August 15, 2024 161 N Section Street Fairhope, AL 36532 Present were: Members: Chairman Genie Frazier; Terry Ullrich; Rob Stankoski; Jake O’Neil; Mayor Sherry Sullivan; Human Resource Director Hannah Noonan; Safety Coordinator Donnie Grice The meeting was called to order at 7:00 a.m. The minutes of the June 27th meeting were approved Hannah Noonan discussed a personnel handbook provision. She proposed adding a borrowed sick leave provision. Employees can donate personal or sick paid leave to fellow colleagues in dire need that have exhausted all paid leave. There is an approval process in place to ensure that all cases are legitimate. Donations can be made employee to employee and supervisor to employee and are anonymous. Employees cannot solicit hours and can only make requests through HR. There was a motion to approve that was seconded to recommend this provision to the city council. Hannah discussed the new Utilities Public Relations Coordinator position. This salaried position will oversee external communications, outreach, emergency communication and social media relations related to utilities. Mayor Sullivan hopes this is a segway for an outage management system that exclusively manages utility issues 24/7. There was a motion to approve that was seconded to recommend this position to council. The newly created Assistant Lift Station Superintendent was discussed by board members. This position will help limit overflows within the stations. The lift station department is currently working 24/7 and dealing with many challenges and needs this position to organize and support the current staff to carry some of the weight for the team. There was a motion to approve that was seconded to recommend this position to council. The Staking Technician pay grades were discussed by Hannah and the board. The position is currently in grade 6 and the proposal is to move it to grade 9. This pay grade is more appropriate with surrounding municipalities and more in line with the heavy skill set requirements. There was a motion to approve that was seconded to recommend this pay grade change to council. Safety Coordinator Donnie Grice updated the state of safety in the city. As of this meeting the payout of workers’ comp claims is $93,892. Last year, this time it was $138,894. A difference of over $45,000. It was announced that Donnie will be leaving his position with the city. The board thanked him for his service. Hannah announced that the city is closer to going live with the new timekeeping system. This will help hold supervisors accountable for proper timekeeping procedures. Genie is continuing to search to fill the vacancy on the board. Board members made final comments.
