HomeMy WebLinkAbout05-06-2024 Parking Authority MinutesCity of Fairhope Parking Authority Meeting 8:00 a.m. – May 6, 2024 In attendance: Chief Stephanie Hollinghead, Mandy Bezeredi, Chad Bartz, Chris Shrader, Kelly Gribler, Morgan Slay Absent: Josh Turner Guests: Mayor Sherry Sullivan AGENDA I. Call to order – 8:07am II. Approval of Minutes – Chad Bartz made a motion to approve the minutes, and Chris Shrader seconded. The minutes passed unanimously. III. Today’s Agenda: • One way street initiatives: Walk the CBD Area and Finalize o One Street Potentials ▪ Mayor Sullivan mentioned potential one-way options: Oak Street (going East), St. James, and Johnson. She does not feel Bellangee is wide enough, but she will ask Richard Johnson to look at it. She also mentioned Summit Street may be a potential one-way. ▪ The plan to one-way Pine is currently stalled. o Parking Garage Usage Study – May/July Car Count ▪ Chief Hollinghead reported she is waiting to hear when an intern can start working. She also noted that the car counter will not work for vehicles traveling at low speeds. The department is considering purchasing a counter, but it may be July before that happens. ▪ Mayor Sullivan reported that the Fairhope Arts and Crafts Foundation will pay for the parking garage to be steam cleaned and stained on 3 sides (not the side facing Magnolia). Their logo will be painted on the garage. ▪ The members will move forward with a manual study which will involve volunteering to count spaces in the garage the last 2 weeks of Ma y at the following times. Mandy will create a Google sheet for the tallies and send it out to the members. • Monday-Wednesday 11am, 2pm, 4pm • Thursday-Saturday 11am, 2pm, 4pm, 7pm o Address the ongoing and increasing load/unload challenges – Determine Locations during our CBD Walk; both North/South of Section. ▪ Chief Hollinghead will ask Chris to create a map of the loading zones that will be distributed to downtown merchants so they can communicate with their delivery drivers. The map will also be sent to UPS and to the FedEx route owner. • Miscellaneous o Ongoing visits from the Director of Planning, Mayor and Council members. – Timing. ▪ Mayor Sullivan suggested inviting the City Council a week before our future meetings by emailing them at council@fairhopeal.gov. ▪ We will also ask to join a future City Council work session where we can give an update, supporting documents on our initiatives, and ask for ideas. o Parking Shuttle for Coastal Community ▪ There are currently 2 people working the shuttle which will base in front of the parking garage from 10am-2pm. The members discussed the possibility of contacting downtown churches to use their parking areas during peak hours. ▪ The shuttle can be called to arrange pickup or flagged down. o Retail Association – Participation in their/our meetings ▪ Chad went to the most recent meeting and will plan to continue going. He will take loading zone maps and letters to future meetings. He will also address employee parking at a future meeting. o Kelly Gribler – Kelly was welcomed by the members of the Authority. IV.
