The Recreation Board of the City of Fairhope met Wednesday, April 18, 2012, at 5:15 p.m. at the
Recreation Center located at 803 North Greeno Road.
Present were: Vann Saltz, Sherry Sullivan, Bob Keyser, Tom Kuhl, Jenny Douglass, Michelle
Smith, Erik Cortinas, City Councilman Mike Ford. City Executive Assistant Gayle Fogarty took
the minutes at the meeting. Absentees were: Derek Thomas and John Baker. Guests: City
Council President Lonnie Mixon, Mike McPherson and Mark Bernasconi
Chainnan Vann Saltz called the meeting to order at 5:20 p.m. The March meeting did not have a
quorum, so no official business was taken. The minutes from the meeting on Wednesday,
February 15, 2012 were reviewed and approved by 1st motion by Jenny Douglass, and 200
motioned by Erik Cortinas and unanimously carried.

Bernasconi-Mark Bernasconi is part of the Eastern Shore Master's Swimmers and wanted to
inform the group that he and another volunteer have a partnership with the Rotary
Youth Boys & Girls Club, to start a begins swimming class-The first class was
Friday, April 13 and will be held on Friday afternoons from 4:30-5:30 p.m. it is a 7
week course targeted at minorities.
Old
Business -Bob Keyser stated that discussion bas been ongoing with Mobile Soccer Club and
BLAST as potentially merging into one organization -on the travel level. A merger
would be a benefit to promote facilities in our area, as 150-160 teams come to town
each Spring. This is a benefit to the kids that want to play high school vs. travel
soccer. Season (includes: tryouts, practices, games, tournaments, etc.) runs from
June to December.
Ordinances-There was discussion of the dog park ordinances-needing clarification of all parks-
which are included? (golf, etc.) All athletic facilities should be included. Discussion
about #1 on proposed if the leash law is violated. Need to add no smoking. All parks
that include an athletic playing field or court:
-Founders
-Fairhope Municipal Park, Volanta Park
-Barnwell
-Stimpson
-Manley
Van Slatz expressed concern that Rec was not represented on committee appointed
by city council. Rec Board will have a presence at council meeting when the
ordinance is addressed. It was also suggested that no coolers be allowed during
scheduled athletic events. The Rec board appointed Jenny Douglass, Derek Thomas,
Vann Slatz and Sherry Sullivan to look at ordiance and report back to the the Rec
Board for approval and then present to council.
New Business-Manley & Founden
State
Tom Kuhl stated that he would like to finish the Founder's project before starting the
Manley Road project. A permit has been submitted with ADEM, looking at a week
to 10 days on wait time. Tom added that the Fairhope Tennis Association recently
held a tennis tournament. Also he added that the Rec Center is going well.
Vann asked about using bank draft or auto charge for monthly bill paying.
Tom added that Fairhope Tennis Association recently held a tournament. Bob
Keyser satated that break-in has occurred at the soccer and softball field
concessions. Security lights are not coming on and they need to look at security
lights on cession facilities. Tom stated that he will check on the lights.
Bob added that the building training facility-money is currently being solicited. He
has talked to FSTC and talked about making some space available for public usage.
Tournament Erik Cortinas gave an update on the Ozone State Tournament. Season ends May 26,
in July 2012. State Tournament planning meetings are underway. A meeting was held on
Sunday, 15, 2012 with the board, they will meet every two weeks up until six week
out from the tournament, and then they will meet weekly. The committee is working
to confirm donations and commitments from local businesses.
Opening Ceremony will be July 13 and games will play through July 19. It is a
sixteen team tournament and fourteen of them will be from outside Mobile and
Baldwin County. Each team will be assigned a host family. The tournament
committee confinned that a Mardi Gras parade in downtown Fairhope will take
place on July 14. Eric also noted that the winner from the Ozone State Tournament
would go onto the Dixie Youth World Series.
There being no further business the meeting was duly adjourned at 6:40 p.m.
The next scheduled meeting will be held Wednesday, May 16, 2012.

AN ORDINANCE TO PROVIDE FOR RULES AND REGULATIONS
FOR RECREATION AREAS INCLUDING FAIRHOPE MUNICIPAL PARK, VOLANTA
PARK, STIMPSON FIELD, FOUNDER'S PARK, BARNWELL AND MANLEY ROAD
BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE,
ALABAMA, AS FOLWWS:
SECTION I: APPLICABILITY
1. This Ordinance shall apply in all parks and recreation areas that have athletic fields under
the jurisdiction of the City of Fairhope. As used in this Ordinance, the term "person "
includes natural person, firms, and cotp0rations. Violators may be removed from the
park .
SECTION Il: RULES AND REGULATIONS FOR ALL PARKS AND RECREATION
AREAS INCLUDING ATHLETIC FIELDS.
2. No animals sbalJ be permitted on the playing surface of any athletic fields.
3 . The owner or person having custody of animals within the park shall be responsible for
removal of any animal solid waste.
4. All animals must be leashed.
5. No littering
6 . No glass containers
7 . No golf carts
8 . No golfing in the parks or on any athletic fields
9 . No profanity or vulgarity
10. No Smoking
11 . No weapons or controlled substances allowed in a recreational park
12 . No alcoholic beverages
13 . No bicycles or skateboards during scheduled activities with the exception of the Fairhope
Skate Parle
14 . No coolers allowed during scheduled athletic events
15 . Parle at your own risk
SECTION m SEVERABD.JTY
The sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and if
any phrase, clause, sentence, paragraph or section of this ordinance shall be declared
unconstitutional by a court of competent jurisdiction, then such ruling shall not affect any other
paragraphs and sections, since the same would have been enacted by the municipa]ity council
without the incorporation of any such unconstitutional phrase, clause, sentence, paragraph or
section .
SECTION IV. EFFECTIVE DATE
This ordinance shall take effect immediately upon its due adoption and publication as required by
law.
