8:OOAM at the City Administration Building, 161 N. Section Street
Present: Sue Mason, Chairman; Mike Baugh, Colton Coile, Mike Ford,
Jack Nelson. Betty Rivenbark, Secretary
The minutes of the December meeting were duly approved as written.
Sue Mason reported to the other members that the current airport project is
presently stalled as the weather has been so bad they can't even get the
soil to compact.
On the State Troopers possibly locating a site at the airport Mike Ford
reported he is still trying to get information on ground rent. Colton Coile
offered that he would be glad to call someone he knows to help obtain this
information and get back with Mike. Sue said we need a statement for the
file and records. Mike said he would get back with Sue once he has heard
from Colton. Sue said in the meantime the troopers have worked out
something with Teledyne to use space in the big hangar. All recognized
the benefit of having a post at the airport for business reasons.
Colton Coile presented to the authority a proposal for a Special FBO to
build 8 nested T-hangars at the airport. He said he has David Ryan, of
Hand Arendall, working out the agreement and it will have a "sunset
clause" where in 25 years these will revert back to the city. He said it
would be like a condo with each t-hangar being privately owned. He said
he plans to use Adrian Johnson, a well known contractor, to build them.
Sue asked that before any construction begins that Mr. Johnson at least
has a conversation with Barge, Waggoner, our engineers. Sue went on to
say a space is set aside for more t-hangars. Mike Ford asked when the
project would start and Colton said when the documents are completed, he
already has interested parties, possible 6-9 months completion. Sue
Mason moved to accept the project in principal, Mike Ford 2"d the motion
subject to negotiating the fee and getting a legal opinion/ethics approval
from the city attorney. Motion carried with abstention by Colton Coile.
Mike Baugh asked what impact this would have on the airport and Sue
said good, give more business to Teledyne. He also asked if this would
require any additional asphalt work and the answer was no. He asked
about the ethics issue which would be resolved by attorney's opinion and
taking business away from Teledyne and was told they have a waiting list
so it would in fact allow them to get more tenants. Mike Ford said he will
get with Tut Wynne and request an official opinion for the file. It would be
up to the board to police Colton on anything in relation to this.
There being no further business, meeting was duly adjourned.
