Wednesday, April 22, 1992 at 6:00 p.m. at the City Administration Building
161 N. Section Street.
Present: Chairman Richard Bass, members Larry Thomas, Charlie
Langham, Rae Jackson and Stanley Fant. Phil Rutherford,
Facilities Director, Mike Ford Council Representative and Betty
Rivenbark secretary were also present.
The purpose of the meeting tonight was to discuss with the Eastern Shore
Swim Association board members problems they were having at the pool
and what we could do in helping them. Steve Moore, Trisha McMahon and
several other board members were present. Mr. Moore explained to the
board the problems they are having getting insurance and that they have
been trying to do this for 2 years but as soon as it is learned that we have
a high diving board they say we are un-insurable. The board questioned
what the other facilities in the area have and were told that they do not
have diving boards. And that Lake Forest has a separate area fenced
off for diving only. They also said they had been recommended to the
board to see if we would consider hiring the lifeguards through the recreation
department to further uncomplicate their situation. Much discussion followed
and the board expressed that they did not think that we could handle
hiring the coach/es at the pool as it would be setting a precedence and
that other programs might come forward and request we do the same thing.
The board also discussed with them possible repairs at the pool, looking
over a list they had made up, Phil to handle what we could and what we
can't will have to be done by them or not done.(list in file) Landscaping
was asked about and we explained that landscaping was done by the street
department and we had no control over it although we would put in a
request for them, but if there is not someone to water it every week it
would be no use to have it, and we did not have time to do it. The
board questioned the swim board asking if we took the high dive down
would they them be able to get insurance, they said they were not sure.
They were also asked how many lifeguards did they have and would they
want this year - they said at least 8, they could do with no less than this.
They said they would write up specs for us. It was explained that if
they were hired under the city that they would be under Phil's supervision.
That they would become recreation employees. After all questions were
asked by board and swim team board they left and discussion was held
among recreation board members. As a result Charlie Langham moved to
take down high diving board, Stanley Fant seconded and motion carried
unanimously. The lifeguards were discussed and Stanley Fant moved to
hire the lifeguards(8 in number) under the recreation board and 1 to be
manager and 1 to be asst manager as temporary summer employees.
Larry Thomas seconded and motion carried with Charlie Langham abstaining
to vote. The hiring of the coach/es was discussed and Stanley Fant moved
that the board will not hire any coach/es for the swim team. Larry Thomas
seconded and motion carried unanimously.
The placement of gable ends at the bathrooms at the pool was discussed and
Stanley Fant moved to do this at a price not to exceed $500. Larry Thomas
seconded and motion carried unanimously. Phil is to get a price on other
carpentry work, we will not do conversion of storage area, will not install
water heater or sink and water fall faucet.
Phil brought to the board's attention that people were standing on the roof
at Stimpson Field during softball tournaments and asked what they would
like him to do. He was authorized by motion by Stanley Fant to install
the necessary equipment to keep them off the roof, Charlie Langham secon
and motion carried unanimously.
There being no further business, meeting was duly adjourned.
