Section St., Fairhope, AL.) • Next regul ar meeting: Tuesday, February 2 1, 2 01 2 (to b e r e-sch edul ed b ecau se of Mardi Gras) Minutes of the Fairhope Airport Authority January 17, 20U The Fairhope Airport Authority met Tuesday, January 17, 2012, at 4 :30 PM in the Oelchamps Room, City Administration Building, 161 N. Section Street. 220 Present : Chuck Zunk, Chai r man. Members: Charlie Bassett, Rod Platt, Pam caudill, Joe McEnerney, Dan Stankoski, and Howard Hadley. Gregg Mims, City Administrator, and Attorney, David Bagwell. Gayle Fogarty, City Executive Assistant took the minutes. The minutes of the November 15 meeting were considered and approved on a motion 1st by Pam caudill, 2nd by Howard Hadley and unanimously carried. Update on AIP for the West Side • Chairman Zunk reported the asphalt is basically complete, unsure of any finish work that still needs to be done, structure for the beacon is on order, April 1 ship date on the beacon-contractor has been instructed to try and improve the arrival date, once beacon arrives the project can be completed. Charlie Bassett had concerns on the quality of the black top-issues on north end of the ramp close to the hanger-looked like they were affected by segregation (when the rocks in asphalt mix-get into one size and you don't have an even gradation), looked like they had filled in the gaps by hand and it appeared to be fine. Chairman Zunk noted that there was an issue w ith the contractor in the engineering firm not having proper permits and environmental control devices . Contractor & Engineering firm have since documented In a form written certification that they have addressed these issues and resolved-a copy has been provided for the Airport Authority files. In related business, Chairman Zunk mentioned that he received a letter from the eng ineer stating that his request for reimbursement had been audited by the state who found some mathematical errors in their calculation of overhead and the net result is that their fees will be around $5,000 lower than they had requested. Update on Management Services Contract for T-Hangers -Attorney David Bagwe ll reported that he has spoken with the Continental attorney, and indicated there had not been movement on the lease by his client. Discussion re1ardln1 "Enaineer of Record"-Chairman Zunk reported that several engineering firms have expressed interest In being considered for the Engineer of Rec-0rd for the Airport. ALDOT and FFA require/encourage the Airport to have an engineer of record and suggest revisiting the contract every 5 years. Chairm.an Zunk suggested two options for obtaining an engineer of record (1) Appoint a committee (2) Add to Airport Authority Agenda for the next few months and complete the process as a group. The group would need to set criteria, contact engineering firms, request proposals and evaluate the process to make a decision. After some discussion of the two opti ons, Chairman Zunk decided that working on this as a full group would be best. 221 Facility Upgrades and Maintenance of Public Safety Hanser-Howard Hadley reported state wanting to build office space In the hanger, after seeing the space It Is evident that the building needs some revisions. The estimated cost to insulate the building would be $15,000-$17,000. Other issues are power, lighting 200 AMP permanent breaker box, roof, building not up to code, heat, lighting, roof leaks, building needs to be finished off. Chairman Zunk suggested creating a list of updates to the building In order of urgency. The building improvements can be completed In phases. Howard Hadley and Charlie Bassett have been requested to provide specific proposals on these items. Alternate meeting date for February due to Mardi Gras -Discussion was held about changing the date of the February meeting from Tuesday, February 21, 2012 to Tuesday, February 28, 2012, due to Mardi Gras. The motion was considered and approved on a motion 1st by Charlie Bassett, 2nd by Howard Hadley. The motion carried unanimously. Addltlon-ffDlscussion of the landscape Maintenance at the Airport" -A motion was made to add "Discussion of the Landscape Maintenance at the Airport" to the agenda., The motion was considered and approved on a motion 1st by Charlie Bassett, 2nd by Pam. The motion carried unanimously. Chairman Zunk reported that Airport Authority was responsible for providing maintenance to the landscape at the Airport, currently it is contracted out. A motion was made to re-bid the contract for landscape maintenance of the 2012 season at the Airport. The motion was considered and approved on a motion l't by Howard Hadley, 2nd by Joe McEnerney. The motion carried unanimously . Open Discussion -Chairman Zunk reported that under current contract the Airport can receive up to nine (9) cuts per year. 2010 it received eight (8) cuts and in 2011 it received nine (9) cuts, special requests could be made to alter the cutting area. Gregg Mims mentioned the entrance to the Airport did do the Airport justice In his option. Joe McEnerney mentioned that he heard someone speak on turf management that required fewer cuts a year with a special turf product. He will research and bring back to the committee for further discussion . Chairman Zunk noted that this did not have to bid out right away and was open to other suggestions. Treasure's Report-Chairman Zunk reported that the December report had some sort of accounting glich and was not ready until the day of the meeting. The budget is on track, except that because the fiscal year begins when it does we already spent a considerable amount of money on our asphalt In the prior year -a re-imbursement check was booked In November/December into this fiscal year. It appears there is a large revenue surplus, but it is just the timing of money coming In and out. Subsidy rate negotiated with the City of the Fairhope Is the same as last year. We do not have the completed 2011 annual audit; Gregg Mims will check on this and send an e-mail to the committee. · There being no further business, the meeting was adjourned by acclamation at 5:10 p.m .
