HomeMy WebLinkAbout06-18-1986 Regular MeetingThe Recreation Board of the City of Fairhope met June 18, 1986 at 6:00 p.m.
at the City Administration Building, 161 N. Section Street.
Present: Barney Shull, Chairman; members Don Smith, Roy Lloyd, Rae Jacksoi
Arthur Corte and Freddie Corte were also present
Barney presented to each member an outline of estimated construction costs
on the Golf Course proposed project. He had broken down each item
needed and cost of each and also shown 4 plans(architect cost estimate,
at a total of $3, 029, 000; Lump Sum contracted out at a total of $2,107, 000
Lump Sum contracted out at a total of $1,789,000 w/omissions of fairway
bunkers, cart paths -continuous, course out buildings and tee & course
markers until such time as it generates money to build these; and last
plan was lump sum contracted out at a total of $1,321,000 . This figure
possible by Recreation Board hiring someone to construct course and
we rent equipment and manpower by the hour as needed. He also showed
funding resources totaling $1,400,000; course operation costs at $480,000
and course operation receipts as $500,000. He was recommending the
low figure and plan totaling $1,321,000. He proposed to the Cortes that
the City/Rec Bd would install the wiers along the creek bed as the
land is developed and is needed. Arthur said he did not see how this
could be done, that it would seem that we needed to install all the weirs
in the beginning. Barney also asked what they thought of holding
off on the cart paths, fairway bunkers, tee and course markers and
putting up a temporary building, possible trailer- at the beginning as
a clubhouse. Arthur said a trailer would not even be considered.
Barney went on to explain that the $2,900,000 figure that has been
presented as cost by the architect makes it impossible for the Recreation
Board to consider going on with the project. That we had to come up
with a way to get the costs back within range of what we thought the
original golf course was going to cost. That by doing these things
in phases we could build and complete the first class golf course we
all wanted. Arthur asked what the Board thought would be figure that
would be acceptable to all and they remarked that maybe $1,300,000,000.
Barney said that he had been to at least two golf courses in the last month
and they did not have the continuous cart paths, fairway bunkers, tee
and course markers and elaborate clubhouses. Arthur said he was led to
believe that there would be at least a $200,000 clubhouse built. Barney said
we would like to do it but could not at first, maybe not even have a paved
parking lot. Arthur said he did not see how it would work putting the
weirs one at a time it would seem that he would be responsible for getting
the water to the creek bed but what would happen if he flooded the creek
bed or if sometime down the road we told him he could not develop anymore
as we could not take any more water. Barney told him we would have an
engineer survey the land' and we would have an idea what would be needed
as far as putting in the weirs was concerned and we could also plan on
the highest possible use in zoning. Arthur said he understood what we
were saying but he was led to believe certain things and expects these
things. Barney pointed out that the creekbed might not even be the big
lake that is shown. Arthur said if this is not really as is he would like
to see real map. Barney asked if they would be amenable to a plan where. •
it would be done in phases. Arthur said he would like it put in writing dOI_3
what the phases would be. Barney said he saw no point in putting insphases
if they were not amenable to phase approach. Arthur said that a third party
was involved and that he could not give an answer tonight but would let
Barney know so he could make an announcement by Monday night. After
Mr. Corte left the Board discussed making a recommendation to stop further
golf course plans at this time. Mr. Smith pointed out we should give them
time to answer before making this decision.
A letter regarding softball drafting will be referred to Eddie for action. I
Rae asked that possible $300.00 be released to buy Art supplies for the
summer program. She was told this money had been allocated in the budget.
Roy moved that Barney go to Council and request a .01 tax on tobacco products
not already taxed. Barney said they were already discussing this possibility
further they are seeking an opinion on taxing the wines already not taxed.
There being no further business, meeting was duly adjourned.
