Bancroft Street, Fairhope, Alabama 36532 Members in Attendance: Chief Stephanie Hollinghead, Bryan Flowers, Chad Bartz, Mandy Bezeredi, Kelly Gribler, and Chris Shrader Guests: Jenny Opal Wilson, Assistant City Clerk and Gary Gover Bryan Flowers called meeting to order at 8:13 a.m. Chad Bartz made a motion to approve the meeting minutes of August 26, 2024. Seconded by Chris Shrader, motion passed unanimously. Bryan Flowers opened discussion on potential leased parking downtown. The Authority were in consensus not to provide leased parking spaces to investment groups. Bryan Flowers made a motion to go before City Council with the recommendation not to provide any leased parking spaces to investment groups. Public Parking is for the City of Fairhope citizens and visitors only. Seconded by Chris Shrader, motion passed unanimously. Bryan Flowers opened discussion on Two-Hour Parking on Pine Street. The Authority were in consensus on Two-Hour Parking on Pine Street, Monday-Friday, 9 a.m. to 5 p.m. Bryan Flowers made a motion to go before City Council with the recommendation of Two Hour Parking on Pine Street, Monday-Friday, 9 a.m. to 5 p.m. Seconded by Chris Shrader, motion passed unanimously. Bryan Flowers opened discussion on changing the name of Arts Alley Garage to Arts Alley Parking. The Authority were in consensus on name change. Bryan Flowers made a motion to go before City Council with a recommendation to change the name of Arts Alley Garage to Arts Alley Parking. Seconded by Chris Shrader, motion passed unanimously. Bryan Flowers proposed presenting a presentation to City Council at a City Council Work Session on the Fairhope Parking Authority Key Initiatives: Create and Promote the “Arts Alley Parking Brand”  Safe, clean, accessible  Use “Arts Alley Parking” instead of “Parking Garage” Strengthen Relationships with Downtown Merchants  Parking Authority members will visit Downtown Merchants individually to keep them updated on our initiatives including the City Shuttle, the Parking Study, Loading Zones, and Encouraging parking in Arts Alley Parking for employees and customers.  Merchants will give Arts Alley Parking postcards to customers.  Postcards will also be available in the Welcome Center. City of Fairhope Parking Authority Meeting Minutes Page 2 Public Relations Efforts  Work closely with the City of Fairhope to develop and implement public relations strategies.  Social Media Plan to promote Arts Alley Parking and all parking lots.  Article in City Sketches newsletter featuring results of our Parking Study; upcoming plans to improve Arts Alley Parking with quarterly cleanings and staining; explanation about Arts Alley Parking alleviating traffic by those who continuously circle; nice pictures of Arts Alley Parking.  Expanding City Holiday events to include Arts Alley Parking such as Christmas, Easter (Egg Hunt), Halloween (Trick or Treating), and Mardi Gras.  Using temporary digital signage on Fairhope Avenue and Section Street to promote Arts Alley Parking. Enhancing the City Shuttle Service  Prescribed stops between the Police Station and Civic Center crosswalks, Library, K1 area, and the Arts Alley Parking.  Signage at each stop that highlights the “Arts Alley Parking” brand.  Revitalizing Golf Cart Shuttles with Custom Wrap from the Arts Alley Parking artwork. Future, Long Term Initiatives  One-way Streets  Delivery Unloading Zones: Push for Optimal Times and Enforcement Bryan Flowers made a motion to present the Fairhope Parking Authority Key Initiatives as discussed at a City Council Work Session. Seconded by Chad Bartz, motion passed unanimously. Parking Authority were in consensus to the present the presentation at the October 14th Work Session with approval by the Council President. Chief Stephanie Hollinghead confirmed Chad Bartz and Bryan Flowers were nominated at the August 26, 2024 meeting to serve on the Planning Department Ad Hoc Committee. Bryan Flowers will discuss the established motions from minutes with Mayor Sherry Sullivan, Planning Commission Director, and Council President Corey Martin. Chief Stephanie Hollinghead will determine the next meeting date. Gary Gover discussed bicycle travel on one way streets and parking. Bryan Flowers motion to adjourn meeting at 9:14 a.m. Seconded by Chad Bartz, motion passed unanimously. Respectively submitted by Jenny Opal Wilson.
