HomeMy WebLinkAbout01-09-2007 Regular MeetingThe Airport Authority of the City of Fairhope met Tuesday, January 9. 2007,
at 4:00 PM at the City Administration Building, 161 N. Section Street.
Present: Colton Coile, Chairman; Chuck Zunk, Ken Knutsen, Mike Ford,
Joe McEnerney, Charlie Bassett. Betty Rivenbark, Secretary and David
Bagwell, Attorney. Absent: Mike Baugh
The minutes of the December 12, 2006 meeting were duly considered and
stand approved as written.
Chuck reported on requests for Special FBO status and end -cap leases —
saying that we have received two such requests. One from Kel Jones,
Columbia Aircraft for the purpose of selling aircraft and one from John Ward
for a flight school. Kel Jones' request for Special FBO status was previously
approved by the Authority but John Ward's has not yet been brought forward
for a vote. Colton said he has met with two contractors but does not have
any numbers now but possible we will have something more definite to
report at the next meeting.
Colton told of the bid opening with Volkert on December 21 and the
apparent low bidder McConnell Contracting, Inc. in the amount of
$269,527.04 for construction of access taxiways and approach aprons and
once we get a letter from Volkert to award the bid to the lowest bidder we
will go the City Council. Chuck made a resolution saying subject to getting
the letter from Volkert accepting the low bidder, we recommend that the City
Council accept the low bid as recommended by the engineering company,
Charlie Bassett 2"d the motion and it carried unanimously.
Ken Knutsen reported on the by-laws and said he had gotten copies from
Gulf Shores and Gainesville, FL. and that he has reviewed them and red
lined them and given them to David Bagwell to review. By the next meeting
we should have something to look at.
Sunshine Laws — Chuck brought out that the Sunshine Laws have
been revised and we need to be aware of them so we don't violate them.
He said if we have a committee meeting with four or more Authority
members we will need to post notice and notify the press. Four members
constitute a quorum and that is based on the majority of the members of the
Authority.
Festival of Flight — Colton reported that all services have been approved,
and that the aerobatic box has been figured out. He said we need another
meeting this month and suggested the 25tn

Transfer of Airport Authority — Chuck gave an update on where we are. He
said ultimately the City will pass the title to the existing property to the
Airport Authority, and the Airport Authority will buy in its own name
the new land. He said a survey will be done and that the attorneys are taking
care of the legal issues. Another issue is that we need to have our own
insurance. Discussion was held and Colton said he will get with Robbie
Robertson and tell him we need D & O and comprehensive coverage.
Acquisition of Land and Financing — The meeting held yesterday with
Bob Young of Frazer Lanier was talked about and what it would involve.
With the acquisition of the 236 acres of land and financing we are talking
about a 7.5 million dollar bond program. Further discussion was held on this
and whether or not we would want to market parcels for economic
development. No action was required.
Litigation status — Mike Ford reported on the settlement with Austin Beasley
and his wife. He reported we finally got a letter from the Corps of Engineers
that said we don't need a permit. A discussion was held on the placing of
the rip rap and who would do it. Esfeller had agreed to do it before all the
trouble started. Colton said he does not mind calling and see if they still will
do it otherwise the city will have to do it.
New business — Colton presented a bill he had received from Volkert &
Assoc. for Engineering services. Chuck Zunk moved to pay the bill
$11,835.88, Charlie Bassett 2"d the motion and it carried unanimously.
Joe was asked to present financial statements at the meetings.
The meeting was duly adjourned at 5:15 PM.
