Fairhope Pedestrian & Bicycle Committee Minutes-January 2024
Attendees: Members-Chris Riley, Morgan Russell, Mike Walker, Gary Gover, Bryan Flowers, Katie Bolton,
Bill Hall, Richard Johnson, City Representative; Jack Graves was not in attendance but was excused. Guests:
Nicole Love.
Call to order at: 4:08pm
Review/Approve December Meeting minutes.
Meeting minutes approved as written.
Administrative Items-(All)-Nomination of member to perform committee Secretary duties. Reminder
that starting with our January 2024 meeting we will meet every other month.
SHARROWS signage, bike rack, and bike repair station installation status update - (Ka�e Bolton)
Ka�e had no update on this project.
School Bicycle Workshops-need School System buy-in status update - (Ka�e Bolton and Dione Heusel)
The Alabama Coastal Foundation is also interested in certifying someone as a League of American
Bicyclists Certified Instructor. Johnnie Prewitt is interested in getting certified. Bill Hall will forward
the information he has on League Certified Instructors to Johnnie.
Safe Streets & Roads for All (SS4A) Project Recommendations from all Committee Members - (All)
Richard Johnson confirmed that the City did receive the SS4A Grant. Nicole Love said we are waiting
on the actual paperwork before an RFP will be issued to solicit bids from consultants to complete the
first stage of the SS4A project-Safety Program. Bill Hall asked all members to solicit input from at least
10 Fairhope citizens an where each one feels the most dangerous intersections are located. Chris Riley
will post on various Fairhope related FaceBook pages to solicit citizen input also. Bill will provide the
list of Fairhope FB pages that he advertised the Bike Valet on in previous years.
Highways 104/181 Pedestrian Crossings leter to ALDOT via Richard Johnson - (Bill Hall)
BH to attend the MPO Meeting 1/16 to get update on the MPO’s direction in reference to this project.
Gary Gover to complete an MPO Project Request form for Bill to submit to the MPO to ensure that the
project has high visibility. Richard Johnson said the City will submit a TAP Grant for funding of this
project.
Gambino’s to American Legion crosswalk project - (Chris R.)
Chris had no update on this project.
Update on Triangle Property development project - (Ka�e/Richard Johnson/Nicole Love)
Final review of drawings for the package will be completed on 1/15 then will go to bid. Dyas property
to be remodeled and converted into a visitors center.
Baldwin County Connec�vity Plan Update - (Morgan/Dione Heusel)
Morgan had no update on this project.
“Open Forum” discussion of any topics not on the agenda.
Gary Gover presented information on the city regulations concerning bicycles on sidewalks. Bryan
Flowers said he has identified a number of crosswalks that have become faded and need restriping.
General concensus was that he should submit a 311 work order. Katie to update the Bike Rack List and
forward to Bill Hall and Johnnie Prewitt. Johnnie to reach out to Eastern Shore Art Center to see if they
would authorize placement of a bicycle rack on their property.
Back Burner (BB) Items:
• Road level crosswalk lights repairs & upgrade status Revisit March Mee�ng- (Bryan Flowers)
Wai�ng for repaving of Sec�on street-late March.
• Update on Blue Island & Fairwood Blvd Sidewalks Projects-Revisit Spring 2024
The ini�al plans have been turned into ALDOT for review/approval.
• Working Waterfront Project-(Chris R. & Chris K.)
Working Waterfront is moving ahead although funding may become as issue do to inflation.
• Comprehensive Land Use Plan Presentations-(Gary)
No new information available.
• Complete Streets Resolution-(Bill)
No new information available.
• Bicycle Friendly & Safe Community Application Status On Hold Pending Complete Streets
Implementation-On Hold
• Wayfinding Signage update-(?)
Signage is to be installed on Arts Alley and Gaston Plaza.
