HomeMy WebLinkAbout05-10-2005 Regular MeetingThe Fairhope Airport Authority met Tuesday, May 10, 2005 at 8:OOAM at the City Municipal Complex in the Delchamps Room,161 N. Section Street. Present: Colton Coile, Charles Zunk, Jim Garrett, Mike Ford, Betty Rivenbark, Secretary. Absent: Sue Mason, Mike Baugh, McEne*/. The minutes of the April meeting were considered and approved with one amendment noted. Colton reported that he and Chuck Zunk had met with the Barge, Waggoner engineers out at the airport to review the status of the runway. He said there is a dispute with Ken of Barge Waggoner and Esfeller. Barge Waggoner is saying that the elevation to the south is too low and if Barge Waggoner is right Esfeller will have to put in new gravel. Colton said most of the sub base is done and they need to do final compaction. He also said Esfeller is about 60 days in arrears. He said the main purpose of the meeting was to discuss severe erosion to the east and west, that the neighbors are upset. He said that Barge Waggoner is taking the position that this weather was one time, an act of God and does not see the urgency. Chuck said that when they get the permanent grass down it will help but there is also flooding on the west runway now. Basically, they asked Chris to provide alternative plans and get back with them in a timely manner. Chuck said it would be a good time to sit down with someone higher up in authority at Barge Waggoner, part of the issue if "drainage by design" that it runs to the east side but was muffed in construction process. Colton said he thinks they understand that they screwed up and will rectify the situation. Tom Hutchings was present and presented a proposal to the board (copy in file) He was requesting a Special Fixed Base Operator status to Coastal Storage, Inc for the purpose of constructing and leasing 8 nested T hangars on the building pad immediately to the south of the existing T-hangars. He said further all requirements listed in the minimum standards will be strictly complied with. He was proposing a 15 year lease period with a 15 year option to renew at the city's discretion and if the city proposes not to renew after 15 years paying to the applicant $100,000. Further in the proposal it said that the applicant would retain the right to sublet the individual hangars to private individuals on a short or long term basis and the applicant may choose to sell long term right to use on each individual hangar which may be resold at the holder's discretion. Mike Ford questioned this part of the lease and said further that the whole proposal would have to go to Fairhope's attorney for review and that this could be brought up again at the June airport board meeting. Tom said he could begin as soon as approval given the dirt pad is there. Colton Coile emphasized that whatever done for him we would have to do with anyone who submitted a special FBO application. Mike Ford said even though Tom says he has plans for restrooms it would be necessary to see if sewer can be run to this. Fairhope Airport Authority May 10, 2005 — Page Two Further discussion led to decision to represent at June meeting. Allen Goldberg was present to talk about a safety to flight issue. He went on to say that he had an issue with the runway lighting and an issue with gate access. He said the runway lighting is constantly on low beam and he was told that it vault was the problem and could not be fixed at this time and it would probably be until the new runway is completed (4-6 mos) before the problem solved. After discussion it was determined to see if there is anything that can be done, have the electric department go and check out and report back to the Mayor the situation. The gate access issue was something that should be worked out with Teledyne. Charles Zunk said that he would like to know how broken the vault is and what it would take to fix it so lights could be operated as they should. There being no further business, meeting was duly adjourned.
