Present were :, Chairman Vann Saltz,, Michelle Smith, Erik Cortinas, Sherry Sullivan, Tom Kuhl , Liz Chandler, and City Councilman Mike Ford. City Administrative Assistant Pandora Heathcoe took the minutes to the meeting. Guest: Charlene Lee from SmartCoast Absentees were : Jenny Douglass, Derek Thomas, John Baker, and Bob Keyser . Chairman Vann Saltz called the meeting to order. The minutes from the meeting on Wednesday, February 16 , 2011 were reviewed and approved by 1st motion by Erik Cortinas, and 2nd motioned by Michelle Smith and unanimously carried. Smart Coast -Michelle Smith introduced Charlene Lee from SmartCoast who discussed a new division"Healthy Coastal Connections ." Healthy Coastal Connections is based upon a study performed by New York City which improves the streets for pedestrians along with motorists. A bicy cle ride is scheduled for Sunday, May 1st to begin from Page and Palette in Fairhope and will end at Lulu's Restaurant in Gulf Shores, All proceeds go to the Healthy Coastal Connections project. Michelle Smith currently sits on the HCC Committee and Vann reported that she can be the liaison between the Committee and the Rec Board Committee. Baseball -Tom Kuhl reported that opening day last week-end was jammed packed and went very well. He also reported that the little league soccer is getting ready to kick off as well. Rec Center -Liz Chandler reported that pre-bids are scheduled to begin next week for the back gym floor. The carpet will be pulled up and replaced with wood. The aerobics will be moved to the back gym once the new flooring is installed. 5-Ye ar -Erik Cortinas is continuing to work on the 5-year plan. He reported that he has spoken to the presidents of each individual league and also met with Derek Thomas, Michelle Smith, and Dick Sherrin to discuss those concerns. He brought aerial shots of each facility that the City of Fairhope Recreation Center has which showed the engineering of the 40 acre Manley Road property, Stimpson field , the Volanta parks, and the football fields at Barnwell. He reported what each league suggested as their needs within the next five years. Vann asked him to continue to work on that in preparation for reporting to the City F AC Committee in June. Erik said he would and will bring further results to the next Rec Board Committee meeting in April. 1 New Business: Rental-Sherry Sullivan reported that a church wants to rent the stadium for a crawfish boil on May 29th . The stadiwn has never been rented to an outside organization in the past and it will be rented for $500 . They have a band they would like to set up on the track and they have an outside cleanup company who will cleanup afterwards. There being no further business, on motion to adjourn by 1st Erik Cortinas, 2 nd by Michelle Smith and unanimously carried, the meeting was duly adjourned at 7: 10 PM . Plan was for the list to be reviewed and prioritized by the school administration , but that hasn 't happened yet David Faulkner, Beverly Thomas, Tommy Faust and I did the walk-thru and created the list. David and Bever1y were going to get with the rest of the coaching staff and see if there was anything else to add, and then prioritize. I sent a note earlier that we've got a game tonight at 5:30, so I'll be late at best. I'm getting pulled into the varsity side more and this is a pretty important game for getting our mental state corrected , so I'm going to tend to that first. A couple of thoughts that I've heard, and want to share my thinking on them ... Manley Road - I think a 9 or 10 field soccer complex with two high school baseball fields is a good route to go. We can do pervious parking (crushed stone) that will significantly cut down on the stormwater management that will be required . A single, two-sided concession with meeting space upstairs and integral storage will reduce our building footprint. and give some additional capacity that can support baseball or soccer tournaments. Can add running trail around the perimeter. I've heard discussion of add ing discus golf .... we'd just need to plan that carefully so we don 't run into conflicts between soccer/baseball activities and the golfing folks. Since we're trying to maximize the number of fields and the ability to change wear patterns by rotating fields from east-west to north-south, fitting in a good 9 hole course may be a challenge . Certainly worth the consideration and a hard look. Founders -Would still like to see fields 5 , 6 and 7 leveled into a single field . That provides another full- size field for HS soccer practice in the spring , and a football fiefd in the fall . 3 full size football fields in the fall (along with practice space on the existing fields 2 and 3), and a practice field adjacent to the school for soccer practice in the spring. rt also will hefp with HS and MS football practice in the fall . As soon as Manley Road is up to snuff, move HS baseball to those new fields and turn the existing HS field over to Little League. Regardless of what happens at the high school, the Intent is for football and soccer to continue to play their matches at Volanta in the stadium. There probably needs to be a discussion on track/cross country. I know Tim Yahr would love to be able to train and compete on campus . If that's the case, then it would reduce the need to maintain and repair the track at the stadium . I don't see that happening in the near term , however. Hopefully catch you ton ight. ... From 2006-2011 , Spring baseball player registrations have increased from 576 to 708 , an increase of 20% in 5 years . All of the current fields are in need of extensive repairs and renovation to the fencing and playing fields. For 2011 alone, the volume of use consists of a total of 985 games played on 6 fields from mid March to late May, plus another 380 games for fall baseball from August until November. This does not include practices on these fields as well . The following items have been identified by the FYB Board as needed repairs: • All 6 scoreboards need to be replaced. The Ctty Electric Department has had to resort to taking parts and pieces from different scoreboards to make the others work during year ending tournaments. • . The infield grass on all fields needs to be stripped so that the contours can be evened out and the bases can be set for play by multiple divisions within the league. • A new Dixie Boys fiekl (300') needs to be constructed and the current Tee Ball field needs to be resized for Peanut play. This will allow the demolition of the current DB field , thereby allowing a new Ozone and a new Minor field on the current Dixie Boys field site. This would also allow construction of 2 new tee ball fields on the current Minor field site. There would have to be accompanying batting cages for any new Dixie Boys, Ozone, Minor and Peanut fields . If these changes are accomplished, the front field by Volanta Ave can be deleted and converted to parking for the entire park complex. • The chain link backstops at the Minor, Ozone and Dixie Boys fields needs to be replaced with 3' block wall, support posts and netting similar to the high school field . This eliminates deterioration and maintenance issues with chain link backstops: • Approximately 35% of the fencing forming the foul lines and dugouts needs to be replaced as it is rusted and damaged. • The meeting room above the bathrooms has a roof leak that is causing water damage and mold on the meeting room ceiling • The current storage rooms need to be renovated and combined into a single room for more efficient use of the space available . • The HVAC in the concession stand needs to be proper1y repaired so repair is not a yearly event. • Temp fencing needs to be purchased fo r use on the Dixie Boys field when converted to use for Minor or Ozone play. • New metal bleachers are needed throughout the park due to disrepair and a lack of spectator seating . Fairhope Recreation Board 5 Year Plan Worksheet Facility: Majors Field-Varsity baseball Use: FHS freshman, JV and varsity baseball Year Built/ Renovated: Number of participants at facility: Notes: Volante Park houses the playing fields for FHS freshman , junior varsity , and varsity baseball teams as part of the overall complex . The field is a long standing part of the park, I was unable to determine the exact age. The vast majority of the associated buildings have been constructed with money raised by the Booster Club . The following items were identified as in need of upgrade or repair: • Concrete bleachers are needed in place of the current metal bleachers for less deterioration and maintenance, and increased seating capacity . • The current field house has water intrusion , mold and tennite concerns . The building needs to be thoroughly inspected and a full list of repairs prepared . • Upgrade of the mechanical systems in the concession stand and field house as needed • Renovation of the existing dugouts to accommodate a sunken design as Is typical in other baseball fields . • Improvement and maintenance of the landscaping around the bleachers and at the park gates 249 Fairhope Recreation Board 5 Year Plan Worksheet Facility: Barnwell Use: youth football, adult soccer league, 2 softball fields not in use Year Built/ Renovated: Number of participants at facility: approx 300 Notes: The property at Barnwell is currently leased by the City of Fairhope and is the site for the Fairhope Youth football league, an adult soccer league and is the former site of the adult softball league. The site has 2 football fields and a concession stand that is under construction by the youth football league. 247 In speaking with Troy Turner, the following items were identified as repairs/ upgrades that are desired for the site: • Assistance with completion of the concession stand currently under construction • Goal posts to be installed for each of the football fields • Scoreboards for each of the football fields • A secure storage facility to house the leagues equipment • Tluid .fuld Fairhope Recreation Board 5 Year Plan Worksheet Facility: Founders Park-softball Use: youth softball, FHS softball Year Built/ Renovated: Number of participants at facility: approx 160 Notes : Founders Park is split into two components--softball and soccer fields . The softball complex consists of 4 fields for youth softball and 1 field designated for FHS. The site is capable of and has hosted tournaments in the past, which contributes to the proposed Sports Tourism program that has been discussed . I contacted Jason McKenzie of the Fairhope Softball League and he stated that the league is very happy with the facilities and that it meets the needs of the league . He did mention some maintenance items and damage that needs to be addressed : • The door on the concession stand/ storage room swings into the room {right hand swing). The door has been kicked in and items stolen from the concession stand on multiple occasions . This door and frame need to be replaced with an out swing (left hand swing) metal door and frame to allow the building to be properly secured. • The press boxes for each field were constructed directfy on top of the sidewalk concrete pad that was poured around the concession stand with no independent building slab . This resutts in the building sitting directly on grade, which further results in the ground floor storage areas in each press box flooding during any rain event. A waterproofing company needs to be retained to property waterproof the lowest 12• of each building to prevent flooding and resultant damage to the equipment stored inside . • There is a recurring problem with backup in both men 's and women 's bathrooms. A plumber needs to be retained to find the source of the problem and correct it. Fairhope Recreation Board 5 Year Plan Worksheet Facility: Majors Field-Volanta Park Use:FHS football and soccer, Senior Bowl Year Built/ Renovated: bleacher repairs 2010 # of participants at facility: Notes: Majors Field is part of the Volanta Park complex and provides a playing field for FHS football, FHS soccer and an annual practice field for the Senior Bowl . The home side bleachers were repaired in 2010 to prevent sett1ement and shifting . It is the largest single playing field in Fairhope . The following issues are badly in need of attention: • Main concessions stand is in need of complete replacement. It is far too small for FHS sporting event operations, and there are recurring problems with rodents and food storage in the building . In addition, the air conditioning does not function and the building is extremely uncomfortable during most of the football season for the numerous Booster Club volunteers that work the sporting events. • The visitor's concession stand in need of upgrade for security, HVAC, and rodent proofing as well. • This is not a complete list; further input is needed and has been requested. , Tr~ ? i1t1ti ?
