AIRPORT BOARD
January 179 1964
8: 00 P. M.
Present: Dr. Mullins Mr. Lacey, Mr. Byrne, Mr. Lapeyrouse,
Major Arnold.
The followin items were discussed:
1 2 small trees by runway
21 hangars - masonry type or tile
33 offace and lounge
4 carport on one side and taxi through area on other
side about 70'
5 Restrooms
6J T-hangar space
7 Lapeyrouse agreed to build additional hangars
according to need.
(8) Arnold & Lapeyrouse agreed on furnishing 3 hangars
at about 3000 sq. ft. as a minimum.
�103 Electricity - Lapeyrouse agreed to pay for it.
11 Maintenance - cut tin grass, etc. Lapeyrouse in
agreement but though the City's grass cutter could
be used.
(12) Office and lounge adjacent to T-hangars? not
necessarily.
13) Land use map discussed.
14) Mullins explained that various groups such as Civil
Air Patrol and Air National Guard might use field.
(15) Mullins introduced idea of City owning and operating
a building on the field.
(16) Renewal clause - Mullins g su ested option to renew
it at end of 5years. rno�d suggested a 10 year
lease with option to renegotiate cost at end of 5
gears.
17) harge landing fee? No.
�18) Gas & Oil - Arnold reported contacting Standard,
Esso and Shell.
(19) Lease - read in part by Dr. Mullins. Suggested
minimum number of sq. feet for hangar space be
determined.
(20) Lapeyrouse to submit proposal and plot plan early
in the week.
21) Lapeyrouse - Everything could be completed by April.
22) Moving of electric poles discussed.
23 Road - uncertain as yet. Schneider to help.
24 Name suggested by Arnold - "Fairhope Air Service".
At this time Mr. Lapeyrouse and Major Arnold left.

/t was suggested that Mr. Byrne call all applicants when
Base Operation is completed.
The minutes of the December 7, 1963 meeting were read and
approved.
The Board agreed to go to the next County Commissioners
meeting in Bay Minette to discuss an entrance road to the
field.
A letter showing total costs for Airfield dated January 13,
1964 from Byrd L. Moore & Co. was submitted.
It was duly moved and seconded that the Airport Board would
recommend payment of the overrun involved in the contract
gyovidingg this cost does not exceed that as outlined in
Byrd L. Moore & Co. letter of January 13, 1964.
Mr. Lacey moved, Dr. Mullins seconded that the meeting
adjourn. Carried.

January 21, 1964
1:00 P. M.
Present: Dr. Mullins, Mr. Byrne, Mr. Lacey, Mr. Bill Herndon,
Mr. Thad Ingram, Mr. Y. C. Gulley Mr. Lane Tayylor,
Mr. L. Lapeyrouse, Mr. G. F. Arnold, and Mr. 4Yes
S-trauley.
Mr. Gulley and Mr. Taylor, State representatives, gave a
report of their inspection of the field. Everything satisfactory
except for lack of electricity for lights. Final approval to
be given when lights are in operation.
For notice of official opening, Mr. Gulley suggested calling
FSS (Flight Service) in Mobile.
A general discussion by all present on Base Operations
Minimum Standards and lease of services was held. The following
items concerning the lease were brought out by Mr. Herndon:
1) Can never lease ramp or necessary public area
2) An;
back of the paved area is leaseable.
3) Tie downs may be on ramp
4� A tie down fee may be collected
5 Land use map - ablue print of the master planning.
6 How close may building.be to runway? off paved area?
7 Electricity - not in minimum standards - only lease itself.
8 Erosion - generally agreed as City s responsibility.
Mr. Herndon agreed to set up minimum standards and make
sample lease.
Minimum amounts of square feet were discussed. The Federal
and State representatives generally agreed on 10,.000 sq. ft.
for hangar space. They also agreed on three - five year
options for lease.
Water - City to dig well.
Dr. Mullins suggested waiting until Saturday, January 25,-
so that the proposal of G. R. Woods, Jr. may be received and
studied as they are local people and as such entitled to that
opportunity.
