at 6:30 PM at the City Administration Building, 161 N. Section Street
Present: Chairman Richard Bass; members Trisha McMahon, Rae Jackson,Bob
Callahan, Larry Thomas, Charlie Langham. Phil Rutherford, Facilities
Director, Mike Ford, Council Liaison and Betty Rivenbark, Secretary
Richard introduced Richard Hice, City Accountant, who came tonight to try and
answer some questions for the board regarding their accounts. They discussed
these with him at great length asking questions about: the financial statements,
why we had not been receiving them, why the improvement funds seem to be
going down when they are receiving money every month, what the current rate of
interest is we are now receiving on both accounts, is it the same for both? could
the improvement interest be deposited in the operating account? would a money
market pay better? asked him to put the money where it could best draw interest
and just tell them where it was put. After a lengthy discussion on all these things
the board thanked him for coming and working with them on this.
The bills were approved for payment on motion by Charlie Langham, seconded
by Bob Callahan and unanimously carried. It was noted that there will be a third
pay period this month and after all bills paid whether or not there will be money
left to pay them, Bob Callahan moved, Charlie Langham seconded that if we run
short have Mike Ford find the money to cover payroll.
Mike Ford mentioned that there might be a possibility of practicing soccer at the
organic school. Discussion was held on whether or not the grounds were
unencumbered enough to use it and Mike asked if the city could go there and
smooth it out and Phil said no. Larry Thomas said he and Bob would look into it
further.
Mike said that the Cummings Hall deal is still working, still moving along. He also
reported that he is working on the Young Street park, there is something in the
works out there. That Leslie Odom now says he has the money for insurance but
the Boys & Girls Club wants to put a building up out there but there is some
opposition to this right now in the community.
Larry reported that the FSTC gave him approval to negotiate for land within the
city. He said there is an impasse with a leaseholder out there because he got
wind of what proposed and he thinks he has the FSTC over a barrel but things
will get worked out. That an announcement would come soon.
Charlie brought up getting the price of a 6 ft fence to put out at baseball field at
Volanta. Further discussion led to request to look into this further before any
action taken.
There being no further business, meeting was duly adjourned.
