HomeMy WebLinkAbout07-20-2011 Regular MeetingThe Recreation Board of the City of Fairhope met Wednesday, July 20, 2011, at 5:15 p.m. at the
Recreation Center located at 803 North Greeno Road.
Present were: Chairman Vann Saltz, Bob Keyser, Michelle Smith, Derek Thomas, Tom Kuhl,
Liz Chandler, City Councilman Mike Ford. City Administrative Assistant Pandora Heathcoe
took the minutes to the meeting. Absentees were: John Baker, Jenny Douglass, and Erik
Cortinas.
Chairman Vann Saltz called the meeting to order. The minutes from the meeting on Wednesday,
June 15, 2011 were reviewed and approved by 1st motion by Bob Keyser, and 2"d motioned by
Derek Thomas and unanimously carried.
5-Year — Erik Cortinas was absent, however he did convey the message that the 5-year plan
should be fine the way it is because at the last meeting items were put in priority
order with estimated cost amounts.
Tom Kuhl — Tom reported that they are getting ready for both soccer and football seasons.
The first football game is scheduled for August 251h. Youth football is getting
their scoreboards up.
Liz
Chandler — Liz reported the new gym floor is in so opening day will be next Monday, July 25tn
She also reported the Color Guard will be coming in the first week of August. She
said everything is working very well and the membership is now up to 4,450
members.
New
Business — Guest Grant and Gaines Zazour were introduced with their thoughts on creating a
kickball league in Baldwin County. Grant Zazour described the league they have
created in Mobile County and their use of the Chandler YMCA fields. He also
brought a write up in the Mobile Press Register describing the creation of the
league and its response numbers so far. Their leagues would be Fall -Spring
Summer and membership is available online. Grant went into detail how the
league works: out of the fees collected they take out the cost of renting fields,
payments for the referees ($15/hour), payment for the league's insurance, and the
cost of placing lights (if needed). Grant did say that he and Gaines both receive
payment for their services from this fund. Liz Chandler was going to attend their
next game, Thursday July 21, 2011 to see how many people are there and possible
talk to the YMCA as to what fees are being charged. The committee decided to
hold this over until the next meeting in August for further discussion.

Sherry Sullivan supplied an email she received from the Fairhope Tennis
Association with their issues and concerns pertaining to the tennis courts. This
was given to each committee member for review. No discussion was issued on
this topic.
Bob Keyser reported that the new soccer championship sign that was erected at
the entrance of Fairhope is too small and another one has been ordered.
Bob also reported that soccer registration is now open and opening day is October
10, 2011. He also reported that the school Draw Down is scheduled for October
15, 2011 and the Halloween Blast tournament are scheduled for October 22°d and
23`d.
Michelle Smith brought up discussion that FAST is done with their swim
practices and meets; therefore the Master Swim Team would like to begin
practicing twice a week beginning on August 1". She also state the By -Laws
have been approved by the committee and council. She would also like to
purchase a banner and smaller signs designating open membership to the swim
league and possibly have a monthly lunch for the swim members. She also
reported that they are required to have one swim meet and they would like to have
it the week -end of October 15'h and 16`h. Vann Saltz told her to get with Tom
Kuhl to work out both the schedule and the swim meet times.
There being no further business, on motion to adjourn by I" Bob Keyser, 2°d by Derek Thomas and
unanimously carried, the meeting was duly adjourned at 6:30 PM.
The next scheduled meeting will be held Wednesday, August 17, 2011.

RE: Request for additional Tennis Courts
Greetings:
We are writing to you on behalf of the members of the Fairhope Tennis Association. The
Association is seeking consideration from the City to install six additional tennis courts at
Stimpson Field and to suggest a proposed completion date for the project. Our members
believe that the facts show that the current six courts are not sufficient for the number of
tennis players in Fairhope and that the need for additional courts is becoming even more acute.
The recently completed Fairhope Open Tennis Tournament attracted more than 100 people —
and over 80 persons have joined FTA — just since March 2011. When we build these courts, we
can compete with facilities like Mobile and Gulf Shores to attract tournaments. And if we build
soft (clay) courts, the city can charge annual and/or hourly fees for income generation.
We are asking for the courts for the following reasons:
1. The original master plan envisioned 9 to 12 courts on the property but only 6 courts were
built. We believe that the plan is still viable and that funding can be assisted through grants
from the US Tennis Association and other sources.
z. The courts are used daily for league play and practice, lessons, drop in groups, and
scheduled games. The courts are full on weekdays and people regularly end up waiting on
the sidelines; we have had occasions when as many as twelve people have been waiting to play -
especially on weekends. It has also been noted that parents who bring their children to play on
Saturday often leave without playing due to lack of court space.
s. The Fairhope High School tennis team practices and plays there now. There are plans for
Fairhope Middle School to begin playing and practicing there in the fall.
a. Additional courts would allow the park to pursue tournament organizers to schedule their
events in Fairhope. More events would benefit the goal of sports tourism. New people
come to play and also bring family and friends to watch matches. They stay in town, eat
meals here, and shop, all of which bring additional revenue to the city.
It is possible with additional courts, arrangements could be made with Bayside Academy and
Faulkner State College to hold their tennis matches in Fairhope, which could be additional
sources of revenue for the park and the city.
The six current courts are hard courts. Due to the age of many of our members we would prefer
a clay or composition court since it is easier on aging joints. A soft court would also be more
appealing both to tourists and retirees looking for a place to relocate. The cost of clay courts is
more expensive but clay provides significant revenue streams and health benefits for adults.
FTA members have met with Mr. Tom Kuhl (Parks & Recreation) and discussed the need for
additional courts and related issues with him.

The court construction budgets do not include site work, base work, engineering, water service, or electrical service. The budget

Thank you for the opportunity to help with pricing the proposed new tennis
court construction at Stimpson Field. I am glad you like the courts at The
Colony! I enjoyed working with all entities involved in that project very
much. Brian Jordan, the Director of Tennis, and I continue to collaborate
on maintenance and other dynamics of the facilities performance. He is one
of the best and most diligent at clay court maintenance.
The pricing we are providing is for what we call "narrow" court
configurations and includes 6000 watts of light per court as opposed to
potentially as much as 8000 watts per court for "championship" lighting.
The lighting style is "environmentally friendly" with minimal light
reflection or spillage into the adjacent areas. All tennis court
construction by us conforms to standards for court construction set forth
by both Lee Tennis Products/Har-Tru Corporation for Hydrocourts or by The
American Sports Builders Association. We are members and are certified
tennis court builders.
Should we be fortunate enough to advance the project forward towards a
formal proposal request from you, I will be available to discuss all
details and aspects of construction of your new courts. All material
thickness and or quantities and specifications shall be clearly detailed
for the quality finished work we will deliver.
I live in Daphne, Al with my wife Leigh and my two step children. I
believe Grahm may have had some instruction from you at one time and
really enjoyed your style of coaching. Grahm has been more interested in
football and basketball as he progressed through highschool. I was the
fulltime "onsite" construction manager for the Colony at The Grand project
tennis court construction and would be working in the same capacity on
your project as well.
