HomeMy WebLinkAbout01-27-2003 Regular MeetingThe Airport Board of the City of Fairhope held a special meeting on Monday, January
27, 2003 at 8:OOAM at City Administration Building, 161 N. Section Street.
Present: Sue Mason, Chairman; Mike Baugh, Colton Coile, Jack Nelson, Mike Ford,
Council Liaison; Tim Kant, Mayor; Betty Rivenbark, Secretary; Bryan Lewis,
Bing Miller Teledyne Continental Motors. Absent: Brad Harris, Khim Vira
Ms Mason addressed members and said that she had published an agenda and
Teledyne responded that they wished to change the order of the agenda. She asked
the pleasure of the board in doing so. They had no problem with changing agenda.
She went over series of events leading up to special meeting called today which began
in the spring of last year and subsequently led to letter in December to Teledyne citing
lease violations. Agenda items considered were as follows with each being considered
separately Ms. Mason would read the item and Teledyne offered a response as follows:
I. Resolve issues raised in Mayor letter to Teledyne and Teledyne response
A. Airplane sales and rental - Ms. Mason said she had been informed that
someone had wished to rent a plane and none was available. Mr. Miller said
they now have rental aircraft, did not understand it was a requirement but
thought it was an option. Truthfully they had been there since' 95 and never
intended to have sales and rentals. Discussion led to suggestion this might need
to be looked at later date to see if lease needed amendment. Bing Miller said he
would provide aircraft numbers to Ms. Mason.
B. Aircraft without tail - Lease specifies no salvage planes on premises, yet one
exists. Mr. Miller responded this belongs to Henry Dunlop, once belonged to his
deceased son and it has sentimental value for the family, he thinks he has
convinced them that it can only be used for salvage parts but it has been moved
out of sight.
C. Dead animals - Ms. Mason related on a number of occasions she has
removed dead birds from the premises and cited she had mentioned this to
Teledyne's staff to no avail. Solution, Teledyne agreed to police buildings once
a week.
D. Electrical service via external plug - Mr. Miller said noted individual had
claimed approval for this electrical service thru Riviera/Roy White who is now
deceased. Due to conversations back and forth this service is now outside the
T-hangar and is safe and useable. Mike Ford asked Mr. Miller to come up with a
plan to provide this service to T-hangar renters and come back to board for
approval prior to implementing.
E. Maintenance/grass cutting west of access road- Sue maintained this involved

Teledyne cutting all the way to the property line and that they were not cutting
enough. Bing responded that it was difficult to cut especially when wet, but that
they were doing it. Consensus was it needed to be cut at least twice a year, if
they did not agree get back with us.
F. Structures/fixed improvements - this involved north hangar and new roof has
been put on so it is definitely useable now, since April 2002..
G. Assignment of lease by Teledyne Continental Motors division to Teledyne
Continental Motors, Inc. - they have signed letter from Mayor of notification.
H. Rental to Mark Reed - Sent copy to Mayor of sublease. Action required by
board and Mike Ford moved to approve sublease to Mark Reek, Mike Baugh 2nd
and motion carried unanimously. (copy of sublease in file)
I. Landing aid lights - some confusion about lights being out and them notifying
the city, they said they dealt with Barry Fulford on this. They were asked to call
the city warehouse and have a memo typed up for the electrical department.
Also maintain a log when called and when fixed. They were asked would it
better to tear out not working lights and say they do not have? Mayor Kant
asked them to come up with a plan and get back with us.
J. NOTAMs - They told how they post NOTAMs but were also asked to notify us
of individuals authorized to issue NOTAMs so proper notice can be given to FSS
Anniston.
K. UNICOM radio- Several incidences were cited where they were not available.
Bing Miller said this has changed and they are available at the radio at all times.
Others added to list of contacts.
II. Discuss North Hangar, including Mayor's July 9, 2002 letter and Teledyne October
31, 2002 and November 5, 2002 responses. Bryan Lewis responded that something is
going on, he is not at liberty to say, they would like to hold on to it. In discussion, why
this came to this point, Sue reiterated again unsuccessful efforts to contact Teledyne
and work with them if indeed they wished to continue rent reduction due to economy
and possibility of them returning a portion of North hangar for industrial businesses
who had expressed interest in Fairhope airport. Mention was also made of losing
businesses interested in airport due to Teledyne's delays/non-communication. Mayor
Kant reiterated that he wished to see airport thrive with industry out there, use of north
hangar, that now it is an eyesore and we have had several industrial prospects come to
us and they had expressed interest in this building, being able to lease from city, not
sub -lease from Teledyne. Mike Baugh asked Mr. Lewis if his prospect did not work out

would they be willing to work with us to bring someone in. Mr. Lewis responded yes.
Mayor Kant stressed they are first class business, good tenant, we all want to work
together. It was suggested the Mayor, Sue Mason, Bryan Lewis and Bing Miller getting
together to share information. Mr. Lewis was agreeable to this but said he was going to
be out of town rest of week. Meeting to be set up for next week.
There being no further business, meeting was duly adjourned.
