%The Water and Sewer Board of the City of Fairhope met in regular session
( at the City Hall, September 12, 1956 with the following members present:
Chairman A. C. Mannich, R. Roy Moyers, and L. A. Berglin, Sr.)
The minutes; of the previous regular meeting were read and ammended to read
as follows:
That the Boardf accept proposed extension of Sanitary Sewer System
of Fairhope, Ala. to Gooden•s Sub —division, dated June 1956• by Claude W.
Arnold, Engineer, providedl construction is carried out under supervision
of: A Registered Civil Engineer and all costs to be paid by LeMoyne Homes; Inc.
Motion by Mr. Moyers seconded by Mr. Berglin that the Chairman be authorized
to enter into contract with Spanish Fort Estates, Inc. and Old Spanish Fort,
Inc., for water service in new subdivision. Motion carried.)
Motion by Mr. Berglin seconded by Ar. Moyers that the Board••secure services
of Smith, Dukes and Buckaalew for annual audit. Motion carried.
Motion by Mr. Berglin seconded by Mr. Moyers) that the following bills be
approved for payment:

the Board approved drawing entitled "Propos od Extension of Sanitary Seer
System of Fairhopes Alabetrat to Goodo+n'a Subdivislono dated .tune, 1956.
by Claude W. Arnold. Engineer# provided construction -Is carried out under
su;ervision of a Registered C ivi 1 Engineer:"

The City does not require that the Subdivision ,strodt osantittod
"Northrup Street" be paved in as much as the City*sa'proshent ingioseide
Avenue, to which Northrup Street connects# is not paved. In view of the
fact that the City has already approved and accepted the Gooden*ss Subdivision
plat„ the City will be responsible for maintenance of Northrup Street and the
sewer f ro-n Morphy Avenue along I ng l esi do Avenue to Northrup Street as we 1 l

Gentlemen=
That Water and sewer Board has agreed to extend present contract
to new Spanish Fort Estates, Inc.: development with the following
stipulations
Mains shall be laid on side of street and not under paved portion
of road except at intersections,
In the event the development at,this area shot# increase to such
an extent that the demand for water is greater than can be provided by
Spanish Fort Estates, Inc,, they wit# increasee capacity of pumps
and wells at no cost to the Water Board.
If subdivision develops to such extent that water mains are in-
adequate, Spanish Fort E states# Inc, will install adequate mains
at no cost to the water Board.
Spanish Fort Estates shall have the right..to top mains and draw
water therefrom for fire, plugs.
Spanish Fort Estates. Inca share of revenue from water to be paid
quarterly by the Water Board.

VAth regard to water tests as taken from our Old
Spanish Port distribution system, the Board last weeko
engaged the services of the A. V'. Villl.Rms Inspection Company,
!'oblle, to make a thorough comprehensive survey* of the entire
water distribution s7sterno This work has been completed and
the results of the exhaustive survey together with. specific
recommendations for improvement kill be made 'mown the first
of the week.
We are all delighted with vour help,, In this time of
trouble, and trust future reports will Indicate the some
satisfaction then have in the nears ps-t.

The two well pis appeared to be in good, satisfasct;.°ry operating
condition. The bVpoahlorinstor uass d for adding chlorine and "Cal on"

As cdiscasosed with you* we have received a very umeastinfectoary sam-
ple collected from your distribotion system. It is possible that the
Water in the system was contaminated when the Weer sau►in was constructed

The 'eater Board understands that you are planning to do extensive
dredging in Fly Creep: in the near future and we wish to call your
attention to Section Five of Lease Agreement between the 1=airhope Yacht
C 1 ub and the C i ty of Fa i rhope wh i ch reads as f of I ows:
"Fifth: The City of Fairhnpe has a water main in and across
the leased premises, In the event the activities of the
lessee on the said premises shall damage the same the lessee
will cause the same to be repaired without cost to the City.
The lessee -nay remove such main from the lea, d premises
provided it shall construct at its own expense a like main
along such line as the City shall direct. All such cost of
r(-Moving said main and of constructing a Vain in lieu thereof
shall be borne by the lessee."

I am enclosing a topographical map of ooden's Subdivision
in Fairhope and also drawing entitled# "Proposed Extension
of Sanitary Sewer System of Fairhope# Alabama, to Goodeno s
Subdivisions dated June, 1956, by Claude W. Arnold".
I would appreciate it if the City of Fairhope would write
Lemoyne Homes; Inc. a letter along the following lines:
"The City of Fairhope herewith approves:
(a) Topographical map of Goodenss Subdivision in
Fairhope, Alabama including one foot contours
and drainage specifications dated May 24s 1956
by Claude W. Arnold, Engineer.
(b) Drawing entitled, "Proposed Extension of
Sanitary Sewer System of Fairhope, Alabama,
to roodenrs Subdivision, dated June, 1956,
by Claude W. Arnold, Engineer".
The City does not require that the Subdivision street
entitled "Northrup Street " be paved in as much as the
Cityls present Ingleside Avenues to which Northrup
Street connects, is not paved. In view of the fact
that the City has already approved and accepted he
Gooden®s Subdivision plat, the City will be respon-
sible for maintenance of Northrup Street and the
sewer from Morphy Avenue along Ingleside Avenue to
Northrup Street as well as the sewer along Northrup
Street."

Dear Mr. Dyson:
I enjoyed sty visit to Fairhope on Friday„ September lip,
19560 in connection with an inspection of the Gity's sewage treat-
ment facilities and I regret that you were out of town at the tims.
I an pleased to advise that the plant was found to bq in excellent
condition and operating satisfactorily.
Mr. F. B, Wiggins accownanied me on the inspection of
the plant. The plant operator, Mr. George Bush, was also present,
According to Mr.Wiggim, soave difficulty has been experienced re-
cently with filter flies and an insecticide had been purchased on
a trial basis. Experience at other plants in Alabama has indicated
that flooding of the filter on a rigid schedule during the periods
of heavy infestation has resulted in an effective and economical
control xiaimre. At prevailing; srrner temperature the life cycle
of the fly is from eight to ten days so it is felt that the filter
should be flooded at seven day intervals for effective control.
Mr. Wiggins also advised that a stoppage has been experi-
enced in the digester gas line. The control and regulator appurte-
nances had been removed for checking.; at the time of my visit and gas
was passing through the control equipment pit to the flame post. It
was suggested that the stoppage nay be caused by an accumulation of
water in a depression or low place in the gas line. Digester gas
has a high moisture content and a low place in the gas line will col-
lect moisture resulting in a stoppage until suffi.cieat pressure is
built up in the digester to cause pasnap of tlh.+e gas. the gas should
be piped through the pit to the flame post until the stoppage is
corrected.
