The minutes of the October 16, 2002 meeting were duly approved on motion by Trisha
McMahon, 2"d by Larry Thomas and unanimously carried. There was no meeting in
November.
Eddie said the meeting tonight was to get Recreation Board's approval and pass on to
council decision on best way to handle new pool construction. Rich Mueller of
Watermark Construction Co., explained to the board that he feels best way to handle
new pool construction is hire a construction manager. He also stated he felt the mayor
expressed this was the way he wished to go. He further explained that he had talked to
the council before their last meeting at their work session. He went over with the board
what is involved. He said he would propose an AIA Construction Manager as
Contractor. This way there would be 3 levels of involvement - the schedules, budget
and final design. He explained the different steps involved and answered questions.
He said 11 people have applied and he has picked the top 3 based on qualifications
and experience. That the city council would approve or disapprove construction
manager approach. Larry Thomas went over some situations he had been involved in
and said that the board needed to go into this with their eyes open, not a 100% cure all
having a construction manager. John Baker said it is just another method of project
delivery. Larry asked if sub-prequalification is a prerequisite and was told yes. It was
pointed out that the Mayor did want to try this with the pool and may use this method
down the road on other projects. We need to make a recommendation tonight to city
council. Trisha McMahon moved to recommend to city council using construction
manager on new pool project. John Baker 2"d the motion and it passed with one
abstention by Larry Thomas.
There being no further business, meeting was duly adjourned at 7.30PM
