The Water and Sewer Board of the �-tty of I'Sirhope met in regular session
at the C ity Hal Is, Wednesday, November 14, 11956 with the fol lowing members
peesentx Chairman A. C. Mannich, L. A. Berglin, Sr., R. Roy Moyers and
C. B. Niemeyer, City Manager.
The minutes of the previous regular meeting were read and approved aesread.
Motion by Mr. Sergi in seconded by Mr. Moyers that the following bills be
approved for payments

Mr. James Moseley met with the Board in regards to extension of sewer line
on Jian Drive.0 hairman Mannich explained to Mr. Moseley the policy of the
Board in making sewer extensions.
The foiliowing pay increases were discussed: and held for passage at the next
regular meeting subject to action of the City Council:
Laborers - 1.10 per hour_,
Geroge Keller - 1.30 per hour
Alfred Nelson- $ 70.00 per creek
Frank Wiggins - A350.00 per month.
Mr. Dyson was askedto to present to the Board at the next regular meeting

Motion by Mr. Moyers,seconded by Mr. Berg I i n that the following Resolution
be adopted:
RESOLUTION OF THE WATER AND SEWER BOARD
OF THE CITY GF FAIRHOPE, ALABAMA
WHEREAS, moneys are deposited monthly in the Reserve Fund of the
Trust Department of the Merchants National Bank of Mobile, Alabama for the
purpose of paying outstanding Water and Sewer Revenue Bonds, 2nd Series, and
interest in case of default, and
WHEREAS, in accordance- with Article V I I I Section 8.7 of the Bond
Indenture of the water and �ew,er Board of the City of Fa i rhope and the
Merchants National Bank of Mobile as Trustee, so long as the board: shall
not be in default, it may at any time from time to time at its option
cause any or all of the moneys in the reserve fund which the board may
deftermine shall not be needed during the then ensuing six calendar months
for the puirpose for which said fund is created, to'be invested in any
securities wh i ctp are d i rec t general obligations of the United States of
America or which are unconditionally guaranteed to both principal and
interest by the United States of America. In the event of any such invest—
ment, such securities together with all income derived therefrom shbtl
become a part of the fund from which moneys were used to make such invest-
ment, and shall be held by the depository therefor to the same extent as if
they were moneys on deposit in suclq fund.
NOW THEREFORE BE IT RESOLVED by the W"ater and Seeger Board of the
City of Fairhope, Alabama that the Merchants National Bank as Trustee, is
authorized to invest accumulated funds in multiples of $I„000.'.00 in any
securities which are direct general obligations of the United States of
America or which are unconditionally guaranteed as to both principal and
Interest by the United States of American.

With reference to your letter of November 1,
I am enclosing Bill of Sale to us from Joe Schneider
Bulldozing and Dragline Service dated November 1,1956
covering the sewer contract which is for Gooden's Subdivi-
sion. You will note that it is receipted "Paid in Full".
We also certify that,all other labor, materials
and all other obligations incurred in the installation of
said sewer have been paid in full by us.
Kindly acknowledge and confirm that you have
accepted ownership and maintenance of said sewer.

Attention is called to the terms of Article VIII Section 8.7 of the Bond
Indenture with regard to the investment of cash in the Reserve Fund as follows:
"So long as the board shall not be in default hereunder, it
may at any time and from time to time at its option cause any or
all of the moneys in the reserve fund which the board may determine
shall not be needed during the then ensuing six calendar months for
the purpose for which said fund was created to be invested in any -
securities which are direct general obligations of the United States
of America or which are unconditionally guaranteed as to both
principal and interest by the United States of America and, except
with respect to those securities of the United States of America
for which there is provided, as of any particular time, a stated
redemption price, which shall become due not later than twenty-
four (24) calendar months following the date of such investment."
At the present time there is a balance of $3,600.00 in the Reserve Fund
and it may be that the Board will wish to direct the investment of $3,000.00 in
government securities maturing within twenty-four months. Upon receipt of .
certified copy of resolution of the Board we will be glad to make such investment.

Your Superintendent of Water and Sewer work,
Mr. George Dyson,and I have,this morning, completed
final inspection of the new extension of sanitary sewer
system on Ingleside Avenue South and Northrup Street,
installed by Joe Schneider and Son for P. L. Wilson,
d/b/a Lemoyne Homes, Inc.
We found the work satisfactorily completed
In every respect.
Mr. Dyson assisted me in keeping a very close
watch over this construction as work proceeded and I
believe that both of us feel sure that the contractor
did a good job on this sewer.
I recommend that you accept the sewer for
operation and maintenance.

This is to advise that we have approved completion of the
sewer work covered by drawing entitled "Proposed Extension. of
Sanitary Sewer System of Fairhope. Alabama, to..Gooden*s Subdivi-
sion, dated June, 1956, by Claude W. Arnold, Engineer" which
work'was,done by Joe Schneider Bulldozing and Dragline Service,
The City of Fatrhopa will accept ownership and maintenance
of said sewer when you furnish the City with a statement that all
labor, materials, and all other obligations incurred in the In-
astallation of said sewer have been paid in full and when you have
furnished City with Bill of Sale marked paid.

It is the policy of,the Water and Sewer Board that on those sewer
lines, the cost of construction of which,is paid by the property owner,
to endeavor to collect from any additional persons serviced from such
line an equitable proportion.of the cost and to reimburse the person
who originally paid the cost to the extent of such collection provided
such additional connections are made within two years from the date of
installation, July 15, 1956. Cost of instal lotion #310,00.
