at 7:30 p.m. at the City Administration Building, 161 N. Section Street
Present: Barney Shull, Chairman; members Don Smith, Rae Jackson
Stanley Fant and Al Johnson. Also present was Phil Ruther-
ford, Facilities Director
The minutes of the September 16, 1987 meeting were approved as written.
Barney recognized the ladies and gentlemen representing the Ladies
Softball program. ( Edith Callaway, Charlie Sullivan) They were here
tonight to discuss again the possibility of the girls/ladies operating
the concession stand at Stimpson Field. Barney told them that Eddie
had presented a report at the last meeting which indicated that all the
fields were not being used all the time. Further discussion brought out
that the ladies were willing to give up the field they now have in order
to obtain Stimpson. That they were also willing to work with the men's
leagues in scheduling the fields. That because of the new league rules
they would probaby have to have portable fences to move back and forth.
That they would try to find the money to buy the fences and be respon-
sible for moving them back and forth when needed. They were told
how the seasons worked(soccer until February and then nothing in March
and softball starting April) also what their responsibilities would be regard-
ing turning on/off lights, scheduling, keeping the facilities clean. They
said they did not see any problem with .this. Stanley Fant put in the form of
a motion -having them operate Stimpson, Z fields every night except Monday
w/concessions every night, Al seconded and motion carried unanimously.
Under old business, Barney brought up the progress on the golf course,
and the development of the building. Phil reported that Cliff Pitman
was handling it, they were now doing the roofing. Barney showed the
board on the plans what had been done so far. Phil reported on the
perk test, that we were told that we have to have at least a 5,000 gallon
tank or 5 - 1,000 gallon tanks. Barney said something was wrong with
that, it needed to be looked into further. Phil also reported that we
were going to go out on bids for air conditioning system. All felt that
it would still be best to wait until spring for opening.
Phil reported Stimpson broke into again, this time they caught them.
Barney introduced Jeff Co b to the Board and advised them that he is
helping Susan Smith with lessons. Jeff told the Board of the condition of
the courts now and that they needed resurfacing. He said that he could
fix the courts as he is now doing this kind of work. He was asked how much
it would cost and he said w/preparation and 2 coats approximately $1500 per
court. Don reiterated that his helping was fine but that he wanted it
understood that they were not to have lessons only. Jeff said he knew this.
Jeff and Phil to make a survey to see what needs to be done, report back
to board.
Barney reported on the meeting he and Rae had with a group trying to
get playground equipment for the elementary school and that they were tryini'
to develop long range plans for each school playground. That they hoped to
raise $9,000.00. Don said that he hesitated to commit with the golf course
facing us we don't know what our expenses are going to be for the next year
Barney said he would convey that we went along with the long range plannini
but could not commit for the next 12 months money wise. He also reported
that we heard from Larry Newton on using the facility for basketball and
that it was okeyed.
The Board asked that Mike recommend a .01 soft drink tax to the Council
and see how they feel for a source of revenue for the Recreation Department.

The bills were approved on motion by Rae Jackson, seconded by Al Johnson
and unanimously carried.
The budget was adopted to be. same as last year w/4% increases for emplc
Rae Jackson moved seconded by Don Smith and unanimously carried(copy
attached to minutes)
Steps for the band were discussed. All believing that this not good at this
Meeting was duly adjourned.
