1998 at the City Administration Building, 161 N. Section Street at 6:30 PM
Present: Chairman Richard Bass; members Charlie Langham, Trisha McMahon,
Rae Jackson, Larry Thomas; Council Liaison, Mike Ford, Facilities
Director Phil Rutherford, Recreation Director Eddie Boyett, Secretary
Betty Rivenbark
The minutes of the August meeting were duly approved as written on motion by
Larry Thomas, seconded by Charlie Langham
The budget for the upcoming year October 1998 - September 1999 was
considered at this time. Richard Bass had gotten with Eddie Boyett and they
had worked out what they thought was going to be needed with the addition of
the new fields, i.e. employees, equipment. It was reviewed by all and was
unanimously approved to be forwarded to the City Council on motion by Larry
Thomas, seconded by Trisha McMahon and unanimously carried, with the
footnote added in the expense column under salaries and benefits "- based on a
proposed increase of 3 full-time employees and corresponding increase of
transfer from general or proprietary funds." (Copy of budget attached) Eddie
explained his inclusion of money from Capital Improvement Fund for new
equipment that will be needed once the new park is built. This budget to be
presented to the Mayor for adoption with the General Fund budget at the next
council meeting.
The bills were considered and approved for payment on motion by Larry Thomas
seconded by Rae Jackson, with the money for the trophy case being requested
by Councilman Ford out of the Capital Improvement account.
Under old business, Larry brought up again the need for a little more property to
make the road run straight across from Bishop Road to the Founders Park and
that he is working on this. He said the problem is the FSTC hired a planner to
study what to do with all the land the FSTC did not like what he came up with so
they fired him and now have a new planner, but he thinks that it will not be a
problem for them to acquire the extra land.
Eddie gave an update on the new park. He said the grass is in place, sprigged,
the fence people are waiting to install the fence, that they poured the slab today
for the concession stand and restrooms, that paving the parking area would be
next. He said the Fairhope girls softball have put up a shed and batting cage on
the school property next to where their field will be. He said the repairs on the
press box have been completed at Volanta and all said it was nice. He said it
still needs some painting and the estimates for fixing the fencing is $4,400 from
one guy and $6,200 from another. The problem on the sound system was
discussed and Eddie said he knew the system blew on the guest side at the last
game Jim Salac had to come and work on it that night but that he thinks they are
trying to get it ready by the next game.
The holding pond that has been built at Volanta was discussed and all
expressed concern that some small child might fall into it, maybe need to fence
it. Phil said if we put some sand into it there should not be a problem, keep from
holding water.
Trisha brought up just to have everyone think about it, making the Middle School
field useable for some Recreation program. That it is a shame to let it sit there

Mike said he has been questioned about where the money from parking goes.
That the school committee is under the impression that we make a great deal of
money. Phil explained what collected and spent and that we have not even
broken even in the last two years.
The question of Coke furnishing new scoreboards for the new fields was
discussed and the problem we had in the past as Pepsi said they should be
given a chance to provide them and sell their products. After discussion it was
decided to have Eddie contact both companies and tell them what we need and
ask them what they could provide, give them equal chance to present what they
can do.
