Administration Building, 161 N. Section Street in the conference room.
Present: Charles Zunk, Chairman; Joe McEnerney, Charles Bassett, Ken
Knutsen. David Bagwell, Attorney and Betty Rivenbark, Secretary
Absent: Mike Ford
The minutes of the February 19th 2008 meeting were considered and
approved as written on motion by Ken Knutsen, 2"d by Charles Bassett.
2008 Festival of Flight — Charlie Bassett gave a report saying they had
a meeting this morning and everything going well. He said they are paring
down to meeting money received. He was asked how much did we have
and he said committed right now $95,000. He said it would still be a great
show, cutting out one day and having more military, less warbirds put a cap
on of 12, that this would cut some costs. He said two more meetings before
the festival and it will still be great. He was asked about the reception and
said it will be held at the library like we did last year. He talked about the
possibility of getting a C17 inhere for the show. He said it is a monster of
an airplane and right now we are trying to figure out the logistics, sorting thru
to see if they can make it work and airport runway can handle it. He said
that the F-16's will fly over and the Air Force Academy is suppose to come
down with a Falcon.
AWOS update — Chuck gave this saying it is coming along good, it is
planned for the west side of the runway midway running north and south,
in a gulley location. He said this location will require some mitigation
because it is wetlands about the size of the room, 1/10 of an acre. He said
in order to proceed we will need to amend Volkerts contract in the amount of
$3,026.00 to handle this for us and asked for a motion. Charlie Bassett
moved to amend the contract in the amount of $3,026 to handle mitigation
on wetlands property of proposed AWOS sight. Joe McEnerney 2"d the
motion and it carried unanimously. Chuck said this is refundable under FAA
and we will get the money back.
Land Use Planning — Charlie gave a report saying that he had been
presented two plans by Volkert for the west side and east side of property
and that once looked at that did not like east side proposal. He said after
discussion they decided an entrance road needed to be off of Hwy 32 and
that they also needed to propose way to handle water, so they are
redrawing at this time and should have something within 30-40 days. He
said when it is finished we will have maps, something to give to developers.
Ken said would we consider this phase 1 and Charlie said yes. Chuck
talked about possible scenarios and said the final plans will show the
number of acres available.

Line scarification on the taxiways — Chuck reported on this saying that FAA
has changed the way old runway lines are covered, that we had covered
them per old specifications, and that now we are not to be in compliance so
we need to do the scarification to come into compliance. He said that this
will require an expenditure of $11,520.00 and that there is a reputable
company, Todd's Striping, that will do it and will be paid out of the General
Fund. Charlie Bassett moved to proceed with this at a cost of $11, 520.00.
Ken Knutsen 2"d the motion and it carried unanimously.
Easements with adjoining parcels — No report was given.
Treasurer's Report — Joe gave the treasurers report saying everything was
fine as per financials furnished and reviewed.
There being no further business, meeting was duly adjourned at 4:35 P.M.
