HomeMy WebLinkAbout10-19-2011 Regular MeetingThe Recreation Board of the City of Fairhope met Wednesday, October 19, 2011, at 5:15 p.m. at the Recreation Center located at 803 North Greeno Road. Present were: Vann Saltz, Sherry Sullivan, Bob Keyser, Michelle Smith, Derek Thomas, Tom Kuhl, and Erik Cortinas. City Administrative "Assistant Pandora Heathcoe took the minutes to the meeting. Absentees were: City Councilman Mike Ford, John Baker, and Jenny Douglass, . Chairman Vann Saltz called the meeting to order. The minutes from the meeting on Wednesday, September 21, 2011 were reviewed and approved by I" motion by Bob Keyser, and 2"d motioned by Derek Thomas and unanimously carried. Daphne— Tom Kuhl reported that approximately 6,000 were in attendance for the Fairhope Daphne v Fairhope High School football game. TV crews did an excellent job as Football did the clean up process afterwards. There were a few issues with parking and vehicles being towed from Volanta but for the most, everything went very well. Tom Kuhl — Tom reported that he is getting the proof of insurance from the various leagues and everyone is almost up to date turning them into him. Youth Tom reported that Youth Football is certainly off to a great start this year. Football Soccer Bob Keyser reported that there is going to be a BLAST Halloween tournament which 82 teams have signed up for. Hotels in Fairhope and Daphne have been filled as a result of this tournament. Over 1,000 participants plus families totaling 5,000 visitors in all are expected over the week -end. Bob Keyser also reported that there is a desire to level fields 5, 6, &7 at Founders Field and make it all one field. There has been approximately $5,500 raised between BLAST and FSL towards this project. Discussion was brought up to make a motion to have grade shots of these fields and write up a plan to present to the City. This motion was reviewed and approved by 1" motion by Derek Thomas, and 2nd motioned by Erik Cortinas and unanimously carried. Sports Tourism — Sherry Sullivan gave an updated report on sports tourism. Rick Kingrea, City Council member had requested a consultant to come in to meet with Tom Kuhl, Erik Cortinas, Bob Keyser, Kevin Grimes and Sherry to discuss sports tourism for the City of Fairhope, which they did. 1 Master — Michelle Smith reported on the first Master Swim Team tournament held on Swim October 16, 2011. She reported that approximately 50 swimmers Team participated with some coming from as far as Louisiana. She also reported that awards were given and the participants had great reviews for the pool, facilities, and staff. New Business — Erik Cortinas reported his concerns with the new ADA guidelines and regulations and the effects they have on Parks and Recreation. Tom Kuhl added that he has received an email from Gregg Mims, City Administrator which stated Gregg and Jonathan Smith, Planning and Zoning Superintendent had researched this and the City is not required to meet these guidelines on March 15, 2012 as previously stated. Erik Cortinas also reported the First Annual USSSA Fairhope Fall Classic Tournament coming up November 4, 5, & 6. These baseball tournaments will be held at the Fairhope Municipal Park. Erik Cortinas and Vann Saltz are on the agenda to make their presentation to the City of Fairhope Financial Advisory Committee on Monday night, October 24, 2011. A discussion was brought up concerning an ADECA grant, its culling process and the property on Manley Road being leased to a local farmer. The board discussed asking the City to fund the $30K that the ADECA grant is to provide, since the grant was not expected to be received until May 2012, and work needs to start before then. Once the grant is approved, the grant money can reimburse the City for the pre -payment of the $30K. Discussion was brought up to make a motion which was reviewed and approved by 1" motion by Bob Keyser, and 2"d motioned by Derek Thomas and unanimously carried. The boards further discussed requesting the City Council not lease the Manley Road property, and instead utilize $60K of impact funds to survey the property and begin preliminary planning for development of the site. There being no further business, on motion to adjourn by Is' Derek Thomas, 2"d by Bob Keyser and unanimously carried, the meeting was duly adjourned at 6:30 PM. You probably need to give Rec Board an update on FYBL/ADECA on Wednesday and get their blessing so you can tell Council they are have endorsed everything. You are correct, ADA is targeting recreation this year. I know Pandora has some information from an ADA compliance seminar she went to. The advantages will be: One more full sized field so we could rest field one from time to time. We could get one more small rec field. Maintenance would be easier. We could bring 6 more older teams to our tournament helping the local economy. Middle school girls and boys could each practice on a full sized field at the same time. The only hindrance will be cost and effort. We would like to get drawings so we use the dirt we have and do not have to haul any in or out, and also so we know the drainage will work. In essence so we know what we are getting in to. Please let me know what you think. If feasible we would like to get the work done after the rec season. For example, on or after March 15, 2012, reservations staff (of a hotel or a third party) will be required to identify accessible fea- tures in guest rooms (e.g. guest room door widths and availability of roll -in showers) and other hotel amenities in sufficient detail so that an individual with a disability can make an independent assessment whether the hotel meets his or her accessibility needs. On or after March 15, 2012, all newly con- structed or altered facilities must comply with all of the requirements in the 2010 Standards. If elements in existing facilities already com- ply with corresponding elements in the 1991 Standards and are not being altered, then entities are not required to make changes to those elements to bring them into compli- ance with the 2010 Standards. For example, it cannot use the 1991 Standards for the building's entrance and the 2010 Standards for its restrooms. On or after March 15, 2012, public entities must comply with the 2010 Standards in making architectural changes to achieve program accessibility and for all new con- struction and alterations. On or after March 15, 2012, public entities must consider the supplemental require- ments (such as swimming pools, play areas, and fishing piers) in the 2010 Standards to assess compliance with program accessibil- ity. If elements in existing facilities already com- ply with corresponding elements in the 1991 Standards or the UFAS and are not being altered, then title II entities are not required to make changes to those elements to bring them into compliance with the 2010 Stan- dards.
