County of Baldwin
The Water and Sewer Board of the City of Fairhope met in regular session
at the City Hall, Wednesday„ July 13, 1960' with the following members
present: Chairman A. C. Mannich, R. Roy Moyers, R. R. Teamer, George
Dyson and Frank Wiggins.
The minutes of the previous regular meeting were read and approved as read.
Motion by Mr. Teamer seconded by Mr. Moyers that the following bills be
approved for payment: Motion carried.

Mr. Cecil Pitman ,requested the board to run sewer to Ridgewood Estates.
Mr. Dyson requested that a topography map be presented so cost could be
figured.
Motion by Mr. Moyers seconded by Mr. Teamer that the Chairman of the Water
Bca_rd be authorized to sign contract with Lake Forest as presented at this
meeting. Motion carried.

the Board suggested that Laboratory facilities for making routine water analyses
be set up. The Board agreed to take steps to set up laboratory.
It was duly moved and seconded that the meeting adjourn. Motion carried.

This is in reference to the inspection that I made of the Fairhope
public water supply facilities on June 29, 1960. The inspection was made
in company with Mr. George Dyson, Water Works Superintendent,and Mr. Pete
Wiggins, Assistant Superintendent.
All the wells were visited during this inspection. All these facilities
were found in an excellent operating condition. It was noted that the tile
floors installed in these pump houses were not holding up in a satisfactory
manner.

The aerator and chemical feed equipment located at the City Hall were
visited and found to be operating in a satisfactory manner. The chlorine
residual test showed that the water was being adequately disinfected. Mr.
Dyson stated that he was going to remove the old steel cooling tank fronn
above the clear well. This seems to be a good idea since this old tank
getting in bad condition and may fall into the clear well.
During this visit, I readily noted the lack of laboratory facilitie
for making routine water analyses. Since you are taking on three water
/supplies with varying degrees of treatment and the addition of several
'4" chemicals, it would be highly desirable for you to set up a small labora
equipped to make routine tests for chlorine, pH, Alkalinity, Free CO2,,
and Iron.
After the inspection of the Fairhope system, Mr. Dyson and Mr. Wiggins
accompanied me to the facilities located at Lake Forest Subdivision and at
01d Spanish Fort. I enjoyed their company very much and appreciate their
helping me with my work in this area. The inspections of Lake Forest and
01d Spanish Fort will be forwarded to you.
If at any time the engineers in this office can be of service to you or
your water works personnel, please feel free to call on us.

Dear Mr. Northingtons
Thank you for your letter of July 6 pertaining to the inspection
made of the Fairhope Water system.
Laboratory facilities for making routine water analyses was discussed
at our board meeting and all the ^iembers as well as 'Ar. Dyson and 1r.
'tiggins, felt that this was needed here in Fairhope as you suggested and
agreed t4 take steps immediately to get this accomplished. VJe would
appreciate it if you would furnish us voith a list of equipment and any other
information needed to set this up.
Please be assured that the Board will coorerate with your office and
appreciate any suggestions you might offer for the better^ient of our water
system.

This is in reference to the inspection that i made of
the take Forest public water supply facilities on June 29, 1960.
The inspection was made in company with Mr. George Dyson and
Ar. Pete Wiggins of the Fairhope Water Works hoard. I learned
during this visit that arrangements had not been vorapletsd for
the Fairhope Water Works board to take over the Lake Forest
system. it is of no little concern to us that the responsibility
for looking after this public water supply system is not clearly
desigrafted to anyome. Our agreement in issuing a Permit to Use
was based on the praM ses that the Falrhope dater Works Board or
soft other responsible person would be officially in charge of
this installation. We must have a responsible person in charge
of this system or it will be necessary for us to reconsider the
Permit to Use these facilities as a public water supply system.
Upon our arrival at the pumphouse, we found that the
facilities were in operating condition. however, we learned
that the dry lime feeder solution tank is constructed in such
a scanner that some of the i ims whi ch hi is the top of the water
floats over into time feed basin before it is properly mined
with the water. Several means of remedying this condition were
discussed with Mr. Dyson and Mr. Wiggins. Mr. Dyson reported
that when the well pump cuts off a tremendous amount of water
hammer is experienced and that he is afraid this will cause the
transact pipe to blow out. it is suggested that some type of
surge suppressor be Installed in this line to prevent possible
damage to the system by the water hammer.
We are looking forward to hearing from you very soon
relative to who will be responsible for operating the Lake Forest
Subdivision public water supply system.

Dear Ar. Fuller:
It was certainly a pleasure to visit with you and to
(Aiscuss the Old Spanish Fort public water supply system when
Mr. George Dyson and Mr. Pete Wiggins and 1 made an inspection
of. the facilities on June 29. As you know, these facilities
were found in a satisfactory condition with the reported excep-
tions of the pumps and exposed pipe needing paint. Also the
grounds surrounding the elevated tank needed some ,attention.
You stated that these items would be taken care of and that
you intended to construct a substantial wire fence around these
premises and to give theca some beautification.
You stated that an engineering study was being made
of the system and its water demands and that a report of this
study would be forwarded upon its completion. We are always
glad to see such interest being taken in our public water sup-
ply systems and we will be pleased to receive a copy of this
report.
A satisfactory chlorine residual was found in a sam-
ple of water from the system.
If at any time the engineers in this office can be of
service to you or the water works personnel, please feel free to
call on us.
