2006 at 4:00 PM at the City Administration Building, 161 N. Section Street
Present: Colton Coile, Chairman; Chuck Zunk, Jim Garrett, Mike Baugh,
Joe McEnerney, Mike Ford, Betty Rivenbark Absent: Ken Knutsen
The minutes of the August 8, 2006 were duly approved as written.
Colton recognized John W. Ward who was present to submit an application
for consideration as a Special FBO at the airport. He went over his proposal
for flight training services saying that he now has operations at Foley and
Gulf Shores. He is a resident of Fairhope. He said he envisions having ten
classrooms in the new hangar and told of the services he would supply. He
also said he now teaches at Faulkner. Discussion followed and it was
mentioned that we know of one other person who wishes to become a
Special FBO and operate out of the other end of the building but he would
be doing aircraft sales. He has not submitted an application yet. At this
time Colton said he is just looking for the authority to give him permission
to negotiate with John and come back in October with more definite
information, possibly a lease. Mike Baugh moved to give Colton authority
to negotiate with John and come back in October with more information.
Jim Garrett 2"d the motion and it carried unanimously.
Jim Garrett reported on the T-hangar status he said we need to add two
more doors at each end since we are getting these proposals. He told
where restroom and storage area planned. He said he talked with Dan
McCrory who said plumbing for the building should cost no more than
$2,000. Time table is possibly first two weeks in November but if get caught
in hunting it could first two weeks in January. He said we should do the
ramps after the building erected and that should not take more than two
weeks. Chuck said at this time 15 out of 16 rented with $250 deposit being
made by each. He said he will recirculate the lease agreement now that
everyone has had a chance to look at it.
Preparation for 2007 budget and lease of airport to airport authority — Chris
Gill is preparing the lease of the airport to the Airport Authority for 15 years
at $1 a year. Joe said he has reviewed the budget with Nancy and all good.
Discussion was held on adding a position of Treasurer of the Authority to
liaison with Nancy. A motion was made by Chuck Zunk, 2"d by Jim Garrett
to create a position of Treasurer for the purpose of overseeing the finances,
budget with the city treasurer and further that person be Joe McEnerney.
Motion carried unanimously.
Chuck reported on the runway construction and said that there are still
problems with the berm, issues with lighting and contouring(ruts). That they
are working on and hopefully in two weeks we can hold a final inspection.
We begin the warranty phase at the point with we accept the project.
Public Safety Hangar. Discussion was held on having liability insurance.
It was noted we need it for the T-hangars and that whoever was in the T-
hangars would also provide a copy of their insurance to us and name
city as additionally insured. Jim said that he heard that the governor
has signed the lease but we have not received it yet.
Safety and Security Plan — Chuck said that we just need to go forward
with the plan with the changes we made, that the authority actually would be
responsible for the plan once the turn over is accomplished and we
would repeal the old ordinance and adopt the new one.
Colton mentioned the Festival of Flight meeting scheduled for next Tuesday
at 9:OOAM at Lakewood in the McLean Room and invited anyone to attend.
The board went into executive session at 5:25PM and it ended at 5:40 PM
and the meeting was duly adjourned.
