at the City Administration Building, 161 N. Section Street, Fairhope,
Al.
Present: Barney Shull, Chairman; members Roy Lloyd, Rae Jackson
and Don Smith. Phil Rutherford, Facilities Director
was also there
The minutes of the September 18, 1985 meeting were duly approved
on motion by Rae Jackson, seconded by Don Smith.
Barney recognized Dorothy Knox, and Mr. and Mrs. Gardner who
run the Aaronville Day Care Center in Foley. Barney read a
letter from Mrs. Gardner asking that the Recreation Board consider
letting them rent the Young Street Recreation Center building
to use as a day care. That they now are using a building that
belongs to Mr. Chester Hunt, but he has refused to repair it where
it will meet state standards and they are at an impasse. After hearing
the proposal, Don Smith asked them to bring letters from the community,
the agency that would be funding them, health department before we
make any final decision. The Board asked Mrs. Gardner if she could
work with Mr. Ronnie Gardner who is trying to get some type of
program started out there. She said she did not think there would
be any problems. Barney interjected that we needed to get in touch
with Calvin Hunt before any other arrangements could be made. Roy
put in the form of a motion to inform Calvin that his agreement with the
City is no longer valid and he would have to vacate the premises.
Rae Jackson seconded and motion carried unanimously. Phil is to notify
him and have the locks changed.
The bills were approved on motion by Don Smith, seconded by Roy Lloyd
and unanimously carried.
Phil reported to the Board the bids received (telephone poll was made
and approval was given to go ahead by Roy Lloyd, Don Smith and
Barney Shull for acceptance of low bid which was $12,995.00)on the tractor
and that it has been ordered.
Barney reported on the Golf Course. He informed the Board that the
developers let their option lapse on October 7th. That since that time
the Corte family has said they will donate to the City the land to
develop a golf course. That they did require that we build the road
going to the course, that we will have to survey the land ourselves,
we were told that the developers were going to turn over all documents
to the city for use. That the Cortes, Barney, Mayor were going to
meet with a Don McMillan out of Tifton, Ga. next Mon-Tues. Barney
also reported that the Co rtes requested 400 memberships be reserved
for them for 5 years. The Council had requested the Board to proceed
with planning and make some recommendations.
Barney said he did not have the bids for the basketball area yet, 2 bids
are lacking.
I Roy brought up the overuse of Stimpson by soccer, after discussion
Don suggested getting Eddie to present something to the Board showing
how the fields were being utilized, then we can see if there is overcrowding.
All agreed this is a good idea. The Board also discussed that no extra
money would be used if the Fairhope football team is in the playoffs in
fixing up the field. Also, that no purchase orders to be issued without
approval from Phil.
The budget was discussed and all felt that it should be the same as
last year's, (a 4% increase was given to the 2 regular employees) and
Roy Lloyd put in the form of a motion recommending this to Council
Don Smith seconded and motion carried unanimously. The Board also
approved Roy Lloyd's motion to grant the 5 regular employees Christmas
Bonus of $50.00 again this year.
