HomeMy WebLinkAbout11-19-1986 Regular MeetingThe Recreation Board of the City of Fairhope met November 19, 1986 at the City Administration Building 161 N. Section Street, Fairhope, Al. at 7:30 p.m. Present: Chairman Barney Shull; members Don Smith, Al Johnson Roy Lloyd, and Phil Rutherford, Facilities Director Charlie Langham was present to see what the Board's feeling was on putting in the new field requested at Volanta St. Phil said he and Richard Bass had gone out there and looked at the site, that there are at least two oak trees that will have to be cut and a lot of dirt moved, but possibly could be done for $2,000. Discussion was held with decision that this is good place to construct field, Al Johnson moved to proceed based on $2000 figure w/$200 leeway. Don Smith seconded and motion carried unanimously. At this time Barney introduced Fred Rux, a golf course architect, who he said would present us with a proposal on golf course work. He said that we needed to approve contracting with Horace Smith as consultant for construction work and also agree to pay for one half the survey work with Moore Engineering Co. Al Johnson moved effective November 10, 1986 to employ Horace Smith for $28, 000 for professional services, Don Smith seconded. Don Smith moved to employ Fred Rux subject to approval of his rate schedule when presented, Al Johnson seconded and motion carried unanimously. Don Smith moved to approve payment of one half of bill from Moore Engineering for surveying work on golf course, Al Johnson seconded and motion carried unanimously. Barney reported that the Council had approved purchase of 200 acres for golf course but when they walked it out to get extra land for all proposed projects we came up with possible 218 acres. Discussion was held on building phases, do eighteen holes first and then if under budget build additional nine, but have option on additional land for two years. Barney explained the proposed layout and stages of construction. Don brought up getting additional option on extra land needed. Al said he did not know if we could. Barney said he would take a recommendation to the Council that the Rec. Bd. wished to acquire additional land. We have until December 15 to pay for land. Phil reported on the bid opening for the golf course. We had two openings: one on rental on a D-8 Catarpiller or equivalent for 30 days. Two bids were received - Dixie Dozier Equipment, Mobile @ $8,250.00 mo/ 176 work hours and Burford Equipment, Mobile - no D-8, Alternate D-6 $5,500 mo. Dixie Dozier was chosen. We also had opening on clearing, piling/grubbing, root raking and burning on site. There were 4 bids Mike Hoffman - $1,025 acre Charles Sellers - $897 acre, J.M. Earle - $925 acre, Dirt, Inc. -$950 acre. We chose Charles Sellers. On the swimming pool construction, we are waiting on people to be able to do it. Barney mentioned request for 2nd cover to be put on pool. Phil said this is first he had heard of it. Phil reported on football field, result of tests were.to fertilize 3 times to get grass problem under control. This to be looked into further. The Board voted to give $700.00 to Police Reserve to be used for equipment on motion by Al Johnson, seconded by Roy Lloyd, unanimously carried. It was mentioned that next year contract with the school should be raised back to $1800.00 The budget was considered and adopted after correction was made on principal and interest in Improvement Fund as pointed out by Mr. Dunning, copy attached to minutes. Motion by Don Smith, seconded by Roy Lloyd and unani- mously carried The bills were approved on motion by Don Smith, seconded by Al Johnson and unanimously carried. There being no further business, meeting was duly adjourned.
