviation Technical Academy-Dan Stankoski provided an update on this project.

Treasure's Report-Joe McEnerney reported that the Airport Authority's Bank which was RBC will now
be PNC, due to a bank merger. Basically new checks will need to be ordered, everything else regarding
the account will remain the same .
There being no further business, the meeting was adjourned by acclamation at 5:46 p.m.

NOTICE TO CONSULTANTS
The Fairhope Airport Authority ("Authority ") is seeking statements of qualifications from
experienced airport planning and eng ineering consultants to perform services for up to
the next five years at the H.L. "Sonny " Callahan Airport (KCQF). Possible work may
include but not be limited to preparation of pre-applications and applications for federal
and state funding , airport layout plan, capital improvement plan, Disadvantaged
Business Enterprise (DBE) plan , runway extension justification , environmental studies,
feasibility studies , benefit cost analysis, airport compliance issues and analysis ,
engineering design and planning for runways and taxiways , runway/taxiway overlays ,
pavement ma intenance , aircraft parking aprons , airport lighting , NAVAIDS , weather
reporting system , land acquisition , fencing, roads , fueling facilities , Security systems ,
Auto parking , and terminal/hangar area improvements .
All professional consulting firms who consider themselves qualified for this work are
invited to submit seven (7) copies of the statements of qualifications (SOQ) to :

Statements of qualifications should be limited to 50 pages and received no later than
4:00 pm on April 11 , 2012. The outside of the Package should be marked "AIRPORT
STATEMENT OF QUALIFICATIONS". Electronic or faxed copies will not be
conside red .
The Fairhope Airport Authority will make its selection based upon materia ls received ;
however, the Authority reserves the right to designate a shortlist of firms based on the
materials received and then to conduct interviews with the top ranked firms .
Price/billing rates will not be a factor and should not be addressed in the SOQ . The
following criteria will be used by the Autho ri ty to evaluate and rank the submitted
qualifications :
1. Capability to perform services as described in this notice (20 pts).
2. Recent experience in airport projects comparable to the proposed projects (20
pts ).
3. Knowledge of FAA and ALDOT Aeronautics Bureau regulations , po licies and
procedures (20 pts).
4. Knowledge of the airport and the general geographic area (15 pts).
5. Key personnel's professional background and availability for the proposed
projects (15 pts ).
6. Demonstrated ability to meet schedules or deadlines (10 pts).

afte r statements of qualifications are opened , if such is deemed necessary . The
Authority reserves the right to reject any or all proposals.
