April1.2024PlanningCommissionMinutesZoningAmendments/MedicalOverlayHunterSimmons,PlanningandZoningDirector,explainedthattherewillbesomeshort-termamendmentscomingwiththeMedicalOverlayDistrict.Mr.SimmonssharedslidesshowingthevariousdistrictswithintheCityofFairhope.Mr.Simmonsstatedthatworkingonthisprojectwilltake2-3hoursandaskedfor2-3volunteersfromthePlanningCommissiontohelpworkonit.Mr.Simmonsaskedwhoeveriswillingandinterestedinworkingontheprojecttoe-mailstaff.ConsiderationofAgendaItems:A.IR24.01RequestoftheApplicant,S.E.Civil,foranInformalReviewofParkCity.LarrySmith,S.E.Civil,statedthatthisprojectwouldbelocatedontheexistingKlumppPUD.Mr.SmithintroducedLouisNequetteandJaredCalhounfromNequetteArchitecture&Designtopresenttheproject.Mr.CalhounsharedtheprojectgoalsanddesignsforParkCity.LeeTurnerlikedvariousaspectsoftheprojectandaskedabouttheheightofthebuildingsandstatedthatNequetteshouldbereadytoanswerquestionsaboutheightandgreenspacewhenreturningforapproval.Mr.Turneralsorequestedaguaranteethatthearchitecturalstandardswillremain.JohnWorshamisconcernedabouttheresidentialgreenspaceandplacesforthekids.Mr.Nequettestatedthattherewillbeplaygrounds,aclubhouseandpoolarea.HunterSimmonsrequestedthattheyaddressthecontoursontheponds,buffers,anddesignguidelinesforthebuildings.Mr.Simmonscontinuedbyaskingwhatwearegettingforthebuildingheight,whatarethestandardsandwhatisbeingproposed.Mr.Nequettestatedthattheywanttocreateaframeworkandproposewhatgoesinthere,butintheend,itbecomesanassetfortheCityofFairhope.JayRobinsonaskedforthedistinctionbetweenanactiveadultcommunityversusamarketratemultifamilyproject.Mr.Calhounrespondedthatanactiveadultcommunityisa55pluscommunityandmarketrateisopentoallages.PaulFontenotaskedfortheirvisionontheperimeteronFairhopeAvenueandStateHighway181,pedestriancorridors,andthemainarteryfortheproject.Mr.CalhounstatedthathewouldbepreparedtospeakaboutthiswhentheprojectcomesbacktothePlanningCommission.ThebuildingswouldhavetwofrontsalongFairhopeAvenueandStateHighway181.Thetreelinedstreetsarethecirculationcorridors.Mr.SimmonsstatedthathewouldliketoconnectStateHighway181totownwithoutusingFairhopeAvenue,maybebyusingStateHighway104orStateHighway98.Mr.Simmonsaskediftheyareusingparallelparkingtomeetaminimum.Mr.Calhounstatedtheyaretryingtocreatestreetscapeandarenotcountingittowardtheparkingminimum.2 April1,2024PlanningCommissionMinutesMr.Turnerstatedthatparallelparkingmaybedifficulttherebutmaybe45-degreeparkingmaywork.HollieMacKellarsuggestedmakingtheperimetermoreinvitingtodrawpeopleinandaskedwhatwouldbegoingonthewestsideoftheproperty.Mr.Calhounstatedthattheplanistosavethelandscapingalongthatareabutdesignamulti-usetrailthroughthatarea.Ms.MacKellaraskedtomakesurethattheparkinglotsaretuckedawayandhidden.Mr.SimmonsstatedthatstaffislookingforconnectivityalongStateHighway181andaskedthatitisshownonfuturerenderings.Ms.MacKellarlovedthesignage.Mr.Simmonsaskedforasignageplanforthisdevelopment.AdlournmentJayRobinsonmadeamotiontoadjourn.AYE:LeeTurner,HollyMacKellar,HarryKohier,JohnWorsham,PaulFontenot,JayRobinson,ErikCortinasNAY:None.CindyBeaureau,Secretary‘5Zh(Turner,Chairman3
