HomeMy WebLinkAbout08-18-2010 Regular MeetingThe Recreation Board of the City of Fairhope met Wednesday, August 18, 2010, at 5:15 p.m. at the Recreation Center located at 803 North Greeno Road. Present were: Chairman Vann Saltz, Sherry Sullivan, Tom Kuhl, Derek Thomas, City Council Member Mike Ford, John Baker, Michelle Smith, and Erik Cortinas. City Administrative Assistant Pandora Heathcoe took the minutes to the meeting. Absentee were: Jennifer Douglass, Hank Mullins, Liz Chandler and Brittany Hoover. Chairman Vann Saltz called the meeting to order. Since there was not a meeting held in July, the minutes from the meeting on Wednesday, June 16, 2010 were reviewed and approved by lst motion by Erik Cortinas and 2"d motioned by Derek Thomas and unanimously carried. Vann Saltz — Brought up the new `Equitable Use of Rec Facilities Committee" that has recently been formed and the purpose of their meetings. Their purpose is to discuss the City of Fairhope Recreation Facilities, how can these facilities profit from existing memberships, how can Fairhope promote sports tourism to Fairhope (camps, tournaments, etc) to increase revenue for both the City of Fairhope and area merchants. Those members that were present at one of the meetings explained these discussions and mentioned that golf was not discussed at that meeting. It was recorded that the committee has decided to leave youth sports alone and that the High School had not been discussed to date. This new committee has been discussing whether to change the Rec fees to reflect different amounts for those who live in the City limits and those who are in the school district. It was also determined that the Capital Improvement fund is now gone. Tom Kuhl — Tom updated everyone on the bleachers and how far the new contractor is on completing the work to repair them. He also explained that the first initial contractor who won the bid to do the work did not have a General Contractor license registered with the State of Alabama, causing the City Council to award the work to the second lowest bidder. East Coast Construction has the bleachers in place and is now drilling holes to install the screws in to the bleachers. The contractor does feel that they will have all the work completed by September 5th. 1 Rec Center — Liz Chandler was absent so Tom Kuhl issued a very brief report. The Rec Center revenue is close to $300,000 since the doors initially opened. He said that he had some research and did not feel that the Rec Center was competing with any other outside fitness centers because we offered more of a family atmosphere than that of a fitness center. Nix Center — Sherry Sullivan reported that the seniors are enjoying being able to use the indoor track. They -have requested that they could use it all year round. New Business: Sherry — Sherry reported that a new brochure has been created which shows all the parks located in Fairhope. The creation was by the City of Fairhope Environmental Board and printing was privately funded with the Single Tax Corporation assisting with the funding. She also showed a new program for a tobacco free environment at all of the recreation parks. She requested that the "Young Lungs at Play" signs be posted at the Parks and Recreations fields with the exception of the golf course. It was approved by 1st motion by John Baker and 2nd motioned by Derek Thomas and unanimously carried. Tom — Tom brought up discussion on the 40 acres (Manley Road) out near the high school. He said that several ideas need to be given to the Council as to how it should be developed. Vann suggested that another five-year plan been done to update the last one. Sherry brought up that maybe the strategic plan should be revised to fit in with the five-year plan and the sports tourism issue. She also suggested that maybe a sub -committee should be created to re -view the strategic plan and everyone agreed. It was decided that the sub -committee would consist of: Hank Mullins — Chairman Erik Cortinas Dennis Sherrin Bob Keyser Derek Thomas Michelle Smith It was also discussed that the property on Manley Road development should consist of soccer fields and two (2) High School Baseball fields because youth football is satisfied being on the Barnwell property. This league is in the process of installing toilets and concession stands with the assistance of the Hispanic Soccer league that also uses the property on the week -ends. Michelle Smith commented that she had contacted a few of the leagues requesting information concerning what each of the individual needs was for that league. She passed out a matrix she had created to complete for each league to use as a reference for development ideas. The next meeting was scheduled for Wednesday, September 15, 2010. Some of municipalities may already have policies in place and if so, we would like to enhance their policy by offering them Young Lungs at Play signs to place in these areas. I have attached a picture of the metal sign. We already have signs in place in Pike, Barbour, Montgomery City, Montgomery County, and Guntersville. If municipalities don't have tobacco free parks, playgrounds, or ball fields, we would like to help them with a policy to allow all children to be able to participate in a smoke -free, litter free environment. Thanks for your help, Sherry MODEL ORDINANCE PROHIBITING TOBACCO USE IN ALL RECREATIONAL SETTINGS (ANY PLACE FOR PHYSICAL ACTIVITY) Be it ordained by the be known as the (insert city council of city), this Article shall (insert city name) Tobacco Free Ordinance. The following rules and regulations shall apply in all settings located within the city of (insert city name). Smoking and all forms of tobacco shall be prohibited in all of the following areas without exception. 1. Enclosed Areas — meaning all space between a floor and ceiling that is enclosed on all sides by permanent or temporary walls or windows (exclusive of doorways), which extend from the floor to ceiling. 2. Playground — meaning any park or recreational area designed in part to be used by children that has play or sports equipment installed, or that has been designated or landscaped for play or sports activities, or any similar facility located on public or private school grounds, or on (insert city name) grounds. 3. Sports Arena — meaning sports pavilions, stadiums, baseball fields, soccer fields, football fields, softball fields, gymnasiums, health spas, boxing arenas, swimming pools, roller and ice rinks, bowling alleys, and other similar places where members of the general public assemble to engage in physical exercise, participate in athletic competition, or witness sports or other events. Violation of this ordinance shall constitute a misdemeanor in the city of (insert city name) and shall be punished in accordance with the misdemeanor ordinance of the city of (insert city name). Absentee were: Liz Chandler, John Baker, Tom Kuhl, City Council Member Mike Ford and Brittany Hoover. Chairman Vann Saltz called the meeting to order. The minutes from the meeting on Wednesday, August 18, 2010 were reviewed and approved by 1st motion by Derek Thomas and 2nd motioned by Erik Cortinas and unanimously carried. Vann Saltz — Reported that Tom Kuhl is out sick, however Tom has given Vann a few items to be read as updates. Vann also began the meeting discussing the changes the City Council made to the pool fees, the golf fees, and the resolution passed at the last City Council meeting. Stadium — Reading from Tom Kuhl's report, Vann reported that the repairs to the stadium bleachers is complete. The final inspection was performed by Volkert on August 24, 2010 with Tom Kuhl present. The work is deemed to be satisfactory by everyone and there have been two home football games held so far without any problems. Youth — The building at the Barnwell field is not complete however it was useable for the Football Youth Football "Pride Night" held on September 2, 2010. There were 1,500 tickets initially sold however volunteers reported they were still taking money at the gate. There was a huge turnout with lots of fireworks and volunteers. Young The City Council is moving forward with the "Young Lungs at Play" program. Lungs at Play They did not rule on this at the last City Council meeting but are holding it over for the next meeting September 27, 2010 so changes can be made to the ordinance and it will be voted upon then. Skateboard — Vann read an email from a teenager to the Mayor concerning the skateboard Park Park on Volanta Avenue. The requests were from the BMX bicycle riders and the skateboarders who use the Park. They were requesting additional pips and ramps. The Rec Board agreed that the people using this Park need to start taking care of what they have first before requesting additional equipment. Trash and other items are being left on the ground at the Park, and sections of the fence have been taken down at certain times. Rec Center — Liz Chandler was absent as was Tom Kuhl, therefore a financial report or status report for the Rec Center was not available. Sports Leagues — Erik Cortinas reported that the opening day for the soccer league was huge. Billy Langford is President of that league. Fall Ball has 24 teams this year. (13 from Fairhope, also teams from Daphne and Central Baldwin are participating also) New Business: Hank Mullins Hank Mullins turned in his resignation from the Rec Board effective immediately. Vann requested copies of the applications that were submitted to the City Council for consideration prior to Hank's re -appointment so the Rec Board could review them and submit their nominations to the Council for Hank's replacement. Sherry — Sherry reported that at the last Rec Board Equitable Committee meeting, Dr. Beverly Thomas, Principal from Fairhope High School, was present to explain the relationship between the Rec Center and the schools. Rick Kingrea, City Councilman, explained that any fees for this year would not change, however that did not mean they would not change next year. The Committee did discuss sports tourism and said that softball packets were being made up and would be mailed soon. Eddie Boyett is in charge of contacting each of the leagues and Charlie Langham is in charge of contacting all the high school coaches. Rec Center — Michelle Smith brought up the possibility of the Rec Center offering corporate membership rates and packages. She asked how it worked because she has had several inquiries from people wanting to know if the Rec Center offered them. She said she would get with Liz to discuss it more before the next meeting. 2 Erik Cortinas Reported that he was concerned that there were some people riding horses through the skateboard park and the baseball fields last week. He was not sure who they were or where they came from. 5-Year — Since Hank Mullins resigned from the Rec Board and was the original Chairman Plan for this committee, Erik Cortinas became the new Chairman. We have major issues that are needed such as our sewer plant upgrade and street paving. He went on to say "it is hard to say no. But, we must say no. You should see where your tax money is going." City Administrator Gregg Mims addressed the City Council and briefly went over the detailed list of money saving issues. He mentioned the City had approximately 96 personal printers and how high the cost to maintain each was, such as the printer cartridges. Mr. Mims said he thinks these can be reduced to around 20 printers which could save $45,000 on printer supplies. Another issue mentioned was the security gate at the warehouse and we have had the same keys for 30 over years. Mr. Mims requested permission for the City of Fairhope to prepare Request for Bid Proposals (RFPs) for Custodial Services, Fleet Maintenance, Sales Tax Collection, and to hire a Firm or Firms to help with Collection of Outstanding Fines and Utility Fees. After further discussion, Councilmember Ford moved to grant the request for the City of Fairhope to prepare RFPs for the above mentioned items and to hire a firm or firms to help with collections of outstanding fines and utility fees. Seconded by Councilmember Stankoski, motion passed unanimously by voice vote. Councilmember Stankoski moved to authorize the City of Fairhope to hire Slaughter Construction Company, Inc. to repair leaks around three incoming pipes in the manhole on North Creek Circle cul-de-sac in Rock Creek. Seconded by Councilmember Kingrea, motion passed unanimously by voice vote. Councilmember Stankoski moved to deny waiving fees for Mobile Bay Keepers for $1500, Eastern Shore Toyota for $150, Bay Shore Ballet for $2399, and Jitterbug Theatre for $4250. The fee waivers were for use or intended use of the parks, streets, and Civic Center. The motion was seconded by Councilmember Ford. Erin Reimer from Mobile Baykeeper addressed the City Council and stated two-thirds of the participants are out of state, this is our largest fund raiser, 37 states were represented, and 100 rooms were rented in Fairhope. We contribute to the Gulf Coast Trailblazers, Gulf Coast Triathlons, Camp Rap -a -Hope, and the Mobile Baykeeper. After further discussion, motion failed by the following voice votes: AYE — Stankoski. NAY — Quinn, Mixon, Ford, and Kingrea. Councilmember Quinn moved to grant the request waiving fees for Mobile Baykeeper, Eastern Shore Toyota, Bay Shore Ballet, and the Jitterbug Theatre. Seconded by Councilmember Ford, motion passed by the following voice votes: AYE — Quinn, Mixon, Ford, and Kingrea. NAY — Stankoski. Council President Mixon announced that there were three positions vacant on the Fairhope Recreation Board. Votes were taken by all Councilmembers for three out of the eight applicants and the following were the tabulated votes from the first round: 5371 24 May 2010 Eric Cortinas (5), Robert Keyser (2), Jan McElroy (2), Hank Mullins (3), Jenna Smart (1), Michelle Smith (2). Charles Diard, Jr. and Kevin Grimes did not receive a vote. Eric Cortinas and Hank Mullins were appointed for a 5-year term based on the votes. The following were the tabulated votes from the second round: Robert Keyser (1), Jan McElroy (2), and Michelle Smith (2). The following were the tabulated votes from the third round: Jan McElroy (1), Michelle Smith (3). Michelle Smith was appointed for a 5-year term based on the votes. Councilmember Quinn abstained on the third round voting. Councilmember Kingrea introduced in writing, and moved for the adoption of the following resolution, a resolution to award the RFQ for an Underground Primary Conductor for the Electric Department (RFQ No. 009-10). Seconded by Councilmember Stankoski, motion passed unanimously by voice vote. Vann Saltz — Introduced guest John Brandon. Mr. Brandon has a son who plays in the Youth Football League in Barnwell. He was concerned with the foul language used by the coaches at the field and also brought along a Code of Conduct agreement he was required to sign to coach soccer. He thought the Youth Football might want to use it as a guideline for the next year season. It was also recommended that the Youth Football League create a board for the next season. Mr. Brandon also submitted a copy of a five page letter from his wife voicing her concerns as well. Tom Kuhl did attend several games to observe and the Board also advised Mr. Brandon that the Youth Football League President, Jason Hall and Tyler Turner did come to City Hall and met with Mayor Kant the previous day to discuss various issues. Stadium — Vann reported that the repairs to the stadium bleachers is complete. Young The City Council approved the "Young Lungs at Play" program. The posters Lungs at Play have been ordered and should arrive very soon for installation. Skateboard — Erik Cortinas reported that he has not seen any more horse riders near the park. Rec Center — Liz Chandler gave the financial report in Tom Kuhl's absence. Since September 2009, the Rec Center now has 2,936 members and has reported $296,695.60 in revenue. The new rates approved by the City Council began October 1 St. Those members affected by this rate change were determined by a city map showing who currently receives city trash pick-up. Bids for the new basketball court floor will be going to the architect November 8tn The new road off of Volanta has been completed, however still waiting on 2-way signs to come in for installation. This road was completed with grant money. It was suggested that the volunteer fire fighters should receive a 25% discount on their membership like the city employees currently do. It was suggested that this be added to the next City Council work session. This was approved by 1 St motion by Erik Cortinas and 2nd motioned by Michelle Smith and unanimously carried. Sports Leagues — Erik Cortinas reported that gall ball was good. The players will currently have to play in the league that they will be playing in next year. Fall Ball has 24 teams this year. (13 from Fairhope, also teams from Daphne and Central Baldwin are participating also) New Business: Vann Saltz Due to Hank Mullins submitting his resignation from the Rec Board, Vann requested two names so the City Council could vote on his replacement. The two names given were: 1) Bob Keyser, and 2) Kevin Grimes. This was approved by 1st motion by Jenny Douglass and 2nd motioned by Erik Cortinas and unanimously carried. Rec Center — Liz Chandler brought up for possible future discussion creating a Christmas Camp similar to one currently at the YMCA. 2 51 Michelle Brought up for discussion her idea to create a Master Swim Program and Adult Smith League. She felt this would create additional activity for the pool and submitted a list of 70 names of people interested. Each swimmer would have to join the pool or pay a daily fee. There would be an initial $35 fee to join the Master League and these members would be covered under the league's insurance policy. Profits from the league would be spent on the pool for swim meets or any equipment the pool may need. The Board felt this should be discussed further at future meetings. 5-Year — Erik Cortinas requested and received a copy of the initial 5-year plan submitted to Plan the City Council by Tom Kuhl. He will get with Tom to discuss it further so he can outline further discussions with the Board. The next meeting was scheduled for Wednesday, November 17, 2010. Continued participation on the team is at the discretion of the coach, the Director of Coaching and/or the Board of Directors of the Blast. Any of these may suspend a player or expel a player due to the conduct of the player or a player's parent, in their sole discretion. Coaches_shall._without. exception 1. The coach is responsible for the conduct of the players when they are together as a team. 2. Know the laws of the game and teach them to the players. 3. Teach the values of good sportsmanship and team play. Referees, rival coaches, opponents, players and spectators should be treated with respect at all times. 4. Never place the value of winning over the safety and welfare of players or opponents. 5. Behave in such a manner that the principles, integrity, and dignity of the Blast are not compromised. 6. Refrain from profanity and vulgarity at all times. 7. Maintain an open line of communication at all times with players and parents and encourage feedback from parents and players and properly use the team's manager/coordinator as needed. 8. Encourage all players equally. Playing time is a coaching decision and will not be mandated by the Blast and its board. Coaches should follow any league or tournament guidelines regarding play time. 9. My Husband and I have had our children involved in several city recreational sports programs over the last 7 to 8 years. Until now, the experiences have always been positive ones, and the children have always had a blast participating and can't wait until the next season arrives. However, recently we are witnessing first hand a seemingly total disconnect with the quality of Positive Coaching Styles that have always led us to allow our children to participate and enjoy what this great city has to offer for them. Our son is currently playing football with the 11/12 year old city rec. teams. This is his first experience with football, as it is with about 10 other boys on his team- virtually '/2 of the team. It is very saddening that their first experience with city recreation football is, so far, turning out to be anything but 100% positive! Since the beginning of the season, we have witnessed verbal, mental and physical abuse in a primarily negative coaching style -(pushing the children to excessive and inexcusable levels of exhaustion at late hours all the while incorporating and using foul and vulgar language). --there have been numerous cases of demeaning, belittling, badgering and embarrassing moments for the children (our city) and for the parents of those children --One would be arrested on the spot, h sttype of a tion may not occur ng animalan animal the way that some of these Coaches are treating these children. Now, 100% of the time, but it occurs frequently throughout the practices/game. In reality, this should not be occurring at even a rate of 1%. Zero tolerance should be allowed for negative Coaching Styles! Whydo is it people t our children wait sweep allowed to be abused and treated this way and not protected? it's just U ii1 someone Why s injured le killed, w negativity it under the rug, or just hope "someone else" takes care it. Why wait makes full circle before people look for ways to rectify/solve problems. Already, we have had one young man that broke his shoulder during a practice and another with a sprained ankle. While football is a rough sport, and accidents do happen, many could be prevented, especially if coaching policies were followed. Our children dbetter! eserve The city recreation policies that are put into place to safeguard our children are not being enforced! It seems everyone wants to keep passing the "buck". Safety and Self-control needs to be reinforced and hammered to the moon at the initial and subsequent Coach's meetings by the Recreation Department. Any Coach reported and found not to be following guidelines should be held accountable for their actions and/or supportive actions. (meaning taking responsibility for their assistants behavior as well) The Coaches reported to not be following city rules should be "fired" and not allowed the opportunity to coach again. There should be ZERO tolerance for policy breakers! It is disheartening that children are being directly or indirectly badgered and led to their games via constant negativity by their supposed "good role models" - the very leaders that we are entrusting our children to on a bi- weekly/tri-weekly basis are letting us down in a very harmful manner. These men and women are supposed to be showing the children how to behave before, during and after the games and creating a positive team atmosphere at all times. Yes, at all times, they should be leading via positive oral'dnd physical statements vs. frequent negative and demeaning ones. Many life lessons are learned in the practices and games, lessons that directly affect these children throughout their lives and they should only positive in nature! It is a total disgrace to find that some of the grown Men and Women running and coaching these programs are having such a hard time seeing their faults and rectifying their actions, controlling their mouths and their emotions. Every practice or game should be a fun learning experience for each and every child no matter what their age, color, size, degree of ability/handicap and/or years of experience or who their parent is. NO CHILD SHOULD EVER BE SINGLED OUT AND MADE TO FEEL INFERIOR, INDIVIDUALLY OR IN FRONT OF HIS/HER TEAMMATES NOR SHOULD THE TEAM AS A WHOLE BE SUPPRESSED! This is America! Each and every child out there that signs up for City League Recreational Sports should come away from the total experience with only positive and fun loving memories. It shouldn't be constantly drilled into the kids heads that winning is the primary thing that matters. it's not about winning, it's about having a winning attitude whether the numbers show a win or loss! Some coaches and their styles just are not projecting this. Rather, they are drilling on the kids about winning the game period. Our Coaches seemed furious with our children for losing our game this past Saturday and statements have been made over and over again about the loss and how terrible & pathetic the kids are as a team. They simply do not deserve this -they tried very hard to do their best! �i All of the above being taken into account, let me share with you just a few of the examples of verbaVphysical abuse and foul language that have been going on with "our" team so early into this football season. An event that occurred just last evening was the "final straw" that prompts me to "get off the couch" and immediately take action and let you guys know what is taking place out on the field. Hopefully with -your input, a positive difference can be made for these children and hopefully for all city sports programs. As I am sure from speaking to other parents around town, the ill mannered coaching issue is not a new or isolated problem nor is it just related to football. Apparently other sporting areas are having coaching style problems as well. While I do know that all City League coaches and staff are donating their time for these duties, it is not an acceptable excuse that allows them to inflict pain or instill foul mouths or abusive treatment to any one of our children! All Head Coaches and Assistants should be interviewed upon requesting to coach and required to read and test on the city rules of coaching prior to signing them on staff. They should be required to sign a statement that they agree to taking on positive responsibilities and know that they will be "released" immediately if any ill reports are made and proven against them. Security and background checks should be done as well. Again, ZERO tolerance for rule breakers! This should all be reinforced and followed up on via the Head of Recreation. The current system is letting our children down and they simply do not deserve it -they deserve only the highest quality person set before them, bestowing only the highest quality principles. ALL coaches should be expected to model self-control without foul language at all times no matter what degree of tension the practice or game might demand. Simply, there is NO acceptable excuse for behavior that is anything other than positive. What follows is only a sampling of the happenings that prompts me to write our City Departments to plead for their help in insuring that our children are protected from Negative Harsh Style Coaches, now as well as into the future! I urge each of you to attend practices and games frequently and make notes and report to the Department Head regarding any ill behavior that you might witness. Simply, these guys have to be monitored more closely. If they know that they are being monitored, then perhaps a lot of these ill-mannered moments will never occur. Last night (Tuesday, September 21, 2010- at approximately 7:40 p.m.), I was picking up my son from his practice for 11/12 y/o football in Bamwell.(practice is from 6 —8p.m. TT usually and now also M) The weather was nice with few mosquitoes, so I decided to sit on the sideline bleachers and enjoy the breeze and watch what was left of the children's practice. The last 30 minutes of practice is primarily speed and agility drills -some timed and some not. Please keep in mind as you read this, that by 7:30 p.m. the majority of these children are working on their 131h awakening hour, exhausted and tired from the long school day and the I and'/z hours of practice that they have already incurred. I seriously doubt that anyone could break a record or give 100% by this time of the day anyway, yet that is exactly what they are expected to do. Wouldn't doing their individual best at that moment be good enough, yet a lot of times the boys are compared to others? Again, isn't this supposed to be about fun. Examples follow: Game Example: (only played one so far against Spanish Fort in Bay Minette) Head Coach penalized for screaming G.D. across the field at his own son during the game. (He has since apologized for his behavior to the parents and team and said that it wouldn't happen again and that he wouldn't do it like that to our children anyway. He said that if he had a problem with our children, he would just pull them to the side and grab their face mask and get up in their face and I suppose "give it to them" in that fashion instead of yelling G.D.)--I wasn't aware that grabbing someone's face mask was acceptable -coach or player, etc.??? -- In fact, this is just another ill-mannered way of "defacing" a person/child-totally unacceptable! Also, once during practice he actually took two of the children and banged their helmets together in frustration for something that he did not approve of that they had been doing. In another instance, during our game he roughly bammed one of the boys in the back of the helmet and shoved him back onto the field. While the apology for the G.D. thing was comforting, the very next practice his Assistants were allowed to constantly throw comments into the boys faces with cursing comments like: If you boys don't want to lose your f*cking about losing and with many of those laced *sses again this Saturday, then you better get over here and learn how to play football —unnecessary foul talk again! And You played like a bunch of B*tches! Practice Examples: These are just a few of the things said last night to the boys while they were being barked out orders to push -it, to get tough and man -up to the job ahead (all of this screamed loudly and in a very harsh style and in a very demeaning and belittling tone to the children as a group by the assistants --primarily two brothers that the Head Coach has helping that supposedly played football for Fairhope High School and learned their tactics there they say. At least that is what one of them informed me of and if that is the way that the School Coaches are Coaching then they too (the assistants) were let down!) The whole societal system is letting our youth down. --These assistants do not have children on the team and are also the two "primary" ones to employ curse words during practice-d*m, sh*t, *ss, cr*p, f*cking, b*tches, and who knows what else -- Things said to the children: 1. Guys, every one of you are a PITIFUL EXCUSE for a football team and you should not have signed up for football, instead you should have been up in town signing up for BALLET classes, not football. 2 2"d statement: You know the reason that you lost 49-0 Saturday? You ALL are just a bunch of wimps, you're not tough enough to even be out here! You're pitiful and look like the "BAD NEWS BEARS". These type of "soul destroying" comments were continually screamed out in a very harsh tone throughout practice. The "only" positive thing that I have ever witnessed is the post practice/game huddle. 3. Verbal as well as physical abuse seems constant (--the coaches have not been seen actually touching the children with the exception of the helmet banging and the helmet push to the one child, but rather inflicting military style practices of harshness and expecting the children to exceed frequently beyond the norm). Also, the coaches - head and two assistant brothers- (weighing from approximately 165 to 250 lbs) are running the ball during practices and the boys have been expected to run these grown men down and tackle them. Bear in mind the majority of our players weigh less than 100lbs. I have witnessed this on several occasions and each time the boys are yelled at and told to run tackle the man and bring him down. The Grown Men are literally mowing down these children! Isn't there a safety rule already in place determining the allowable weight limit for a person "running" the ball?!!!! The children should be running the ball, not the coaches. The possibilities for unnecessary injuries are endless if this "practice" is allowed to continue. ` To finish out the practice, one of the brothers (an assistant) ran to the sideline and summoned two of the boys in the harshest and demeaning tone that I have every witnessed being used on a child. (I had no idea who the boys were, they were in full practice uniform with helmets in place -in other words, it wasn't a personal connection for me) These two boys apparently had expended all of their energy by that time and were deemed to be speed/agility drill laggers and slackers by this coach and for their punishment, the coach proceeded to punish them by singling them out on the side, screaming at them -one in particular was told to do 25 jog in place "knee-up/hit the ground moves" and the other was instructed to do 25 push-ups and told that his sprained ankle wouldn't be bothered by push-ups! As the "sidelining" progressed, the one boy doing the knee'ups eeked out 8 and just couldn't go anymore. He was at exhaustion. The "Coach" screamed at him, blew a whistle in his face'and told him to get back to his 25 knee -ups, the boy gathered himself (what was left) and eeked out 2 more before losing his balance in exhaustion and hitting the ground --the Coach hovered over him, screamed at him and told him --boy get up and finish your 25 knee -ups. I am telling you, that it was the most abusive scene that 1 have ever personally witnessed. All the while, the same Coach was screaming and belittling, in the same fashion the other young man doing the push-ups. (remember, he's the child with the sprained ankle) At the point when the young "knee -up" boy toppled over to the ground with exhaustion, I could no longer sit in silence and keep to myself. The abusive instruction in which these two poor children were expected to endure at that late hour or any hour for that matter was totally unacceptable and downright despicable. I could not believe what I was witnessing. So, I gathered my courage and stood up and asked the Coach to please stop yelling and screaming at the boys in that particular fashion and he told me that he was not doing anything wrong and that that is how it is done to toughen up these boys. I told him that this was not the NFL and that these boys were not getting paid millions of dollars to be treated this way and that they were only children. I asked the man if he couldn't see that the boys were exhausted and had pushed with all of the strength that they had left. He told me again that his method was the way to do it to condition and toughen up these boys. He informed me that this method is the way that they do it at the high school (again, the system failed, I suppose that is what he was taught and the vicious cycle seems to have rotated and is now affecting our children). Apparently, the school boards should be more accountable for coaching methods also. Anyway, I told the Assistant that this was recreational football for fun and that these boys are only I I and 12 years old and that this is not the high school. (if this is indeed a widely acceptable practice, then, there is no wonder why children die from heat exhaustion. They are pushed by brute harsh style Coaches and made to do all of this in full uniform, exhausted with a helmet in place which allows for very little bodily heat release --Coaches hovering over them, screaming at the top of their lungs to push hard and toughen up, be a man, don't stop --sidelining and belittling --military style -- lining up and yelling at young boys in their faces as if it were some sort of torrid torture ritual that the makes the Coaches feel like they are doing a "good" job) At that point, the Primary Coach came over to the sideline. (he had been out in the middle of the field with the other assistant coaches/dads and the remaining group of boys that fortunately for them had escaped the final moment of unnecessary punishment for these other two poor boys). Also on the scene quickly were some other concerned parents that too had witnessed the way that the boys were being talked to and treated. The other parents agreed that the Assistant Coach's approach was totally excessive and inexcusable no matter what excuse he gave. The constant harsh style of belittling and badgering that was doused onto these two young boys was sickening! By this time, the 11/12 yo football commissioner (Jason Hall) for the Fairhope City League had arrived on the scene --he was apparently at the field beside ours with his son practicing and they had just finished up. All of the Parents present that had witnessed the sidelining informed Jason of what was going on and Jason agreed with our Primary Coach that yelling was just part of the game of football and that he did it himself. We told him that yelling was not a problem as long as it was done in a positive and constructive way, but yelling like we had just witnessed, in a continual excessively negative, badgering and demeaning fashion was not ever acceptable period, at any time. The type of negative, demeaning and badgering style yelling and excessive sideline pushing punishment to these two boys that we had just witnessed was what we as parents had a problem with.,Jason informed us that he would take care of the problem. It will be very nice if He was able to do so. However, I think that the problem is "much bigger" than the commissioner himself can take care of alone. He needs the support of the "higher-ups" in Fairhope. Jason is probably trying to "butter the bread" on both sides and that is often hard to do alone. The Mayor, the City Recreation Director and the City Council would seem a good place to ask for assistance. Our children are the future livelihood of this city and deserve everyone's help in insuring a safe, clean and fun environment in which to spend their after school hours. I feel sure that incidents similar to this are not isolated. Hopefully though, this particular incident is one of importance because it might help draw attention to the growing problem of negative coaching styles that seem to be flourishing and more widely accepted these days. This type of Coaching Behavior whether it be from a Head Coach or an Assistant should never ever be acceptable no matter what the case and ultimately these Coaches should be held accountable for their actions. This is our Youth, not the NFL! Ironically, as I sat down today to write this note, the soccer commissioner sent out a note to all soccer coaches, of which my husband is a soccer coach, asking them to control foul language and remember that this is "recreational ball" and that the kids are all out there for fun no matter what the level of expertise of the player --that all of the kids deserve equal play time and to be treated fairly and with respect and that the coaches should use "Model Coaching" so that the players enjoy going to the practices and games and come away from the whole season with an overall positive experience. How ironic, I thought, bad coaching styles being used throughout the entire recreational department, I suppose. My Husband and I allow our children to play city recreational sports because we do believe that the programs are held to a certain high degree of standards and we are growing concerned that those standards are slowly but surely being allowed to fall by the wayside without any regard for the children. People, we can't continue to let ill- mannered Coaching Styles just slide by, continually passing the buck and not want to really deal with it, be bothered or get into the middle of a "stink". Don't let this be You. When a "stink" is being made to protect our children, take a firm stance against anyone involved with these rec. programs that is endangering the cities children with oral or physical/mental degradation! 100% Positive Period! Just so that each of you are aware, in all of my years as a Parent and the years that we have spent in the City Recreational programs both playing and sponsoring which is about 7/8, this is the first time that I have ever complained or been compelled to speak out. Yes, I guess basically I am complaining for a dear and worthy cause- -our children! Also please note that the two children involved in the sideline incident that I witnessed last night were not even mine! I was merely trying to protect a child that I deemed in danger. In fact, I didn't know whose they were until afterwards. My child was on the field with the group that happened to be lucky enough to evade the harsh punishment treatment this time around. Next time though, it could be my child there writhing on the ground under the direction of Hitler Style Coaching and I would hope and pray that another concerned and caring parent such as myself would too, step up and protect him or her. I want each of you to understand that I believe that our jobs are not only to protect our very own children, but to protect other's as well. These recreational programs should not simply be about mine, or yours, but OURS! That stated, please take to heart the plea that I am making here today. For you as a leader of this town, a leader of our recreation department, a leader of our children whether commissioners, coaches or parents -For our children, do not tolerate bullying, foul language, excessive and lengthy pre -game practices, undue harsh treatment during practices/games or sideline singling/punishment treatments as I recently witnessed. Keep a watchful eye and ear out for abusive style coaching. Abuse is Abuse whether it is verbal, physical or sexual and should never ever be tolerated or accepted period! A child often doesn't report abuse for various reasons. One -they do not recognize it, two -they admire their abuser and want very badly to be accepted by them or three -they are scared that their abuser will harm them if they tell. This is where vigilant and watchful parents and supporters on the sidelines can hopefully make a difference. Our children are at our/your mercy and deserve more than they are currently receiving. Please "get off your couch" and make a positive difference!!!! Center Revenues New Memberships The rate of new memberships is expected to decline as the community has learned of the Rec. Center's opening and many in the overall population have already joined. We are mostly seeing now that people coming in to learn about the Rec. Center have newly moved to the area. Membership Renewals The bulk of the Rec. Center's current revenue stream is from members regularly renewing their memberships either monthly, quarterly, or annually. Detrimental to this are members who specifically request that we terminate their membership or place it into Inactive status. So far there have been 32 members that have requested to be terminated or made inactive. The reasons have been primarily that they are leaving the area or are having health issues. As we do not require a contract for memberships, also detrimental are members who do not notify us but simply do not make a payment to renew their membership when it has come due, thus, letting their membership lapse. At present there are 135 memberships that have not renewed on their due date. 97 Punch Cards Punch card sales have steadily increased over the past year and are expected to, at least, continue at the current level for the foreseeable future. Fitness Programs (evaluations PT special classes) (I'll leave this one to you Liz) Child Care Child care revenues have been mostly flat over the past year. They are expected to continue at present levels for the foreseeable future. Effects of the New Rate Structure The Rate Structure that became effective Oct. l has two components, residing inside the Corporate City Limits (rates the same as last year's resident rates) and residing outside of the Corporate City Limits (rates 25% more than last year's resident rates). Observations of the Front Desk staff are: There have been three (3) new memberships at the higher rates and three (3) renewals made even though they were moved into the higher rates. About six (6) current members have said they probably will not renew their memberships due to the higher rates they would need to pay. This number is likely to increase as more members come to their renewal dates and learn that they would will need to pay at the higher rate. It does so by partnering with more than 1,000 adult swim programs across the country; promoting information via the bi-monthly member magazine, SWIMMER, monthly e-newsletter, STREAMLINES, and usms.org; and by sanctioning and promoting pool, open water and virtual competitions. More than 50,000 adults are registered members of U.S. Masters Swimming. I am an average swimmer. As a child growing up in Vienna, Virginia I swam on our neighborhood swim team, the Shouse Village Sharks. In those halcyon days during the 1970s we all wore the Mark Spitz stars and stripes suits, ate raw Jell-O and basically swam because we hung out at the pool all day anyway and our parents didn't want to see us until dinner time. Swimming was just something to do. Since then I've enjoyed an on -and -off career in lap swimming to stay in shape. When a friendly lifeguard at our local Y approached me about joining the local Masters team, I balked. I mean, those are professionals; fiercely competitive and impossibly fit people who swim in meets all over the country. Type As, who multi -task and work 70-hour weeks at their day jobs before they hop in a pool and swim 10,000 yards. My goal is to wear a pencil skirt. I remember my first Masters practice. I was a nervous wreck, so much so that my husband offered to go with me, like a first grader being accompanied by her parent on her first day of school. I went solo and was met with smiles. I teamed quickly that Masters is a mix of various ages and skill sets. We do have some Type As (ahem, Mark I'm talking to you) along with moms and dads and grandparents (working and retired), college students and triathletes. Although my first session was grueling and our coach kept telling me, "keep your head down" I liked it so much I returned two days later and have since rarely missed a practice. I hardly recognize the person who at first refused to even consider attending a swim meet. After three years I'm one of the regulars. 1 love my teammates who are my second family. We talk, a lot. While swimming itself is relaxing, the intervals provide an excellent opportunity to vent about work and ask opinions. Our coach doesn't always appreciate our short rest time being used in this manner but we manage. While lap swimming kept me in shape, Masters has changed my life. It's given me great friends, real goals and a terrific routine. A constant that on occasion has been the best part of my day. Another perk is SWIMMER magazine. While I enjoy the articles, workouts and opinion pieces, the swimmer profiles have been a frustration. Although I like reading about the former Caltech record holder in the 200 butterfly, I often come away feeling like the world's biggest loser. What about the rest of us? Okay I admit that I share tendencies akin to those exhibited by Homer Simpson and George Costanza. I have been known to be one of those people who avoids work at all costs. Of course in doing so, I spend more time in the art of avoidance than I would in doing the actual work. I'm not exactly a paragon of diligence. I don't like pain; I give in to my tiredness. I eat Twizzlers and fries. I drink wine. I like to sleep. I whine when we have to do butterfly or kick sets over 100 yards. Yet in spite of those qualities, I am learning. What started off as exercising with a dedicated group of people has become a necessity to my well-being. I have graduated from a leisurely lap swimmer to a somewhat competitive swimmer. I actually want to better my times. I want to win races. Still if I even qualify for nationals or worlds it would be a miracle. I'm in a very competitive age bracket right now. All of which makes me ambitious. Plan A is to continue the hard work. Plan B is nature's way. If I live long enough I'm sure to qualify for something. I hope. Thanks to our very patient and dedicated coach and my amazing and encouraging teammates I am making progress, slowly. More importantly my team hasn't kicked me off, yet. I like to think I provide much needed humor and asides. So if there are any more of us out there, good job. At least we're doing it.
