March 21st, 2024 161 N Section Street Fairhope, AL 36532 Present were: Members: Chairman Genie Frazier; Terry Ullrich; Jake O’Neil; Human Resource Director Hannah Noonan; The meeting was called to order at 7:00 a.m. The February 15th, 2024 minutes were approved HR Director Hannan Noonan announced the final review for the employee manual. She presented a revision summary for the board to review. To ensure compliance, she plans to send the detail of the changes in the EEOC and sexual harassment categories to Hope and the city attorney. The board went over the changes one by one: Section 1 • Expiring applications (12 months) • Police probationary period pay increases (2%) • Re-employment as it relates to pay (if employee returns in 180 days, they can resume pay grade) Section 2 • Wage and salary administration: Establishing that hiring external candidates will not go above the mid pointe in pay range • Certification pay is exclusively for hourly employees • Establishing lunch structure • Working before and after regular hours • Overtime • Compensatory time • On call police v. stand by effective Oct. 1st, 2024 • Hurricane preparedness • Additional pay during emergencies (incentive to work disasters for FEMA reimbursement) • Military leave compliance • Pay periods and direct deposits • Safe harbor policies and garnishments Section 3 • EEOC, sexual harassment • Workplace violence, ADA, pregnancy, non-discrimination, HIPAA, FMLA, whistleblower and sexual orientation Section 4 • Dress code guidelines • Worksite standards • Travel and expense reimbursement • Personal property • Solicitation (structuring vendor visits for organization) • Cross training • Promotion • Pay parameters • Transfer pay guidelines with mayor’s approval. • Temporary reassignment Section 5 • Benefits and longevity pay Section 6 • Holidays • Substituting holidays • Holidays added • Vacation leave • Vacation accumulation • No vacation leave advances • Vacation buyback option • Sick leave • Political leave of absence (state code) Section 7 • Types of separation Section 8 • Performance and disciplinary actions • Establishes limitation on disciplinary appeals Section 9 • Ethical conduct • Secondary employment Section 10 • Transitional duty and light duty restrictions and guidelines Section 11 • Drug and alcohol policy • Personell board • Use of city vehicles • Assignment of vehicles The board thanked Hannah for her hard work on the employee manual. Hannah gave an update on safety. Recently the city held trench training. Aerial and lift training is on the horizon. Next week there will be performance evaluation training. January 1st- March 20th there have been 5 workers’ comp claims, totaling $5,884.45, compared to last year, four claims and a total of $10,661.95. There is also a decrease in incidences compared to last year. Bucket operation training will also be required. Board members made final comments. A motion was made, and a second to adjourn.
