December 11, 1985 at the City Administration Building, 161 N.
Section Street at 7:30 P.M. for a special meeting to open
bids on architect for Municipal Golf Course.
Present: Barney Shull, Chairman, members Al Johnson
Rae Jackson, Roy Lloyd, Don Smith. Also present
were Arthur and Freddie Corte and members of
the golf committee
Barney presented to each member an agenda and explained
the outline he had set forth in the pre -selection of architectural
engineering services for tonight.
He went over the project status, the new objectives, guidelines
and agreements to date. Stating that all present were aware
that the original agreement with the developers had fallen
through and that the Corte's had so generously offered to
donate the land to the City to develop the golf course.
He further stated as a part of the re -direction, the land
owners asked to have the option to utilize those patron
classifications reserved for the original developers. Further,
that the right to harvest the trees that would be cut out of the
fairways on the golf course would be withheld by the land owners.
The land owners specifically asked that the city use the services
of an experience Golf Course: Architect/Land Planner in order to
provide them the assurance of the best land use possible in conjunction
with a well designed classic golf course. In re. -justification of
the project feasibility he had projected design and construction
cost estimate of $1, 250, 000.00 ( one time cost) ; operational cost estimates
(annually) of $250,000 for a total estimate of first year's funding
requirement of $1,500,000.00. He further projected $1,550,000
as money from bond issue, memberships in -kind services, surplus
operations and reserved memberships to off -set costs. He opened
bids from Ward W. Northrup whose fee was $50,000.00 but
would require extra costs on engineering for center line of green;
Fingers, Dye & Shirley $130,000.00; Woolpert 8 Assoc. at $80,000.00
and Crowe Mostel ler & Shorter at $90, 000.00.
The board discussed each bid and made an evaluation based on
each presentation of concept, staff, plans 8 specs presented,
schedule, experience and awards received for design of courses.
At the end Barney asked each to present their evaluation sheets
and he and the Corte's would go over them and have a recommendation
ready to be presented at the Council Meeting on December 16, 1985.
He thanked each for coming and their input.
