it 6:30 p.m. at the City Administration Building 161 N. Section Street,

Present: Chairman Barney Shull; members Rae Jackson,
Don Smith, Roy Lloyd, Al Johnson, Phil Rutherford

ere approved unanimously on motion by Roy Lloyd, seconded by Rae Jackson.
iarney recognized at this time Phyllis Bruce and Earl Griffin who were
rresent regarding the swim te,am parents. They had talked with the
ioard about extending an area at the pool 7' wide and 40' long making
sixth lane that would make our pool a competition pool. They had sought
iroposals from 3 different companies and were here tonight to commit to
paying $3, 250( half of the lowest bid) to help get the work done. At this
ime, Barney opened the bids that had been sent in which were as follows:

Contract Unlimited $14,325.00
;oy moved to evaluate and as long as meets specification to award the lowest
,id the job, Phil to look over them and get with bidder. Rae Jackson seconded
nd motion carried unanimously. At this time Mr. Griffin asked about the
ossibility of them buying a sign to put out at the pool. What they had in
find was a portable sign with plastic inserts to put out at the highway.
'he Board told them we did not wish to have such a sign, that we tried
:) put up nice wooden permanent signs, and that they should put it back
t the pool area, not by the highway. Rae said she would be glad to
fork with them as to what would be permissable.
:harlie Langham was present to talk to the Board about the possibility of
iaybe two new fields. One peanut, and one for Dixie Youth. Further
liscussion led to suggestion to just make one between major and existing peanut
ield with dirt infield. No lights, they will pay for fencing. It was suggested
hat the Dixie Youth could use Stimpson and Don told him that we have to look
t the cost per child for a facility and how the fields are utilized now. All
greed that the possibility of having one field for both teams to use could
✓ork, Phil to go out and look at what would have to be done to get it going.

iDon Gipson was recognized and told the Board he was here to talk about the
lupcoming basketball program. That he had talked with Jim Reid that they
(hoped to have 128 children sign up and have 4 teams. That they were pulling
:away from the "Y" and that they still wanted to use the gym at the Organic
School. Barney told him that we hoped to have everything worked out within
30 days with Organic as far as the agreement was concerned. They discussed
(what needed to be done to get the facility repaired so it could be used. Don
said they had cleared the program with the coaches at the high school
land are going to send out flyers to the schools. That the season would run
!from Dec. 13 thru Jan 10- a total of 10 weeks. The Board thought what presen
was a good program and thanked him for coming up.
:Ronnie Langham was present representing the Young Street group and he told
'•the Board of some problems he was having with the new Board that had been
.elected. He was told to ask if a representative would not come up at the next
•meeting to meet with us and see what could be worked out. He said he would
!relay the message.
(Barney asked the Board what they thought about changing the sign at the
Adult Recreation Center to put founded by Mr. and Mrs. Eugene Lindsey.
iThat the sign outside could be used just repainted saying Fairhope Adult
,Recreation Center and underneath put founded by Mr. & Mrs. Eugene Lindsey.
1AII thought this good idea, and them if they wished to put plaque in the
(building and put up pictures we had no objection. Rae said she would call
;Mrs. Welker. That we would pay for doing the outside sign.
The bills were considered and approved on motion by Roy Lloyd, seconded
by Rae Jackson and unanimously carried.

The budget was discussed, Mrs. Lindsey had presented hers for
the upcoming year, asking that it be the same $3000.00 for the next
year. Budget is attached to minutes. The regular budget was discussed.
Don said he would get something worked out and back by next meeting.
The Board also discussed bonuses and decided as follows: Vandy $50, Joe $50
Robert $120, Melvin $120, Phil $120 Betty $120, with employees getting 40
increase. other City employees got.
The Golf Course was discussed. Barney told the members what had been
discussed and agreed upon at the Council meeting last Monday night.
That the Council had given the Board permission to proceed with the
proposed golf course providing the following:
That only approximately 160 acres of land be purchased at this
time but that a two year option to purchase the remaining 40 acres
be obtained at the same price.
2 That only an 18 hole golf course be constructed at this time with
the Executive Nine Hole Golf Course being put on "hold" until it
can be proven that all budgetary items can be met.
3 That the Recreation Board be responsible for the planning and designing
of the golf course with approval of the Mayor and City Council
4 That the City be responsible for the supervision of the golf course
during the construction phase and all related facilities, and that all
contracts and dispersement of funds be handled by and through the
City of Fairhope with the approval of the Mayor and City Council
15 That during the construction phase of the golf course that a membership
and/or pre -payment plan be established to provide for as much of
the construction cost as possible
6 That green fees and golf cart rentals be and shall be kept, at a
sufficient level that shall provide for the self-sufficiency of the golf
course and all its programs and facilities.
7 That the cost of land acquisition, survey, plans and all construction
costs would not exceed one million dollars.

Barney said the next step would be to get the legal description squared away
!on the land, get Ack to do the survey work hopefully by sometime next week.
IDon brought up that the playing surface at the football field needed to have
(someone look at it. Phil said he felt he could get someone from Baldwin Turf
jto come over and see what we could do with it.
Roy moved that. we no longer allow smoking in our meetings, Rae Jackson
seconded and motion carried unanimously.
There being no further business, meeting was duly adjourned.
